Dynamic Interactions Between Travelling Vehicles and Guideway Systems

The technical state-of-the-art of ground transportation vehicles interacting with flexible, perturbed guideway systems is reviewed with emphasis on high-speed passenger-carrying systems. Currently available modelling, analysis, and simulation techniques as well as parametric results illustrating the dominant interaction dynamics are summarized. Experimental studies and correlations of field data with analytical results are described and areas in which further research is required are identified.     

Shipping control and the changing use of marine space

In this paper Professor Couper discusses the divisions of marine space as set out in the Revised Single Negotiating Text of UNCLOS III in relation to maritime accidents. This is followed by a contribution by Mr Burger on statistical material related to the incidence of marine accidents in North-West European waters. The third section of the paper by Captain S. Abdelgalil, is devoted to a technical discussion on traffic lanes in confined waters.     

The delimitation of exclusive economic zones

In this paper Admiral Kapoor examines some of the problems relating to the delimitation of maritime boundaries, particularly that of exclusive economic zones, as they affect the hydrographic surveyor.     

Public/private-sector cooperation in urban transportation: Lessons from ridesharing experiences in Connecticut

An important characteristic of urban transportation policy and planning today is the increasing role that the private sector is playing in identifying and implementing transportation projects. For example, a recent examination of the possible forms of such involvement found that there were four major categories of action that could be used to classify recent private-sector efforts in urban transportation: (1) aid to and/or provision of transportation services; (2) formation of advocacy or advisory groups whose purpose is to influence public policy; (3) sponsorship of transportation studies; and (4) provision of management assistance to public agencies (Gordon, 1982). In many of these efforts, the successful implementation of a project or program required close cooperation between public and private-sector officials. The purpose of this paper is to examine the characteristics of this interaction and explore the implications for transportation planning and policy.Examples of public/private-sector interaction in two Connecticut cities, Hartford and Stamford, are used to illustrate the characteristics of successful transportation program implementation. Although the examples are limited to two cities, and are mainly concerned with one major category of action (ridesharing), the characteristics of the process used and of the results can be applied to other situations where public/privatesector interaction is desired.     

The role of the Federal Government in US marine transportation

The United States meets the world shipping crisis of the 1970s with a high-cost merchant fleet and a national maritime policy which needs clearer articulation. This paper examines the objectives, rationale and methods of implementation of the Us maritime programme with attention, finally, to the question of governmental reorganization.     

The problems of hydrocarbon extraction

The problems associated with hydrocarbon extraction in the EEZ are discussed under the headings of resources and environment, technology and the industrial structure, government management, decision-making, and policy formulation. Policy areas identified include boundary delimitation relative to resources, environment and technology, co-ordination and decision-making machinery, relationships with UK and EEC energy policies, and regional planning of the sea and coastal areas used by the off-shore industry.
