This paper deals with the application of stochastic state estimators in vehicle dynamics control. It is often unrealistic to assume that all vehicle states and the disturbances acting on it can be measured. System states that cannot be measured directly, can be estimated by a Kalman Filter. The idea of the Kalman filter is to implement a model of the real system in an on-board computer in parallel with the system itself. West and Central Africa ports have historically not paid much attention to environmental issues. In the past decade, however, environmental concerns are beginning to emerge with pockets of innovative responses to environmental risks as the ports undergo institutional and infrastructural reform – most notably, with concessions to multinational terminal operators. In this article, environmental management processes in the ports of Abidjan (Ivory Coast), Douala (Cameroon), Lagos (Nigeria) and Tema (Ghana) are compared. Three aspects of ecological modernization theory: changing role of the state, growing involvement of economic actors and economic incentives, and shifting roles for civil society organizations are focused on to analyse the dynamics of their environmental reform. Findings suggest that globalization processes are a common major trigger in enhancing a gradual but still fragmented and limited process of environmental reform in West and Central Africa ports, but paces and pathways of the reform are influenced by national politico-administrative arrangements rooted in colonial legacies. Consequently, understanding and advancing environmental reform processes of West and Central Africa ports requires following trends and significant developments but also taking into account national historical trajectories. 相似文献

Between January 1990 and March 1995, the research project KERFIX undertook the first regular noncoastal multiyear acquisition of parameters related to the carbon cycle in the Southern Ocean at a time series station located at 50°40′ S–68°25′ E, 60 miles southwest of the Kerguelen Islands. The objectives of KERFIX are (1) to monitor the ocean/atmosphere CO2 and O2 exchanges and to understand which processes govern these exchanges (2) to observe and interpret the seasonal and interannual variability of the production, flux, decomposition and dissolution of carbon and associated elements at this location. In addition, micropaleontological studies describe the present and past flux dynamics in this oceanic area, to improve the knowledge of the transfer functions of some oceanographic proxies. This paper specifies a dispatching decision support system devoted to managing intermodal logistics operations while countering delay and delay propagation. When service disruptions occur within a logistics network where schedule coordination is employed, a dispatching control model determines through an optimization process whether each ready outbound vehicle should be dispatched immediately or held to wait for some late incoming vehicles. Decisions should consider potential missed-connection costs that may occur not only at the next transfer terminals but also at hubs located further downstream. Over the past decades research on travel mode choice has evolved from work that is informed by utility theory, examining the effects of objective determinants, to studies incorporating more subjective variables such as habits and attitudes. Recently, the way people perceive their travel has been analyzed with transportation-oriented scales of subjective well-being, and particularly the satisfaction with travel scale. However, studies analyzing the link between travel mode choice (i.e., decision utility) and travel satisfaction (i.e., experienced utility) are limited. In this paper we will focus on the relation between mode choice and travel satisfaction for leisure trips (with travel-related attitudes and the built environment as explanatory variables) of study participants in urban and suburban neighborhoods in the city of Ghent, Belgium. It is shown that the built environment and travel-related attitudes—both important explanatory variables of travel mode choice—and mode choice itself affect travel satisfaction. Public transit users perceive their travel most negatively, while active travel results in the highest levels of travel satisfaction.
