Urban transportation is identified as a functional element in the broader context of urban facilities and services. From this point of view, the relative merits of separate information systems for transportation planning and general urban planning, as contrasted to unified systems for all urban management functions, are discussed. The overriding need to make the most effective use of urban resources argues strongly for the unification of urban information systems to the greatest possible extent consistent with the special data requirements of various functional programs. The need to identify and correlate data items for very small areal units and to keep current records of the constantly shifting patterns of social and economic activities in urban areas present difficult, but not insurmountable technical problems. However, the most serious barrier to the development and implementation of comprehensive urban information systems is concluded to be institutional, rather than technical, in nature.  相似文献

The absence of formal career-development programmes and the apparent low priority given to the development of human resources in the ports of developing countries has led to a severe shortage of suitably qualified and experienced managers. At the centre of this problem lies the formidable barriers to the establishment of a local training capability to meet the diverse and often specialized needs of this industry. This paper examines the nature and scale of the management-training requirements of the ports of developing countries. Further, it briefly describes the background to UNCTAD's role in the field of management training and outlines the objectives of its training strategy for the 1980s. An important component of this strategy is the 'Improving port performance project which is designed to prepare structured learning materials using audio-visual techniques and is proposed as one solution to establishing a local training capability in developing countries.  相似文献

In this paper, the authors outline the structure of liner shipping systems with special emphasis on the question of whether feeder services are superior in economic terms to the more traditional and commonly-used multi-port-calling system. They describe the theoretical advantages of the former over the latter, and develop a model by which the optimal conditions both operate in may be determined. This model is then applied to a real situation to ascertain whether the theory works in practice. They conclude that the shuuttle/feeder system is worthwhile only in exceptional circumstances when specific route characteristics—low trade density; hinterland generated cargo; inland position of port; and heavy congestion—coexist. Despite the expense of multi-port-calling, it remains the most practical solution to the thin trade problem.  相似文献

This article examines the relationship between refinery margins traded on paper using petroleum futures (the paper refinery) and the physical trade of crude oil into the US. Computations of a 3:2:1 crack spread were constructed using daily observations of second- and third-nearby unleaded gasoline and heating oil futures contracts traded on the New York Mercantile Exchange (NY MEX) and spot Brent crude oil prices. The crack spread represents the margin between the cost of crude oil feed stock today and the value of the products produced by a refinery in the future. Unit root tests on each of the time series found crack spreads to be stationary while crude oil imports were found to be non-stationary. A s the two series were found to be integrated of different order, cointegration analysis of the two series was not deemed appropriate. Instead, linear relationships between crack spreads and imports were examined using causality tests. It was found that the 2-month 3:2:1 crack spread Granger-causes crude oil imports and that this causality is unidirectional. The significance of these findings lies in the fact that other industries like tanker shipping derive their demand from the demand for, and trade in, petroleum. Crack spreads, therefore, can provide a leading indicator for short term developments in tanker demand. For a chartering manager who has ships on the spot market, crack spreads can help him/her anticipate demand developments and influence vessel deployment and chartering decisions.  相似文献

Node models for macroscopic simulation have attracted relatively little attention in the literature. Nevertheless, in dynamic network loading (DNL) models for congested road networks, node models are as important as the extensively studied link models. This paper provides an overview of macroscopic node models found in the literature, explaining both their contributions and shortcomings. A formulation defining a generic class of first order macroscopic node models is presented, satisfying a list of requirements necessary to produce node models with realistic, consistent results. Defining a specific node model instance of this class requires the specification of a supply constraint interaction rule and (optionally) node supply constraints. Following this theoretical discussion, specific macroscopic node model instances for unsignalized and signalized intersections are proposed. These models apply an oriented capacity proportional distribution of the available supply over the incoming links of a node. A computationally efficient algorithm to solve the node models exactly is included.  相似文献

A comprehensive study evaluating the performance of biobutanol-blended gasoline in passenger cars was conducted because biobutanol is considered a better biofuel than bioethanol as it has no water solubility and it has a higher caloric value, giving it a higher energy value. Several kinds of samples—suboctane gasoline, 8 volume percentage and 16 volume percentage biobutanol—blended gasoline, and a 10 volume percentage MTBE-blended market sample (as the oxygencontaining gasoline)-were tested to evaluate the engine performance in terms of the detergency of the intake valves and combustion chambers, power, emissions, and fuel efficiency. Additionally, the toxicity of the emissions from these biobutanolblended samples was tested in order to assess the viability of biobutanol as one of the competitive potential substitutes for MTBE as an oxygenator in the near future. The results show that biobutanol-blended gasoline samples had relatively better detergency, relatively higher power, and similar levels of emissions compared with those of MTBE-blended gasoline. Formaldehyde was emitted from all of the samples at almost the same levels and within the error range, whereas biobutanolblended gasoline samples emitted approximately three times the amount of acetaldehyde than did the suboctane gasoline. This study shows that biobutanol is one of the best alternative bioalcohol fuels for use in the near future.  相似文献

This paper presents a case study which tackles a general problem for railway management, namely the formulation of a strategy to improve business financial performance. This is prefaced, in Section 2, by discussion of general principles - concerning the type of information system required, investigations to be conducted and associated measurement needs. The case study, of Section 3, concerns our investigations of VicRail's total business and its constituents. The task of financial improvement is revealed from an assessment of sectors' current cost-recovery positions and the identification of system joint costs. For freight sectors, future traffic prospects, pricing possibilities and the scope for more efficient operations are then considered, and the implications traced for overall deficit reduction and the development of business strategy. The concluding section draws some general lessons for railway managements.A fuller discussion by the authors of the theoretical framework employed, and particularly of the case study application, is contained in a complimentary publication: Improving Railway Financial Performance, published by Gower in January 1985.Transmark is a subsidiary of the British Railways Board, acting as its international consultancy.
