Since the Rio conference in 1992 investments in integrated coastal management (ICM) have increased dramatically. National and subnational governments have undertaken many initiatives to protect and develop coastal areas. Extensive field experience has advanced understanding of the operational attributes of ICM. This article reviews the principles and operational attributes of ICM that have become well accepted, particularly from the perspective of international ICM donors and professionals. A common understanding of the fundamentals of ICM provides a base from which targeted and systematic study and assessment of ICM can be conducted. Several thematic areas are suggested where there are currently important needs and opportunities for collective study and learning in ICM. The important role of donors is emphasized in supporting collaborative learning initiatives that advance understanding of ICM, and improve and expand the practice.  相似文献

Beach management and coastal management are interwoven and scale-dependent activities in Australia. Present coastal policies are broad and designed for large, national, and statewide scales. They specify ecologically sustainable development as the overarching goal for coastal management and provide the context for beach management. On smaller scales, an approach focusing on the reduction of geomorphic hazards as the basis of beach management was established by the Coastline Hazard Policy, with nonhazard aspects of beach management such as ecological, economic, and social concerns assuming secondary importance. Although beach management can occur effectively under these coastal management arrangements, better guidance is required to make this process as effective and efficient as possible. This guidance - the policy framework - could be better developed for beach management and better integrated with existing coastal management arrangements. While this policy development is not strictly necessary to achieve positive outcomes from beach management, it is necessary to effectively guide implementation of the existing broad coastal policies. Effective goals for beach management are yet to be thought out and clearly articulated in Australia. A good start would be to couple the present goals of ecologically sustainable development and hazards reduction into a coherent goal for beach management. A specific policy for beaches should be developed given the importance of beaches in Australia.  相似文献

Maritime Transportation Systems (MTSs) are essential for world trade; it is crucial to understand how these systems may fail, to be able to maintain their capacity. In this paper, the MTS is seen as a throughput mechanism; a technical system which serves its purpose by moving goods for its dependents. Understanding which key functions and capabilities are prerequisite for the ability to move goods, the loss of which are the failure modes, allows for the creation of a ‘business continuity plan’ for the MTS. Through two surveys and interviews with maritime transportation industry stakeholders, it was observed that while stakeholders in the industry have a solid focus on frequent operational risks, there is a lack of awareness of vulnerabilities, as well as methods for addressing and planning for low-frequency high-impact disruption scenarios. The presented approach provides a structured set of matrices of the key functions of the MTS, allowing stakeholders to increase the system's resilience through preparing to restore this limited number of critical functions.  相似文献

ABSTRACT

Current cycle-network planning (CNP) at the local level tends to be dominated by a subjective-pragmatic approach in which it is only possible to consider a limited number of route alignment possibilities and development-sequencing scenarios. Although this method may produce acceptable results, it may also be true that the final design could be improved – and the construction efficiency could be enhanced – by a more comprehensive review of the available options in relation to the objectives of the intervention. Such objectives may include accident reduction, modal shift in favour of cycling, health benefits or strategic expansion of a network. This article presents work undertaken to demonstrate a holistic approach to CNP, based on a logically defined spatio-temporal model and allowing some semi-automated multiobjective optimization of network designs in a GIS-based decision-support system. The model is introduced briefly before a case study applying this model to development of a cycle network in a small town in northeast England is described. The results obtained from this case study and the implications of this research for cycle network planners are discussed.  相似文献

Conventionally, the objective of transit routing is often set either to minimize the total operational cost, subject to a given level of service quality, or to maximize the service quality at a given acceptable cost. In a deregulated, commercial‐based environment however, such as bus and railway operations in cities of the UK and Hong Kong where several private firms compete in route‐based or area‐based market, routing becomes one of the means for higher returns rather than just for cost saving. In such a case, how do the transit providers set up their routes for profit‐maximization? Will the routing based on the provider's objective meet the user's objective? How do government regulations and policies affect the choice of transit provider's routing strategy? To answer these questions, we first examine the relationship between the objectives of users and transit providers, set up criteria for transit routing quality, and then investigate the possible routing configurations/patterns for a hypothetical case. These criteria include (1) the load factor of transit, (2) the level of route directness, (3) the level of route overlapping, and (4) the total number of routes and (5) the average of route length. These measures are finally applied to a real case in Hong Kong to examine the route changes of Kowloon Motor Bus from 1975 to 1995. The result of the empirical case reveais how key measures such as load factor are controlled by the bus operator and affected by government policies and how the bus routing pattern was adjusted to meet users' need. Facing the dilemma as evident in Hong Kong between the route directness and the efficiency of road use, we suggest that a rational multi‐modal routing structure be put in place if an institutional solution is introduced so that bus and other transit modes can form a sharing program or an alliance.  相似文献

Large temporal and spatial data series are increasingly available and easy to produce. This paper uses Zipf analysis to evaluate serial data sets from the HOTS, BATS, EquaPac and high-resolution vertical profiles of FluoroMAP. Zipf analysis produced Zipf exponents from best-fit lines that permitted comparison among data sets. It allows comparison of one-dimensional series despite differences in scale and missing data. Zipf exponents ranged from 0.043 to 0.83. Serial data with sampling intervals of milliseconds and months showed exponents that ranged around 0.3. To the extent that Zipf exponents measure structure and variation, the indication is that structure of distributions is similar over millimeters and hundreds of kilometers. Zipf analysis provides a means to quantify similarities and differences, and suggests that variation is linked across many length scales for phytoplankton.  相似文献

Two data analysis methods, referred to as the Zipf and Pareto methods, initially introduced in economics and linguistics two centuries ago and subsequently used in a wide range of fields (word frequency in languages and literature, human demographics, finance, city formation, genomics and physics), are described and proposed here as a potential tool to classify space–time patterns in marine ecology. The aim of this paper is, first, to present the theoretical bases of Zipf and Pareto laws, and to demonstrate that they are strictly equivalent. In that way, we provide a one-to-one correspondence between their characteristic exponents and argue that the choice of technique is a matter of convenience. Second, we argue that the appeal of this technique is that it is assumption-free for the distribution of the data and regularity of sampling interval, as well as being extremely easy to implement. Finally, in order to allow marine ecologists to identify and classify any structure in their data sets, we provide a step by step overview of the characteristic shapes expected for Zipf's law for the cases of randomness, power law behavior, power law behavior contaminated by internal and external noise, and competing power laws illustrated on the basis of typical ecological situations such as mixing processes involving non-interacting and interacting species, phytoplankton growth processes and differential grazing by zooplankton.  相似文献
