Workshop 6 topics covered social inclusion, the informal transport sector, transport in developing countries and sustainability. The strong connections and complimentary goals were noted, where solutions to social exclusion and greenhouse gas reduction can both be realised with good transport and urban planning. There is an opportunity for developing countries to avoid the transport mistakes in many developed countries, such as car dependence. This will involve the development of infrastructure that offers accessible public transport to the majority of people, providing resources to the informal transport system and integrating this with public transport. The workshop considered specific issues such as rural transport, new technology, car tolls to subsidise public transport, safety issues with informal transport and the failure to evaluate the longer-term impacts of many major transport infrastructure developments. Recommendations were made in relation to research and policy and future Thredbo topics.  相似文献

Conventionally, the objective of transit routing is often set either to minimize the total operational cost, subject to a given level of service quality, or to maximize the service quality at a given acceptable cost. In a deregulated, commercial‐based environment however, such as bus and railway operations in cities of the UK and Hong Kong where several private firms compete in route‐based or area‐based market, routing becomes one of the means for higher returns rather than just for cost saving. In such a case, how do the transit providers set up their routes for profit‐maximization? Will the routing based on the provider's objective meet the user's objective? How do government regulations and policies affect the choice of transit provider's routing strategy? To answer these questions, we first examine the relationship between the objectives of users and transit providers, set up criteria for transit routing quality, and then investigate the possible routing configurations/patterns for a hypothetical case. These criteria include (1) the load factor of transit, (2) the level of route directness, (3) the level of route overlapping, and (4) the total number of routes and (5) the average of route length. These measures are finally applied to a real case in Hong Kong to examine the route changes of Kowloon Motor Bus from 1975 to 1995. The result of the empirical case reveais how key measures such as load factor are controlled by the bus operator and affected by government policies and how the bus routing pattern was adjusted to meet users' need. Facing the dilemma as evident in Hong Kong between the route directness and the efficiency of road use, we suggest that a rational multi‐modal routing structure be put in place if an institutional solution is introduced so that bus and other transit modes can form a sharing program or an alliance.  相似文献

A new workshop on ‘Social exclusion: What can public transport offer?’ was introduced in the Thredbo 10 program. The workshop examined the concept of social exclusion in a transport context, looking briefly at the history and comprehensiveness of the term for social policy in transport. Other concepts, such as well-being and social capital, were determined to be also needed. While important research was reported to the workshop, it was clear that social exclusion was at an early stage of empirical development. Gaps were highlighted, particularly in evaluation and cost-benefit analysis. Examples of service systems designed to address social exclusion were presented at the workshop, revealing the need to better understand governance arrangements. The workshop developed recommendations for future research and policy, particularly emphasising the need to integrate social outcomes with economic and environmental transport policy at the strategic, tactical and operational levels. Finally, ideas for further exploration of social exclusion in Thredbo 11, were outlined.  相似文献

Cod (Gadus morhua) inhabit not only the famous fishing banks of the Northwest Atlantic continental shelf, but also inshore waters from Labrador to New England. Relatively little is known about the life history of inshore cod, their historic levels of abundance, and their relationship to offshore stocks. Inshore cod stocks along the East Coast should be managed under a new paradigm that recognizes the importance of these fish to the stock complex. Recently documented fishers' ecological knowledge (FEK) suggests inshore stocks of cod may exist along the Newfoundland and Labrador coastline that have yet to be scientifically documented. Coastal communities adjacent to the local population of cod in Gilbert Bay, Labrador have initiated efforts to protect and manage this stock locally through a co-management approach. The Gilbert Bay experience, FEK, and related science and education could provide insight into ways to protect and enhance the health of local stocks remaining along the northeast coast of North America.  相似文献

Abstract

This article presents the results of an impact assessment of a component of a large scale USAID sustainable fisheries management project initiative aimed at integrating gender and strengthening the role of women in fisheries management in Ghana. The assessment is based on a literature review and qualitative field data collection. It assessed gender integration from three entry points: improving the Ghanaian policy environment for gender in fisheries, empowering women post-harvest processors, and engaging women gleaners in fisheries co-management. The assessment found that an important milestone was the adoption and implementation of the Ghanaian Fisheries Sector’s National Gender Mainstreaming Strategy in 2016. Summarizing the impacts on local post-harvest processors and gleaners, the assessment found that female post-harvest processors have increased capacity, confidence, and engagement in fisheries management. Gender mainstreaming efforts have succeeded in challenging cultural norms about women’s role in fisheries. Women have been exposed to sustainable fisheries management and are better equipped with the knowledge and leadership skills to advocate for good fisheries practices, which they actively demonstrate.  相似文献

ABSTRACT

Cities are promoting bicycling for transportation as an antidote to increased traffic congestion, obesity and related health issues, and air pollution. However, both research and practice have been stalled by lack of data on bicycling volumes, safety, infrastructure, and public attitudes. New technologies such as GPS-enabled smartphones, crowdsourcing tools, and social media are changing the potential sources for bicycling data. However, many of the developments are coming from data science and it can be difficult evaluate the strengths and limitations of crowdsourced data. In this narrative review we provide an overview and critique of crowdsourced data that are being used to fill gaps and advance bicycling behaviour and safety knowledge. We assess crowdsourced data used to map ridership (fitness, bike share, and GPS/accelerometer data), assess safety (web-map tools), map infrastructure (OpenStreetMap), and track attitudes (social media). For each category of data, we discuss the challenges and opportunities they offer for researchers and practitioners. Fitness app data can be used to model spatial variation in bicycling ridership volumes, and GPS/accelerometer data offer new potential to characterise route choice and origin-destination of bicycling trips; however, working with these data requires a high level of training in data science. New sources of safety and near miss data can be used to address underreporting and increase predictive capacity but require grassroots promotion and are often best used when combined with official reports. Crowdsourced bicycling infrastructure data can be timely and facilitate comparisons across multiple cities; however, such data must be assessed for consistency in route type labels. Using social media, it is possible to track reactions to bicycle policy and infrastructure changes, yet linking attitudes expressed on social media platforms with broader populations is a challenge. New data present opportunities for improving our understanding of bicycling and supporting decision making towards transportation options that are healthy and safe for all. However, there are challenges, such as who has data access and how data crowdsourced tools are funded, protection of individual privacy, representativeness of data and impact of biased data on equity in decision making, and stakeholder capacity to use data given the requirement for advanced data science skills. If cities are to benefit from these new data, methodological developments and tools and training for end-users will need to track with the momentum of crowdsourced data.  相似文献

This paper updates results of an international study aimed at quantifying the links between transport disadvantage (TD), social exclusion (SE) and well-being (WB) in Melbourne, Australia. The study extends knowledge associated with SE and transport by quantify social and behavioural implications of lack of public and private transport and the nature of the social WB benefits associated with improving services.Study aims and methodology are outlined. Recent findings covered relate to car ownership on the urban fringe, patterns of transport disadvantage, the analysis of time poverty related to transport disadvantage, measuring the economic value of additional mobility and use of a Structural Equation Model (SEM) to relate WB and SE to TD and a series of explanatory factors.Overall results suggest that those without a car on the urban fringe adjust well with their circumstances by living close to activity centres. They demonstrate sustainable choices, trading off budgets and home location to balance mobility and accessibility. Poorer households with high car ownership value mobility and cheaper more remote fringe dwellings but demonstrate numerous strategies to reduce high car costs which are acknowledged as a significant burden. Analysis identifies 4 key types of transport disadvantage including a ‘vulnerable/impaired’ group which should be of much greater concern for targeted policy than others due to poor scoring on SE and WB scales. The economic value of new mobility is also explored with results suggesting $AUD 20 per average new trip which is four times larger than conventional values for generated travel.Analysis has also suggested that transport disadvantage can relate to socially advantaged as well as socially disadvantaged groups through time poverty. This was found to be an important mitigating factor when relating TD to WB. A statistically reliable structural equation model is developed suggesting the SE-WB link is strong (−.87) with a modest link between TD-SE (.27).Areas for future research in the project are also summarised.  相似文献
