The wakes of high-speed passenger-only ferries that operated through Rich Passage, on the Seattle-Bremerton ferry route, caused beach erosion and damage to habitat. A task was initiated to design a low-wake high-speed vessel using multi-fidelity CFD based design optimization by using low-fidelity potential flow solvers for initial global design optimization and by using URANS solvers for high-fidelity tuning of the optimized design. This simulation based design process involved a close collaboration between ship designers, and hydrodynamics and CFD specialists, whose collective expertise guided the evolution of the design based on both hydrodynamic and structural aspects. The initial hull shape optimization using potential flow code was carried out by blending three different initial concepts provided by the designers. Subsequently, URANS was used to evaluate the potential flow optimized hull and to further optimize the hull configuration parameters, namely, the centre-of-gravity, demihull spacing, foil location, foil angle and slenderness ratio at different displacement conditions. The URANS based configuration optimization also took into account the far field wakes’ energy spectrum with an objective of reducing the energetic, low frequency far field wakes which are associated with beach flattening on the mixed sand and gravel beaches. Calculation of the far field wake using URANS would require an unfeasibly large domain size; therefore, a Havelock code with a source distribution matching the URANS calculated near field wave elevation was used to propagate the wakes into the far field. The end result of the optimization was a design with significantly reduced far field wake, which is currently being built for experimental testing.  相似文献

We formulate a game-theoretic model of a concession agreement between a government and a private party, a concessionaire, who has to engage a set of service providers as part of the operating responsibilities. We use the model to examine the importance of a government's tax policy to induce private investments in transportation infrastructure. Our analysis brings to fore insights that are useful in the design of partnership agreements, such as the importance of early and binding government commitments to ensure stable partnerships, and thus, successful projects. Our analysis shows that these strong commitments are even more critical in situations where the success of the partnership requires participation of additional, self-interested parties, such as specialized service providers. Finally, we consider variations of the model where government preferences are explicitly captured, and where the returns from the fixed cost portion of the concessionaire's investment are exempt from taxes. We show that both variations can lead to outcomes where the concessionaire's tax burden is shifted to the service providers. This flexibility can be critical in the design of partnership agreements for (high-risk or highly specialized transportation) projects where additional incentives may be needed to induce private party participation.  相似文献

Transport authorities, especially those in developing countries where rising income stimulate increased car ownership rates, are often concerned with maintaining or increasing levels of public transport use. Therefore, the ability to identify clients at risk of abandoning the system can be valuable for remedial measures, allowing for more focused quality improvements. We present and apply a model that determines the probability of migrating from public to private transport at both aggregated and disaggregated levels. In application, the model predicted migration with 60% accuracy in the first preference recovery measure. The proposed model can improve the understanding of the behavior of public transport users, the analysis of demand stability and the factors influencing migration. This, in turn, can help to focus policy and management measures and increase the efficiency of public investment.  相似文献

This paper details the CFD validation studies carried out as a prerequisite for multi-fidelity CFD-based design optimization of high-speed passenger-only ferries aimed at reducing far-field wake energy that causes beach erosion. A potential flow program (WARP) and a URANS program (CFDSHIP) were validated using full-scale measurements of resistance, sinkage, trim, and far-field wake train obtained over a wide range of speeds for two high-speed semi-planing foil-assisted catamarans: Spirit (LOA-22 m) and 1060 (LOA-17 m). This study posed a unique combination of challenges for CFD modeling: the foil appended geometry required complicated surface overset grids, the effect of the waterjet and wind resistance had to be modeled, and a method had to be devised to extrapolate the calculated near-field elevation to get the far-field wake train using Havelock sources. A more concentrated effort was applied to the URANS verification and validation which forms the focus of this paper. The results show that URANS is able to accurately predict the resistance and motions for both vessels when coupled with models that account for the propulsors and air resistance. The overall accuracy of URANS for the performance analysis of the foil-assisted, semi-planing catamarans was adequate to warrant its use as a tool for subsequent design and optimization of a new vessel with significantly reduced wakes.  相似文献

While urban sprawl has been the general growth pattern in most developing cities worldwide, the city of Bogotá has undergone a process of densification in specific areas in the past decade. Using a differences-in-differences methodology, we have shown that the bus rapid transit (BRT) network, Transmilenio, built in this period is one of the variables that account for this higher density. Areas served by Transmilenio, especially those in the periphery that have been provided with feeder bus routes, have a higher growth than zones without access to this system. Using a similar methodology for assessing the growth of newly built areas, we have not found a clear relation between the BRT and recent evolution of residential, commercial, or work areas. However, recent scientific literature confirms an impact of the BRT on land value.  相似文献

We compare the passenger transportation systems of Buenos Aires, Chicago and São Paulo. The selected cities represent distinctive combinations of land-use, infrastructure, and evolution of transport policy. Analysis is centered on accessibility to downtown areas, where transportation processes converge in an environment where space is scarce. In two of the three cities institutional arrays that legally establish unified decision making have shown little capacity to launch fare or physical coordination between modes. In two of the three cities the concentration of public transportation supply to historical downtowns has not been an attraction factor, and downtown uses have expanded to less accessible areas. Gentrification in Chicago is also another process showing that land use changes are related to many factors, transportation being only one of them, and not always a necessary one. In all three cases the use of railways, as a set of inherited infrastructures, has seen an increase whose magnitude suggests a link to modal reassignment due to increasing congestion. Scarcity of space in old downtown areas is being counteracted through more intense use, or through the expansion of vertical space for transportation operations.  相似文献

Data gathered relating to the Lyon’s shared bicycling system, Vélo’v, is used to analyze 11.6 millions bicycle trips in the city. The data show that bicycles now compete with the car in terms of speed in downtown Lyon. It also provides information on cycle flows that can be of use in the planning of dedicated bicycle lanes and other facilities.  相似文献

In a regulated bus system operated by private companies, pecuniary incentives can be of primary importance to ensure the quality of the operation and the level of service, especially when there are only a few companies and basically no competition among them. The case of Transantiago, in the capital city of Chile, provides a good example of this. The very ambitious Transantiago project, implemented in 2007 in Santiago, integrated the bus and the subway systems, changing the route structure of the bus services, introducing a common and integrated fare system and electronic payment device, and tendering the operation of approximately 4,600 buses (which by the launch of the system in February 2007 had increased to 5600) to 10 private companies replacing some 4000 small operators which owned 8000 buses. In the beginning, the system faced huge difficulties. Operators' revenue formula basically consisted of a fixed payment, which changed slightly with the actual patronage. This quickly turned out to be a problem, and as technological support became available (several months after the launch), compliance measures were implemented, directly affecting the operators' revenue. The first measure considered the seat/standing places per hour of the buses in operation, for each company, and compared it to the theoretical figure. As a result, buses operating during peak hours increased from 4600 to 5600 in just two months. Subsequent indexes included service frequency and regularity, as well as effective bus-km, aggregated by company first and later by service. This paper shows how the successive implementation of these performance indexes had an impact on the operation of Transantiago in the first years, discusses the difficulties faced to implement them and highlights the importance of technological support to make possible the application of adequate compliance measures.  相似文献

Some South African cities have initiated public transport transformation projects which, in most cases, ultimately envisage the in toto replacement of paratransit operations with formalised BRT systems. There are two likely outcomes: (1) complex negotiations with existing operators and budget constraints will result in the in toto transformation occurring over an extended period of time; or (2) in toto transformation will simply not occur. In either case, cities will depend, for decades, on a ‘hybrid’ public transport system that combines both formal and paratransit operators. This paper presents a case for policy recognition of hybrid systems, and explores how such systems might best be managed. The following categories of hybrid public transport systems are explored through case studies: (1) transformative processes in which paratransit operators are to form or assimilate into companies to operate new services, but this incorporation has proved difficult to complete and the operational and regulatory frameworks remain unchanged; and (2) transformative processes that, from the outset, anticipated a hybrid system and designed the outcome accordingly. A third category of hybrid transport systems, defined as transformative processes that have been amended following a realisation that in toto transformation is unattainable, is also introduced and discussed. The paper concludes by tentatively drawing lessons for appropriate public transport regulation, particularly with respect to Cape Town's transformation project. It is argued that a review of the current national regulatory framework is required to enable possible project modifications that acknowledge system hybridity. It is suggested that regulatory frameworks that accommodate the likely hybrid nature of public transport system outcomes have greater prospects of success than frameworks that do not. Furthermore, it is argued that contextually appropriate and successful public transport transformation projects do not necessarily require the in toto substitution of incumbent paratransit operators, and that they can be integrated with, and complement, formal services.  相似文献
