Planning emergency evacuation operations in a proactive manner in public marine transportation systems is a critical success factor for passenger and crew safety. Despite the fact that there is a growing attention on safety issues for marine transportation systems, providing a real-time decision support for evacuation planning under different emergency conditions has not yet been addressed. In this context, this paper contributes to the related literature by providing a comprehensive methodology including simulation and statistical analysis along with a three-module decision support system (DSS) for ferryboat emergency evacuation. Emergency evacuation and fire environment are simulated via Maritime EXODUS V5.1 and SMARTFIRE V4.3, respectively. The methodology is applied to a real-life Ro-Ro ferry, and the results not only revealed significant factors on emergency evacuation performance, but also demonstrated the validity of the developed decision support system. 相似文献

This article considers the optimisation of the sequence for clearing snow from stretches of the manoeuvring area of an airport. This issue involves the optimisation of limited resources to remove snow from taxiways and runways thereby leaving them in an acceptable condition for operating aircraft. The airfield is divided into subsets of significant stretches for the purpose of operations and target times are established during which these are open to aircraft traffic. The document contains several mathematical models each with different functions, such as the end time of the process, the sum of the end times of each stretch and gap between the estimated and the real end times. During this process, we introduce different operating restrictions on partial fulfilment of the operational targets as applied to zones of special interest, or relating to the operation of the snow‐clearing machines. The problem is solved by optimisation based on linear programming. The article gives the results of the computational tests carried out on five distinct models of the manoeuvring area, which cover increasingly complex situations and larger areas. The mathematical model is particularised for the case of the manoeuvring area of Adolfo Suarez Madrid—Barajas Airport. Copyright © 2016 John Wiley & Sons, Ltd.

ABSTRACTMaritime actions against substandard operations of ships are a great deal of memorandum of understanding (MoUs) under regional basis agreements among port state control (PSC) organisations. Herein, concentrated inspection campaigns (CIC), performed by the different members of MoUs in certain periods, are a monitoring strategy to effectively control the core operational matters encountered in fire-safety systems, propulsion and auxiliary machinery system, lifesaving appliances, working conditions on board ships, etc. This paper proposes a quantified maritime safety analysis based on fuzzy failure mode and effects analysis (FMEA) to evaluate CIC database of MoUs in order to achieve advance creative solutions. Demonstration studies are performed on the special database on fire-safety system deficiencies. Since the fuzzy FMEA outcomes point out the risk prioritisation numbers and relevant control options, the paper attempts to transform CIC feedback into useful information in terms of enhancing the ship PSC inspection concept (e-PSC inspection). The paper theoretically contributes to safety analysis methods in literature while demonstration of e-PSC inspections offers an insight into maritime industry in safety improvement. 相似文献

AbstractIn this paper we carry out a thorough review of the current research related to the benefits and costs arising from the implementation of longer and heavier vehicles (LHVs). From this review we concluded that despite the many studies available, little has been said about the sensitivity of the benefits and costs to the ultimate performance of the key variables related to the evolution of the economy, road transport performance, safety, and so on. In order to fill this gap, we have designed a sensitivity approach based on a cost benefit analysis tool to determine which variables demonstrate the greatest influence on the benefits and costs stemming from the implementation of LHVs. In order to test the methodology, we have used it in an analysis of the Spanish trunk network. The results show that the benefits of LHVs for society are significant. Even in the least favorable scenario, the economic benefits are greater than €3500 million over 15 years, and the environment enhanced as well, for CO2 emissions are reduced by 2 Million tonnes. Overall we noted how the results are not very sensitive to the evolution of key variables in determining the final outcome. However, we found that the variables that have the greatest affect on the final benefit, such as traffic growth and social discount rate, depend basically on the performance of the overall economy. Moreover, the private cost for haulers seems to be more important in determining the final benefit than externality costs. 相似文献

The economic impact of logistics infrastructure: the case of PLAZA – the Zaragoza Logistics Platform
Abstract The economics literature offers many examples of studies of the economic impact of transportation infrastructure such as highways, ports, and airports; however, little attention has been paid to other types of infrastructure such as logistics platforms. This article is a first assessment of the economic effects of the largest logistics platform in Europe – PLAZA, the Zaragoza Logistics Platform – located in Spain. More precisely, this paper analyzes the economic significance of PLAZA on the economy of the Aragon region where it is located. The methodology is based on the application of input–output analysis to the final demand of logistics platform-based companies in a manner that is similar to well-established studies of the economic impacts of tourism on tourist expenditure. This makes it possible to quantify the various levels of economic effects (direct, indirect, and induced) in terms of jobs, salaries, and wages, turnover, gross operating surplus (GOS), and gross value added (GVA). The conclusions reveal the economic importance PLAZA has for the regional economy of Aragon, representing just over 2% of total GVA and 3% of turnover. 相似文献

Forecasting of sea-state characteristics has a great importance in coastal and ocean engineering studies. Therefore, the purpose of this study was to investigate performances of Adaptive-Network-Based Fuzzy Inference System (ANFIS) and several parametric methods in the Black Sea. For this purpose, different fuzzy models with different input combinations were developed for two different wind data sources (TSMS and ECMWF) at two offshore buoy stations. It also aimed to apply several approaches to event-based data sets for wave predictions. Generally, in literature the tendency is to use time series data for wave predictions. In this kind of prediction approach, lagged time series data are taken as inputs and current or future variables are taken as output. In this study, event-based data for each independent storm were extracted from time series data. Simultaneous or concurrent data of wind speed, blowing duration, fetch length and wave characteristics were detected for each single storm. These event data were then used to set up models. The hindcast results were validated with significant wave height and mean wave period data recorded in Hopa and Sinop buoy stations. The performance of developed fuzzy models were also compared with that of four different parametric methods (Wilson, SPM, Jonswap, and CEM methods) applied for two wind data sources at both buoy stations. Finally, it was determined that in the prediction of both wave parameters (H s and T z) the ANFIS models (R = 0.66, squared correlation coefficient, and MAE = 0.37 m, mean absolute error, for the best model in prediction of H s) were more accurate than the parametric methods (R = 0.63 and MAE = 0.75 m for the best model in prediction of H s). 相似文献

Abstract In recent years, different initiatives have been carried out to develop Safety Management System guides or standards for coach and bus companies. They all consist of a set of safety and management requirements to be followed by organizations. However, none of them offers a complete set of tools to evaluate the safety level of the company and find the main weak points in order to improve them. The INSIA (Automotive Research Institute of Madrid, Spain) has developed a complete model that includes not only a set of elements that determine the safety level of the company but also a set of indicators and criteria to evaluate these elements by a team of auditors.
