Implications of the difference between planned and market‐determined public transport services for the modelling of the transport system and its use are examined. In the former case, the task for government seeking to optimise performance of the transport system has a standard bi‐level form, but in the latter case, the lower‐level problem in the bi‐level formulation is to determine mutually consistent solutions to a pair of optimisation problems. A flow-dependent critical-point method for investigating topographically controlled flow in natural channels is applied to the bottom current through the Irbe Strait connecting the Baltic proper and the Gulf of Riga. This approach is based on the functional formalism due to Gill [Gill, A.E., 1977. The hydraulics of rotating-channel flow. J. Fluid Mech., 80, 641–671.], and here is used for the stratified flow structure observed during the IRBEX-95 field campaign. A critical section of the realizable flow regime was found to be located slightly downstream of the most pronounced horizontal constriction of the channel. The predicted baroclinic volume flux 7200 m3 s−1 overestimates the observed mean bottom-water transport by around 30%, a discrepancy which most likely can be explained by the lack of sea level conditions and friction in the model. 相似文献

An altimeter data assimilation scheme has been tested in the OCCAM (Ocean Circulation and Climate Advanced Modelling) global 1/4°, 36-level model using a twin experiment format. The Cooper and Haines displacement scheme is used. The method works well in most regions and depths. Currents and densities in the top 1000 m generally improve by over 50–70% after 5 months of sea level assimilation every 15 days. Below 1000 m, an error reduction of up to 50% is achieved. The errors remain low during a further 60-day run without assimilation. Diagnostics for the North Atlantic, the Tropical Pacific and the Antarctic Circumpolar Current are shown alongside the global averages.The main problems encountered were in weakly stratified regions of the Antarctic and Arctic seas. A scale selective filter is developed to avoid assimilating scales much larger than the local deformation radius, and this avoids the adverse assimilation effects in the southern oceans. The key theme of this paper is economic efficiency and ways that transport economics seeks to achieve efficient outcomes in the presence of markets and institutions that to varying degrees distort the potential to fulfil this primary goal. We review some of the recent contributions to the literatures on institutional and market reform, travel choice and demand. The authors describe the development and application of a single, integrated digital representation of a multimodal and transcontinental freight transportation network. The network was constructed to support the simulation of some five million origin to destination freight shipments reported as part of the 1997 United States Commodity Flow Survey. The paper focuses on the routing of the tens of thousands of intermodal freight movements reported in this survey. Routings involve different combinations of truck, rail and water transportation. Geographic information systems (GIS) technology was invaluable in the cost-effective construction and maintenance of this network and in the subsequent validation of mode sequences and route selections. However, computationally efficient routing of intermodal freight shipments was found to be most efficiently accomplished outside the GIS. Selection of appropriate intermodal routes required procedures for linking freight origins and destinations to the transportation network, procedures for modeling intermodal terminal transfers and inter-carrier interlining practices, and a procedure for generating multimodal impedance functions to reflect the relative costs of alternative, survey reported mode sequences. 相似文献

Straddle carriers represent a critical resource in the handling of containers within a container terminal. It is essential that they are deployed in an as efficient manner as possible. The research presented in this paper is motivated by the need to critically evaluate job assignment rules for straddle carriers that operate in a multiple straddle environment. This is achieved by developing a discrete event simulation model using industrial simulation software to model a container terminal located in Melbourne, Australia. The model accounts for variables such as the number of straddle carriers needed, the speed of straddle carriers, the arrival rate of trucks, and the job assignment rule. A principal finding of the study is that increasing the number of straddles in the present set‐up from 6 to 7 has a negligible effect on daily throughput. However, an increase in the number of straddles to 7 is expected to have a profound effect on reducing the average waiting time of trucks within the terminal from over 16 minutes to under 9 minutes, a decrease of 46.5%. However, a further increase in the number of straddles results in no further increase in daily throughput. It was observed that the throughput of the terminal is very sensitive to the speeds at which straddles travel. The management of the terminal has proposed a new heuristic job assignment rule for straddles, because the present rule does not assign the jobs to straddles closest to the truck requesting to load or unload a container. As a result a new heuristic job assignment rule was tested. The simulation results revealed that both the old and new rules performed equally well using performance indicators such as average container flow time, daily throughput, average waiting time of jobs, number of jobs in the queue, and straddle utilisation. On August 1, 2007, the collapse of the I-35W bridge over the Mississippi River in Minneapolis abruptly interrupted the usual route of about 140,000 daily vehicle trips, which substantially disturbed regular traffic flow patterns on the network. It took several weeks for the network to re-equilibrate, during which period travelers continued to learn and adjust their travel decisions. A good understanding of this process is crucial for traffic management and the design of mitigation schemes. Data from loop-detectors, bus ridership statistics, and a survey are analyzed and compared, revealing the evolving traffic reactions to the bridge collapse and how individual choices could help to explain such dynamics. Findings on short-term traffic dynamics and behavioral reactions to this major network disruption have important implications for traffic management in response to future scenarios. 相似文献
