ABSTRACT

Using official national data for each country, this article calculates trends in walking and cycling fatalities per capita and per km in the USA, the UK, Germany, the Netherlands, and Denmark. From 1990 to 2018, pedestrian fatalities per capita fell by 23% in the USA vs. 66%–80% in the other countries; cyclist fatalities per capita fell by 22% in the USA vs. 55%–68% in the other countries. In 2018, pedestrian fatality rates per km in the USA were 5–10 times higher than in the other four countries; cyclist fatality rates per km in the USA were 4–7 times higher. The gap in walking and cycling fatality rates between the USA and the other countries increased over the entire 28-year period, but especially from 2010 to 2018. Over that 8-year period, per-capita fatality rates in the USA rose by 19% for pedestrians and 11% for cyclists; per-km fatality rates rose by 17% for pedestrians and 33% for cyclists. By comparison, fatality rates either fell or remained stable in the four European countries. We reviewed the relevant literature to identify factors that might help explain the much lower walking and cycling fatality rates in Europe compared to the USA. Possible explanatory factors include better walking and cycling infrastructure; lower urban speed limits; fewer vehicle km travelled; smaller and less powerful personal motor vehicles; and better traffic training, testing, and enforcement of traffic regulations. We recommend that the USA consider implementing an integrated package of mutually reinforcing safety measures such as those that have been successfully implemented in the Netherlands, Denmark, and Germany to reduce pedestrian and cyclist fatality rates.  相似文献

Certain details of traffic evolution were studied along a 2 km, homogenous freeway segment located upstream of a bottleneck. By comparing (transformed) cumulative curves constructed from the vehicle counts measured at neighboring loop detectors, it was found that waves propagated through queued traffic like a random walk with predictable statistical variation. There was no observed dependency of wave speed on flow. As such, these waves neither focused nor fanned outward and shocks arose only at the interfaces between free-flowing traffic and the back of queues. Although these traffic features may have long been suspected, actual observations of this kind have hitherto not been documented. Also of note, the shocks separating queued and unqueued traffic sometimes exhibited unexpectedly long transitions between these two states. Finally, some observations presented here corroborate earlier reports that, in unqueued traffic, vehicle velocity is insensitive to flows and that forward-moving changes in traffic states therefore travel with vehicles. Taken together, these findings suggest that certain rather simple models suffice for describing traffic on homogeneous freeway segments; brief discussion of this is offered in Section 5.  相似文献

An exploratory analysis of commuters' activity and travel patterns was carried out using activity-based travel survey data collected in the Washington, DC metropolitan area to investigate and estimate relationships among socio-demographics, activity participation, and travel behavior. Structural equations modeling methodology was adopted to determine the structural relationships among commuters' demographics, activity patterns, trip generation, and trip chaining information. Three types of structural equations model systems were estimated: one that models relationships between travel and activity participation, another that captures trade-offs between in-home and out-of-home activity durations, and a third that models the generation of complex work trip chains. The model estimation results show that strong relationships do exist among commuters' socio-demographic characteristics, activity engagement information, and travel behavior. The finding that significant trade-offs exist between in-home and out-of-home activity participation is noteworthy in the context of in-home vs. out-of-home substitution effects. Virtually all of the results obtained in this paper corroborate earlier findings reported in the literature regarding relationships among time use, activity participation, and travel. The solution of water wave scattering problem involving small deformation on a porous bed in a channel, where the upper surface is bounded above by an infinitely extent rigid horizontal surface, is studied here within the framework of linearized water wave theory. In such a situation, there exists only one mode of waves propagating on the porous surface. A simplified perturbation analysis, involving a small parameter ε ( ? 1), which measures the smallness of the deformation, is employed to reduce the governing Boundary Value Problem (BVP) to a simpler BVP for the first-order correction of the potential function. The first-order potential function and, hence, the first-order reflection and transmission coefficients are obtained by the method based on Fourier transform technique as well as Green’s integral theorem with the introduction of appropriate Green’s function. Two special examples of bottom deformation: the exponentially damped deformation and the sinusoidal ripple bed, are considered to validate the results. For the particular example of a patch of sinusoidal ripples, the resonant interaction between the bed and the upper surface of the fluid is attained in the neighborhood of a singularity, when the ripples wavenumbers of the bottom deformation become approximately twice the components of the incident field wavenumber along the positive x-direction. Also, the main advantage of the present study is that the results for the values of reflection and transmission coefficients are found to satisfy the energy-balance relation almost accurately.  相似文献

Abstract

The recent completion of two major transport studies of predominantly urban areas in the Middle East (Amman‐Jordan and Bahrain) has provided the opportunity to compare and contrast the transport characteristics of, and medium term transport policies for, the two areas.

While in structure the two transport systems have many similarities, their base year usage differs significantly. In view of the much lower income levels in Amman, and the resulting lower levels of car ownership, greater reliance is placed on public transport in Amman than in the more car‐oriented society in Bahrain. Against this background, and in the context of broadly similar overall levels of growth in travel demand, their development in the medium term future should follow different paths. Amman will need to depend on public transport very heavily, with only limited road building. Bahrain should be able to develop a satisfactory road system, with public transport playing its current role except for the provision of services for some relatively modest number of restrained private vehicle users. In both cases, however, substantial investment in off‐street parking spaces is needed.

The paper briefly describes the social and economic backgrounds of the two areas, and reviews the transport systems and the organisations responsible for them. Travel demand forecasts are summarized, leading to the transport plan and policy development. The prospects for implementation are discussed, and the paper lastly focuses on some aspects which are key to the development of the transport systems in the two countries.  相似文献

In this paper, we extend the standard discrete choice modelling framework by allowing for random variations in the substitution patterns between alternatives across respondents, leading to increased model flexibility. The paper shows how such a Mixed Covariance model can be specified either with purely random variation or with a mixture of random and deterministic variation. Additionally, the model can be based on an underlying GEV or ECL structure. Finally, the model can be specified as a continuous mixture or as a discrete mixture. An application on Stated Preference data for the choice of departure time and travel mode shows that important gains in model performance can be obtained by allowing for random covariance heterogeneity. Furthermore, the approach leads to significant differences in the implied willingness to pay measures, and the substitution patterns between alternatives.  相似文献

In recent years there has been a re-focus on the valuation of a statistical life from the ex post or human capital method to an ex ante willingness to pay (WTP) approach. This is in part a recognition that we may have been undervaluing the cost of fatalities and injuries to society associated with crashes, but also a strong belief in the need to focus on establishing the amount, ex ante, that individuals are willing to pay to reduce the risk of exposure to circumstances that might lead to death or degree of injury on the road network. This study has developed a framework in which to identify the degree of preference heterogeneity in willingness to pay by individuals who are drivers or passengers in cars to avoid being killed or injured. A stated choice experiment approach is developed. The empirical setting is a choice of route for a particular trip that a sample of individuals periodically undertakes in Australia. The particular trip is described in enough detail to provide the respondent with a familiar market environment, providing all the relevant background information required for making a decision. Mixed logit models are estimated to obtain the marginal (dis)utilities associated with each influence on the choice amongst the attribute packages offered in the stated choice scenarios. These estimates are used to obtain the WTP distributions for fatality and injury avoidance, which are then aggregated to obtain estimates of the value of risk reduction (VRR), of which the fatality class is also known as the value of a statistical life (VSL).  相似文献
