Abstract

The passage of the Marine Plastics Pollution Research and Control Act of 1987 (MPPRCA), which codified Annex V of the International Convention for the Prevention of Pollution from Ships (MARPOL), has encompassed every commercial and recreational shipping and boating facility in the United States. As a group, these ports, harbors, and marinas form a significant, although proportionately small, portion of the coastline of the country. More important, the economic benefits derived from the complex shoreside infrastructures required for international ocean trade, commercial and recreational fishing, and pleasure boating indicate just how critical it is for these facilities to be in conformance with effective and prudent coastal zone and environmental management practices.  相似文献

When assessing the statistical variability of fatigue loads acting throughout the life of a vehicle, the question of the variability of road roughness naturally arises, as both quantities are strongly related. For car manufacturers, gathering information on the environment in which vehicles evolve is a long and costly but necessary process to adapt their products to durability requirements. In the present paper, a data processing algorithm is proposed in order to estimate the road profiles covered by a given vehicle, from the dynamic responses measured on this vehicle. The algorithm based on Kalman filtering theory aims at solving a so-called inverse problem, in a stochastic framework. It is validated using experimental data obtained from simulations and real measurements. The proposed method is subsequently applied to extract valuable statistical information on road roughness from an existing load characterisation campaign carried out by Renault within one of its markets.  相似文献

Travel time reliability, an essential factor in traveler route and departure time decisions, serves as an important quality of service measure for dynamic transportation systems. This article investigates a fundamental problem of quantifying travel time variability from its root sources: stochastic capacity and demand variations that follow commonly used log-normal distributions. A volume-to-capacity ratio-based travel time function and a point queue model are used to demonstrate how day-to-day travel time variability can be explained from the underlying demand and capacity variations. One important finding is that closed-form solutions can be derived to formulate travel time variations as a function of random demand/capacity distributions, but there are certain cases in which a closed-form expression does not exist and numerical approximation methods are required. This article also uses probabilistic capacity reduction information to estimate time-dependent travel time variability distributions under conditions of non-recurring traffic congestion. The proposed models provide theoretically rigorous and practically useful tools for understanding the causes of travel time unreliability and evaluating the system-wide benefit of reducing demand and capacity variability.  相似文献

Plates form one of the basic elements of structures. Land-based structures may be subjected to air blast loads during combat environment or terrorist attack, while marine structures may be subjected to either air blast by the attack of a missile above the water surface or an underwater explosion by the attack of a torpedo or a mine or a depth charge and an aircraft structure may be subjected to an in-flight attack by on-board explosive devices. In urban areas where transit demand is widely spread, passengers may be served by an intermodal transit system, consisting of a rail transit line (or a bus rapid transit route) and a number of feeder routes connecting at different transfer stations. In such a system, passengers may need one or more transfers to complete their journey. Therefore, scheduling vehicles operating in the system with special attention to reduce transfer time can contribute significantly to service quality improvements. Schedule synchronization may significantly reduce transfer delays at transfer stations where various routes interconnect. Since vehicle arrivals are stochastic, slack time allowances in vehicle schedules may be desirable to reduce the probability of missed connections. An objective total cost function, including supplier and user costs, is formulated for optimizing the coordination of a general intermodal transit network. A four-stage procedure is developed for determining the optimal coordination status among routes at every transfer station. Considering stochastic feeder vehicle arrivals at transfer stations, the slack times of coordinated routes are optimized, by balancing the savings from transfer delays and additional cost from slack delays and operating costs. The model thus developed is used to optimize the coordination of an intermodal transit network, while the impact of a range of factors on coordination (e.g., demand, standard deviation of vehicle arrival times, etc) is examined.  相似文献

Two major environmental problems currently affecting the Louisiana coastal zone are a high rate of wetland loss and high levels of surface water pollution. The application of secondarily treated wastewater to wetlands can be a means of dealing with both of these problems. The benefits of wetland wastewater treatment include improved surface water quality, increased accretion rates to balance a high relative water level rise due mainly to subsidence, improved plant productivity and habitat quality, and decreased capital outlays for conventional engineering treatment systems. Wetland treatment systems can, therefore, be designed and operated to restore deteriorating wetlands. Hydrologically altered wetlands, which are common in the Louisiana coastal zone, are appropriate for receiving municipal and some types of industrial effluent. While the U.S. Environmental Protection Agency has determined wetland wastewater treatment is effective in treating municipal effluent, it has discouraged the use of natural wetlands for this purpose. At the same time, funds are being used for the construction of artificial wetlands to treat municipal effluent. In the Louisiana coastal zone, however, wetlands are deteriorating and disappearing due to hydrological alteration and a high rate of relative sea level rise. If no action is taken, these trends will continue. Effluent discharge to existing wetlands should be incorporated into a comprehensive management plan designed to increase sediment and nutrient input into subsiding wetlands in the Louisiana coastal zone, improve water quality, and result in more economical waste‐water treatment. The authors believe that the Louisiana example serves as a model for other coastal areas especially in light of projections of accelerated sea level rise.  相似文献

This article provides a brief introduction to the theme issue on “The role of geography in contemporary coastal management policy and practice.” The theme is addressed through a suite of seven articles that collectively consider how geographical understandings and methods relate to contemporary coastal policy and practice. The key theme to emerge from the articles is that geography forms an underlying framework for considering integrated coastal management, largely due to the integrative nature of geography itself.  相似文献

Straddle carriers represent a critical resource in the handling of containers within a container terminal. It is essential that they are deployed in an as efficient manner as possible. The research presented in this paper is motivated by the need to critically evaluate job assignment rules for straddle carriers that operate in a multiple straddle environment. This is achieved by developing a discrete event simulation model using industrial simulation software to model a container terminal located in Melbourne, Australia. The model accounts for variables such as the number of straddle carriers needed, the speed of straddle carriers, the arrival rate of trucks, and the job assignment rule. A principal finding of the study is that increasing the number of straddles in the present set‐up from 6 to 7 has a negligible effect on daily throughput. However, an increase in the number of straddles to 7 is expected to have a profound effect on reducing the average waiting time of trucks within the terminal from over 16 minutes to under 9 minutes, a decrease of 46.5%. However, a further increase in the number of straddles results in no further increase in daily throughput. It was observed that the throughput of the terminal is very sensitive to the speeds at which straddles travel. The management of the terminal has proposed a new heuristic job assignment rule for straddles, because the present rule does not assign the jobs to straddles closest to the truck requesting to load or unload a container. As a result a new heuristic job assignment rule was tested. The simulation results revealed that both the old and new rules performed equally well using performance indicators such as average container flow time, daily throughput, average waiting time of jobs, number of jobs in the queue, and straddle utilisation. Suction anchors are subjected to inclined, quasi-horizontal or quasi-vertical loadings. The type of the structure and depth of water govern the inclination of the load. Under this load condition, suction anchor experiences a combination of horizontal and vertical translations, and rotation. Therefore the soil's reaction to this load condition can be idealized as horizontal and vertical loadings, together with a moment. The magnitude and combination of the reactions depend on the load inclination, soil property and the point at which the load is applied. The behavior of the suction anchor subjected to the combined V–H-M loading is elaborated in this paper. This is to observe the effects of soil properties on the failure mechanism and ultimate capacity of the foundation. This was achieved by applying the pure horizontal and vertical displacements, and rotation and their combinations to the foundation, on V–H, V-M and H-M spaces and the yield-locus created for each space. The general purpose finite element program DIANA was used for this study. Non-linear analysis was conducted using a simplified elastic-perfectly-plastic model with Von-Mises yield criterion for saturated and consolidated clay.  相似文献
