Management of coastal eutrophication: Integration of field data, ecosystem-scale simulations and screening models

A hybrid approach for eutrophication assessment in estuarine and coastal ecosystems is presented. The ASSETS screening model (http://www.eutro.org) classifies eutrophication status into five classes: High (better), Good, Moderate, Poor and Bad (worse). This model was applied to a dataset from a shallow coastal barrier island system in southwest Europe (Ria Formosa), with a resulting score of Good. A detailed dynamic model was developed for this ecosystem, and the outputs were used to drive the screening model. Four scenarios were run on the research model: pristine, standard (simulates present loading), half and double the current nutrient loading. The Ria Formosa has a short water residence time and eutrophication symptoms are not apparent in the water column. However, benthic symptoms are expressed as excessive macroalgal growth and strong dissolved oxygen fluctuations in the tide pools. The standard simulation results showed an ASSETS grade identical to the field data application. The application of the screening model to the other scenario outputs showed the responsiveness of ASSETS to changes in pressure, state and response, scoring a grade of High under pristine conditions, Good for half the standard scenario and Moderate for double the present loadings. The use of this hybrid approach allows managers to test the outcome of measures against a set of well-defined metrics for the evaluation of state. It additionally provides a way of testing and improving the pressure component of ASSETS. Sensitivity analysis revealed that sub-sampling the output of the research model at a monthly scale, typical for the acquisition of field data, may significantly affect the outcome of the screening model, by overlooking extreme events such as occasional night-time anoxia in tide pools.     

Spatial variability of the barotropic M2 constituent tidal current over the Rías Baixas Galician shelf (NW Spain)

Using current meters and systematically repeated vessel mounted ADCP data legs, we describe the role of the semidiurnal and diurnal constituents in the tidal currents and investigate the mesoscale variability of the M₂ tidal currents field along three cross-shelf legs over the Galician shelf. We found that the estimated values of the semi-major axes of the main semidiurnal tidal constituents are closely related to those obtained in previous research and that the tidal currents are predominantly semidiurnal. Amplitudes of the M₂ and S₂ semi-major axes constituents are comparable, and important fortnightly variability should thus be expected in the amplitude of the semidiurnal tidal currents. Vertical profiles of the semi-major axes of the main tidal constituents reveal that, in the absence of stratification, and far from the bottom frictional effects, the tidal currents are mostly barotropic. Over the slope, the tidal ellipses tilt from a north–south orientation toward the northeast–southwest direction and, as we go further into the shelf, their amplitude is increased, a feature that is reasonably explained by the transition from the dynamics of a Poincaré wave offshore to the dynamics of a northward alongshore propagating Kelvin wave over the shelf. The Ría de Vigo exerts a notable influence over the tidal currents, acting as an extension of the shelf and introducing a meridional variation in the orientation of the ellipses from the alongshore direction in the southern straight coast toward the northeast–southwest direction at the latitude of the Rías. Finally, the spatial fitting methods we tried have proved to be successful in VMADCP data detiding in this region.

Factors affecting the environmental impact of pavement wear

Wear at the interface between flexible pavements and tires influences pavement life, pavement cycle costs, and tire consumption, and is a source of environmental harm. Wear-related processes evolve over time and are affected by a number of boundary conditions, such as interface fluids, water and fuels. We develop a model explaining and predicting mass losses in flexible pavements under carefully controlled conditions, and with estimation of the related environmental costs. We also employed an accelerated loading test. Under normal conditions, the environmental impact of pavement wear is not greatly influenced by mix type or volumetrics. Indeed, the presence of hazmat materials, traditional, dense mixes have an environmental impact that is appreciably lower than that of porous European mixes.     

Equilibria of bilateral taxi–customer searching and meeting on networks

This paper proposes an equilibrium model to characterize the bilateral searching and meeting between customers and taxis on road networks. A taxi driver searches or waits for a customer by considering both the expected searching or waiting time cost and ride revenue, and a customer seeks a taxi ride to minimize full trip price. We suppose that the bilateral taxi–customer searching and meeting occurs anywhere in residential and commercial zones or at prescribed taxi stands, such as an airport or a railway station. We propose a meeting function to spell out the search and meeting frictions that arise endogenously as a result of the distinct spatial feature of the area and the taxi–customer moving decisions. With the proposed meeting function and the assumptions underlying taxi–customer search behaviors, the stationary competitive equilibrium achieved at fixed fare prices is determined when the demand of the customers matches the supply of taxis or there is market clearing at the prevailing searching and waiting times in every meeting location. We establish the existence of such an equilibrium by virtue of Brouwer’s fixed-point theorem and demonstrate its principal operational characteristics with a numerical example.     

Federal‐state revenue sharing and resource management under outer continental shelf lands act section 8(g)

Abstract

Section 8(g) was added to the Outer Continental Shelf Lands Act (OCSLA) in 1978. It mandated sharing of the revenues from tracts that included oil and gas pools underlying the federal‐state boundary 3 miles offshore. Revenues were to be split based on agreements negotiated by the secretary of Interior and the relevant coastal state governor or “fair and equitable”; divisions made by the federal district courts. Only one agreement was concluded. Texas and Louisiana sued to force distribution of their shares of $6.1 billion in 8(g) funds held in escrow. In 1986 Congress divided the escrowed 8(g) revenues approximately 27 percent to the adjacent states and 73 percent to the federal government and legislated the same split for all future 8(g) revenues. This article examines the complex issues that section 8(g), as amended, raises for the management of federal and state submerged lands. Cooperative federal‐state approaches to implementing amended section 8(g) are reviewed. Section 8(g)'s broader implications as the only federal‐state ocean resource, revenue‐sharing mechanism currently in place also are addressed.     

Contracting in highway maintenance and rehabilitation: Are spatial effects important?

Highway agencies around the world strive to improve practices for infrastructure maintenance and rehabilitation, using project delivery policies that range from total ‘in-house’ responsibility to complete privatization, with a number of flexible contracting policies such as performance-based contracting, variants of design-build-maintain, and lane rentals among others between these two extremes. In this paper, we present a methodology that duly accounts for underlying spatial effects and estimates the expected cost savings of innovative contracting policies for highway maintenance and rehabilitation relative to in-house execution of these activities. Spatial econometric modeling is used to analyze highway contract data from 49 countries. We also investigate the marginal effects of key explanatory variables on contract cost savings using spatial multipliers. Our findings show that there are significant relationships between cost savings and contract characteristics, and that there is an apparent direct relationship between the average cost savings of contracts in a country and contract average cost savings and contract sizes in neighboring countries.     

Recreational Leasing of Alaska Commercial Halibut Quota: The Early Years of the GAF Program in Alaska

The Pacific Halibut Catch Sharing Plan formalized the process for allocating halibut between the Alaska commercial and recreational charter sectors. It included a new program intended to allow for “flexibility” through inter-sectoral trading, permitting charter operators to lease commercial halibut pounds to relax client harvest restrictions. Here we evaluate the first two years of lease market activity and participation. Participation from some commercial quota holders in the lease market suggests that the program provided beneficial flexibility; in fact, the number of transfers to the charter sector was greater than transfers within the commercial sector for some quota types. We also identified a high proportion of self-leasers. However, transfers to the charter sector were on average smaller than within-sector commercial transfers, and total poundage leased by the charter sector was low compared with commercial transfers. Usage of leased quota by the recreational charter sector enables the harvest of larger fish or additional fish, and provides flexibility in catch composition on halibut closure days. Finally, the value-per-pound may be higher in the charter sector, as commercial-to-charter transfer prices approached the commercial ex-vessel price.
