As urban systems increase in size and diversity, the factors which influence spatial change increase in number and their interactions become more complex. Increasing emphasis is thus being placed by some governments and agencies on regular reviews of policies and programs, to ensure that they are consistent with and facilitate the evolving urban form. Consequently, the monitoring of urban transport and activity systems is of increasing importance, to aid the review processes. This paper considers the progress which has been made in and use of procedures for monitoring urban, transport-related spatial changes. The specification, estimation and presentation of appropriate indicators is briefly discussed. Experience with the use of spatial monitoring procedures on data for two Australian cities has revealed several possible implications for transport investment practice and the development of monitoring and modelling procedures. These are discussed and the paper then indicates the approach which is currently being taken at ARRB towards developing a monitoring system. 相似文献

This paper describes the application of probabilistic risk assessment techniques to level crossing safety on JR East, the largest of the six private railroads in Japan. The risk of a level crossing accident was defined as the product of the accident rate and the expected consequences per accident. Rail traffic volume, road traffic volume, visibility of the crossing from the road, road gradient, width of the crossing and the type of safety devices at the crossing were shown to influence the accident rate and the collective risk. The mean accident rate at all crossings was 0.74 per million trains. The accident rate was 0.59 per million trains at crossings equipped with barriers, 1.25 at crossings equipped with warning bells and 0.76 at pedestrian crossings. Crossings equipped with obstacle detectors had a lower accident rate (0.12 per million trains) than crossings without detectors (0.43 per million trains). Crossings with visibility less than 20 m had a 50% higher mean accident rate than crossings with visibility greater than 20 m. As the number of tracks increased, the accident rate monotonically increased due to the increased accident exposure. Risk assessment techniques were applied to determine the efficacy of the various level crossing safety devices. In addition to upgrading the safety of crossings, the management techniques stressed the importance of education campaigns in warning the public about the dangers of illegal crossings. 相似文献

Traffic congestion has received considerable public and media attention over the past several years. However, many of the transportation and land use actions offered to deal with the congestion phenomenon focus only on a specific site or at most a subregion of the metropolitan area. This paper argues that congestion in many cases is an areawide phenomenon requiring consideration from a regional and programmatic viewpoint. A ten-point congestion-relief program developed for eastern Massachusetts is described. Actions in this program included those aimed to mitigate current congestion and avoid future congestion through land use management. Four policy areas are emphasized - providing transportation system improvements, managing transportation demand, managing land use, and managing the institutional and funding framework. The paper concludes that because of the political nature of the congestion problem, the congestion-relief program's importance lies more in the message it sends to the public that programmatic action is being taken. The paper also concludes that a regional approach is necessary thus requiring close examination of existing institutions, that demand management is an important component of the strategy, that the private sector has an important role to play, and that the long-term effectiveness of the program relates to the success of attempts to institutionalize efforts into zoning and permit procedures. 相似文献

Based mainly on English language literature, information relating to the design of automobile suspension systems for ride comfort and control of wheel load variations for frequencies below body structure resonances is reviewed. The information is interpreted in the context of vehicles which travel through a wide speed range on roads of markedly differing quality, which do so carrying different loads and which are required to possess good handling qualities.
Sections are devoted to describing road surfaces, modelling vehicles and setting up performance criteria, and to passive, active, semi-active and slow-active system types. Methods for deriving active system control laws are outlined. Strengths and weaknesses of the various systems are identified and their relative performance capabilities and equipment requirements are discussed. To develop activity-based travel models using microsimulation, individual travelers and households must be considered. Methods for creating baseline synthetic populations of households and persons using 1990 census data are given. Summary tables from the Census Bureau STF-3A are used in conjunction with the Public Use Microdata Sample (PUMS), and Iterative Proportional Fitting (IPF) is applied to estimate the proportion of households in a block group or census tract with a desired combination of demographics. Households are generated by selection of households from the associated PUMS according to these proportions. The tables of demographic proportions which are exploited here to make household selections from the PUMS may be used in traditional modeling. The procedures are validated by creating pseudo census tracts from PUMS samples and considering the joint distribution of the size of households and the number of vehicles in the households. It is shown that the joint distributions created by these methods do not differ substantially from the true values. Additionally the effects of small changes in the procedure, such as imputation of additional demographics and adding partial counts to the constructed demographic tables are discussed in the paper. 相似文献

A mathematical model for the steering control of an automobile is described. The structure of the model derives from linear optimal discrete time preview control theory but it is non-linear. Its parameter values are obtained by heuristic methods, using insight gained from the linear optimal control theory. The driver model is joined to a vehicle dynamics model and the path tracking performance is demonstrated, using moderate manoeuvring and racing speeds. The model is shown to be capable of excellent path following and to be robust against changes in the vehicle dynamics. Application to the simulation of manoeuvres specified by an ideal vehicle path and further development of the model to formalise the derivation of its parameter values and to put it to other uses are discussed. 相似文献
