Emissions from commercial shipping are currently the subject of intense scrutiny. Among the top fuel-consuming categories of ships and hence air polluters are container vessels. The main reason is their high service speed. Lately, speed reduction has become a very popular operational measure to reduce fuel consumption and can obviously be used to curb emissions. This paper examines such an operational scenario. Since time at sea increases with slow steaming, there is a parallel and strong interest to investigate possible ways to decrease time in port. One way to do so is to reduce port service time. Another possible way to minimize disruption and maximize efficiency is the prompt berthing of vessels upon arrival. To that effect, a related berthing policy is investigated as a measure to reduce waiting time. The objective of reducing emissions along the maritime intermodal container chain is investigated vis-à-vis reduction in operational costs and other service attributes. The Chinese government has been exploring various paths to find a direction that better suits China’s national conditions during the past 60 years. Meanwhile, a series of political and economic events and policy transformations have had different effects on the port industry. This article attempts to ascertain how these events and port policies have influenced Chinese port traffic through an empirical study on data covering 1952–2009. The findings suggest that foreign trade has been the prime driver of the throughput of Chinese ports. The increase in the ports’ throughput has enabled an increase in domestic demand and the urgent need for further port investment. Chinese port throughput has been subject to multiple shocks. The Great Leap Forward1 is found to have had the largest, but only a short-term impact. China’s accession to the World Trade Organization, however, led to a longer and exclusive effect on ports, with little observed effect on the other variables. The reform of port governance is shown to have had a more lasting positive effect on port throughput than physical investment. However, these latter effects are minor, the economic and political factors remain the primary driving factors of port throughput.  相似文献

Hydrographic surveys in three consecutive seasons in the Irminger Sea in 2001/2002 have revealed six physical regimes (zones) in which different surface mixing and spring re-stratification processes dominate. They are the South Irminger Current, the North Irminger Current, the Central Irminger Sea, the Polar-origin East Greenland Current, the Atlantic-origin East Greenland Current and the Reykjanes Ridge. The variations in restratification processes in particular have significant implications for the timing of shallow spring mixed layer development and therefore the timing and strength of the spring bloom. The relative roles of heat and freshwater in controlling re-stratification are examined for each hydrographic zone, and it is shown that the simplest concept of solar warming generating spring stratification is appropriate for the Irminger Current and the central Irminger Sea. However in the East Greenland Current and the Reykjanes Ridge zones, the springtime arrival of fresh or saline water at the surface dominates re-stratification and generates the earliest and strongest spring blooms of the region. In the cool fresh centre of the Irminger Sea the relatively low chlorophyll-a throughout the year cannot be wholly explained by stratification or nutrient concentrations. Details of the annual cycle in temperature, salinity, chlorophyll-a and nutrients are presented for each hydrographic zone.  相似文献

This paper introduces a methodology for the characterization of ports, employing specifically defined eco-efficiency indicators and combining typically available data (handled cargo, containers and passengers) with ship exhaust pollutants values (mainly NOx, SOx and PM) and anticipated external costs (ECs) due to emitted air pollutants to provide a collective overview of all port-related economic and environmental activities. The results from an applied case study allow a comparative evaluation of 16 selected ports based on 17 different evaluation criteria and denote that the employment of such an overall approach can allow port authorities to improve managerial aspects, potentially lower operational costs and promote reduced environmental effects.  相似文献

Canada’s west coast has been a hotspot of environmental conflict, most recently in defense of climate action and natural places under threat by energy development. This study examined sense of place as a source of tension in conflicts sparked by two energy proposals. The Bute Inlet run-of-river hydroelectric project would power British Columbia’s remote Central Coast, and the Trans Mountain pipeline expansion would transport bitumen from Alberta’s oil sands to tankers for export. Surveys, interviews, and mapping were used to investigate the depth and character of participants’ sense of favorite places and places expected to be affected by the projects, with appreciation, concern, and responsibility for nature as organizing themes. We discovered a regional, nature-centric sense of place on the south coast, and a sense of place among Albertans linked to that province’s oil and gas economy and its reputation as Canada’s chief breadwinner. Ties to natural places were found to underpin environmental advocacy by tapping into deep place connections as well as place connections conveyed through network ideologies and the protests themselves. We outline for consideration key characteristics of a regional sense of place, and offer ways to mitigate place-based economy versus environment conflicts.  相似文献

In this article, vehicle dynamics integrated control algorithm using an on-line non-linear optimization method is proposed for 4-wheel-distributed steering and 4-wheel-distributed traction/braking systems. The proposed distribution algorithm minimizes work load of each tire, which is controlled to become the same value. The global optimality of the convergent solution of the recursive algorithm can be proved by extension to convex problems. This implies that theoretical limited performance of vehicle dynamics integrated control is clarified. Furthermore, the effect of this vehicle dynamics control for the 4-wheel-distributed steering and 4-wheel-distributed traction/braking systems is demonstrated by simulation to compare with the combination of the various actuators.  相似文献

This paper presents a new multi-vehicle simulator for platoon simulation. The main new feature of the developed simulator is a network structure for the real-time simulation of multiple vehicles, each with a detailed powertrain and engine model. It has a small initial delay, which is determined by the number of connected PCs, but the actual simulation is performed and displayed in real-time after this initial and one-time delay. Several longitudinal controllers, including a PID controller with gain scheduling, an adaptive controller, and a fuzzy controller, are also implemented in the simulator. Various system parameters can be modified interactively in the simulator screen, which is very useful for simulating a platoon of heterogeneous vehicles, in which vehicles with different dynamics and different longitudinal controllers may be involved. The simulator provides an excellent tool to develop vehicle longitudinal controllers and to study platoon behaviors. The developed simulator is also effective in testing the effects of nonlinearities neglected in the controller design phase, such as actuator delays and gear shifting schedule.  相似文献

Abstract

This paper presents the rationale, the method, and the alternative choices in the process of restructuring the Hellenic Railways Organisation (OSE). The most likely alternative structures regarding ownership and management issues of the new entities that will inherit the old OSE organization, and discusses the strategic implications of these alternatives are discussed. A critical view of the process of Greek railway reform and the evaluation results of the alternative organizational structures for the new situation are presented. It first presents the current experience in European Union and other countries of Europe, and the relative position of the Greek railways vis‐à‐vis the most common practices. The most likely options for the new organizational structure are presented which will result from the application of the European Union Directives and the Greek Law 2671/98 for the reorganization of the Greek railways. Based on a more detailed presentation of expected income and expenditures (i.e. economic viability) of the alternatives, a structure and a roadmap to these reforms is recommended for a successful and, above all ‘implementable’, reform of the Greek railways under the current conditions. Finally, the process for change and restructuring is described in terms of the basic principles and procedures that should be followed, and in terms of the necessary steps and procedures for the transition from the current to the new situation.  相似文献
