Despite the emphasis placed on the contextual nature of integrated coastal management (ICM) implementation in the literature, many uniformities are encountered in ICM implementation worldwide. In this article the tangled threads of ICM practice are unravelled and a theoretically founded set of criteria for evaluating the design of ICM implementation models is provided. First, paradigms in integrated environmental management (IEM) implementation, the broader domain within which ICM practice is nested, are characterized in terms of their key concepts. Next, the paradigms are used as a mechanism to distill uniformities in ICM practice as reported in review articles. Finally a set of fourteen building blocks against which the scientific credibility of contextual, country-specific ICM implementation models can be validated, is generated by translating the theory-based characterization into evaluation criteria readily accessible to practitioners. 相似文献

Although France does not have a specific law dealing with shorelines management, various policies and policy instruments exist which enable a certain amount of control over the shoreline development process. This article discusses the various institutional arrangements in France as they relate to (1) problems of marine pollution, (2) the control of land‐based pressures for shoreline use and development, and (3) the creation of a new shorelands trust. This article presents an overview of trends relevant for the long-term development of Rotterdam's port complex and resulting opportunities for this complex. These trends resulted from a literature review and conversations with 20 professors in fields relevant for port development. Nine trends that can be expected to become increasingly important in the next decades are discussed. These trends include the rise of manufacturing and logistics platforms, higher land efficiency, increasingly mixed land use in port areas, and rising importance of a “regional innovation system” in ports. Abstract This article reviews the conflicts that led to the establishment of a special Congressional Committee on offshore oil and gas exploration, development, and production and the attempted resolution of various issues by that Committee and the Congress in the 1978 Amendments to the Outer Continental Shelf Lands Act of 1953. A short review is provided of the history of Outer Continental Shelf (OCS) development, of the conflict between the federal government and other interested entities and persons, and of the Congressional mechanism to respond to these conflicts. A more detailed analysis is provided of the most significant OCS issues. The article describes the various risks and benefits of offshore activity and the various benefits and risks of proposed changes in the law concerning such development. A review of the Congressional mechanism to assess these risks and benefits and balance them is included in a discussion of the various issues and legislated solutions. Finally, the article notes the need for continuing oversight and review of the benefits and risks and how effective the 1978 Amendments are in balancing them. 相似文献

The aim of this paper is to analyse the decision-making process of shipowners when adopting flags of registration. More specifically, it is interested in examining the relative importance of the factors related to an individual company's decision to flag out. The decision to change flag is viwed as similar to any other strategic decision by a profit maximizing firm (shipping company) and therefore those variables which influence the attractiveness, for a given firm, of taking the flagging out decision are analysed. The approach is two-fold in that it employs both qualitative and quantitative analysis. The research is innovative in the sense that it uses an econometric approach and the analysis is based on original data which has been obtained by the authors via a questionnarie and personal interviews with members of the UK shipping industry. The results deal with two particular sectors namely the tanker and general cargo markets and provide an insight into the magnitude and significance of various factors which affect the choice of flag. It is able to provide indications of the likelihood of a particular vessel being flagged out under different cirumstaces and, further, to consider how changes in these circumstances might affect the probability of the event occuring. Recent advances in traffic control methods have led to flexible control strategies for use in an adaptive traffic control system (ATCS). ATCS aims at controlling the imminent traffic, which is yet to arrive and hence not known perfectly. Therefore, volume prediction is an essential part. Associated with the prediction are two aspects: resolution and accuracy. Recent studies indicate a tradeoff between prediction resolution and accuracy: finer resolutions, larger errors. It is imperative to study the relationship and tradeoff between the control strategy, prediction resolution, and its associated error, which are crucial to the development of ATCS. This study investigates this relationship through an extensive simulation of scenarios in Hong Kong with a recently developed dynamic traffic control model, DISCO. Based on the Hong Kong scenarios conducted with DISCO, the major findings include: (i) the importance of resolution outweighs that of error; (ii) dynamic timing plans generally outperform time‐invariant timing plans; (iii) up to a certain extent, overestimated predictions lead to better results than underestimated predictions. 相似文献
