Maritime Transportation Systems (MTSs) are essential for world trade; it is crucial to understand how these systems may fail, to be able to maintain their capacity. In this paper, the MTS is seen as a throughput mechanism; a technical system which serves its purpose by moving goods for its dependents. Understanding which key functions and capabilities are prerequisite for the ability to move goods, the loss of which are the failure modes, allows for the creation of a ‘business continuity plan’ for the MTS. Through two surveys and interviews with maritime transportation industry stakeholders, it was observed that while stakeholders in the industry have a solid focus on frequent operational risks, there is a lack of awareness of vulnerabilities, as well as methods for addressing and planning for low-frequency high-impact disruption scenarios. The presented approach provides a structured set of matrices of the key functions of the MTS, allowing stakeholders to increase the system's resilience through preparing to restore this limited number of critical functions.  相似文献

In an effort to restore deteriorating coastal wetlands in Breton Sound, Louisiana, a diversion of Mississippi River water into the estuarine ecosystem has been operated at Caernarvon, Louisiana, since 1991. The diversion was implemented after a relatively long collaborative planning process beginning in the 1950s. The Caernarvon Interagency Advisory Committee, an official panel of stakeholders, considers scientific aspects of the freshwater inflow and stakeholder inputs in developing an operational plan, which internalizes stakeholder conflicts, while accomplishing goals of restoring the coastal ecosystem. Even though fishery representatives are committee members, local oyster fishers filed lawsuits in federal and state courts from 1994 through 2005, claiming damages to their oyster beds. These lawsuits were initially successful in state courts but were reversed by the Louisiana Supreme Court. The federal suits were unsuccessful. Following these lawsuits, voters in Louisiana in 2000 amended the State Constitution to protect coastal restoration projects against lawsuits reflecting increase in overall statewide support. Increasing scientific knowledge has contributed significantly to diversion operation. For better collaborative governance, efforts to increase common understanding among stakeholders will be needed, and a process to compensate interests of stakeholders suffering from impacts of restoration projects at an earlier stage should be institutionalized.  相似文献

Current cycle-network planning (CNP) at the local level tends to be dominated by a subjective-pragmatic approach in which it is only possible to consider a limited number of route alignment possibilities and development-sequencing scenarios. Although this method may produce acceptable results, it may also be true that the final design could be improved – and the construction efficiency could be enhanced – by a more comprehensive review of the available options in relation to the objectives of the intervention. Such objectives may include accident reduction, modal shift in favour of cycling, health benefits or strategic expansion of a network. This article presents work undertaken to demonstrate a holistic approach to CNP, based on a logically defined spatio-temporal model and allowing some semi-automated multiobjective optimization of network designs in a GIS-based decision-support system. The model is introduced briefly before a case study applying this model to development of a cycle network in a small town in northeast England is described. The results obtained from this case study and the implications of this research for cycle network planners are discussed.  相似文献

Within the transport sector, modal shift towards more efficient and less polluting modes could be a key policy goal to help meet targets to reduce energy consumption and carbon emissions. However, making comparisons between modes is not necessarily straightforward. Average energy and emissions data are often relied upon, particularly for, rail, which may not be applicable to a given context. Some UK train operating companies have recently fitted electricity metres to their trains, from which energy consumption data have been obtained. This has enabled an understanding to be gained of how energy consumption and related emissions are affected by a number of factors, including train and service type. Comparisons are made with existing data for road and rail. It is noted that although more specific data can be useful in informing policy and making some decisions, average data continue to play an important role when considering the overall picture.  相似文献

The precise estimation of the annual average daily traffic (AADT) is a task of significant interest for many transportation authorities and Departments of Transportation. In this study, three methods are developed to improve the assignment of short‐term counts to seasonal adjustment factor (SAF) groupings: the traditional functional classification, a discriminant analysis (DA), and a new statistical approach based on a weighted coefficient of variation (WCV). The data analyzed within this study are generated from all available continuous counters within the State of Ohio between 2002 and 2006. The analysis is conducted using SAFs that are separately calculated for the total volume and the directional specific volumes of a site. The results show that the directionally based assignment errors are statistically lower at a 95% confidence interval when compared with those generated by the total volume analysis. It is also found that the hourly time‐of‐day factors are more important in the assignment process than the average daily traffic. The directionally based WCV produces a decline in the average mean absolute percentage error (MAPE) over the roadway functional classification by 58% and in the standard deviation of the absolute error (SDAE) by 70%. On the contrary, the directionally based DA lowers the MAPE and the SDAE by 35% and 60%, respectively. Copyright © 2012 John Wiley & Sons, Ltd.  相似文献

This paper investigates an issue largely ignored in the transport literature on cost overruns, namely, cost increases in the early project phase, long before the decision to build is made. This is the phase of project planning that is referred to as the front-end phase in the literature. The rationale of the study is that unless cost estimates during the front-end phase are relatively accurate, the wrong projects may be selected for further development. We first argue for why it is important to address cost escalation during the front-end phase of project planning. We then use Norwegian data to demonstrate the magnitude of cost escalations during the front-end phase of projects and in comparison to the implementation phase. We find that even in a sample of projects with relatively small cost overruns as in the case of Norway, there are substantial cost increases before the formal decision to build was made. This raises the issue of whether decisions and priorities taken at the early stages of project development are based on false information and whether this may lead to the wrong project concepts being selected.  相似文献

The introduction of the tonnage tax for shipping companies has been a response to the declining fleets in many European countries. There are strategic and commercial reasons why a maritime presence is desirable, not least of which is to maintain an important skill base. Although regimes have differed they all offer some form of preferential rates of tax for those ships on the register. In certain cases this tax subsidy has been linked to a requirement to train seafarers, notably in the UK. This article analyses the impact of the tonnage tax system and its success in achieving its objectives of fleet expansion and employment with particular reference to the UK.  相似文献
