This paper is an attempt to illustrate the stance of the Soviet Union in the law of the sea debate in the light of Soviet ocean activities. The paper has two sections. First, it examines the range of Soviet ocean activities. The considerable extent of Soviet ocean use underscores the importance which the Soviet Union places on the law of the sea debate and its consequent active participation in the process of international negotiation. Second, the paper considers the published record of the Soviet Union in the United Nations seabed debate. In seven years of debate the United Nations General Assembly and the Ad Hoc and permanent Seabed Commities and sub-Commities have generated a considerable body of documantation reflecting the public policy of over one hundred States concerning the law of the sea. Soviet expressions of opinion alone cover more than five hundred pages of documentation. Specific Soviet positions can be considered within two ganeral preferences: the protection of traditional freedoms of the high seas and opposition to ocean control by either coastal States or by an independent international ocean authority. The paper shows how these preferences and the specific Soviet negotiating positions defend and promote the maritime interests of the Soviet Union. 相似文献

This paper first presents arguments for having public sector port authorities. They can deal, flexibly and permanently, with property rights within their own areas. They can plan and regulate port areas comprehensively. They can provide ‘public goods’. They can deal, in various ways, with externalities. They can promote efficiency, whether their own (if they operate as a comprehensive port) or that of the private sector (if they are largely landlords). For example, if their policy is to rely on the private sector to produce efficiency through competition then they can see to it that there actually is competition and not any kind of cartel or monopoly. Examples are cited where this last function has not been performed. The exception for single-user ports is noted. Against them are the general disadvantages of public authorities (or bureaucracies)—though examples are cited where port authorities had very small staffs. The common instances of ‘market failure’ may thus be contrasted with those of ‘government failure’. Finally, a pragmatic approach is advocated, tailored to the needs and resources of the country in question. The increasing effect of the economies of scale in port technology, and its limitation on competition, is, however, noted and to be discussed in the next paper. 相似文献

The correct number of berths that a port should provide is solved by a model which minimizes the total port usage cost in terms of the costs of berth provision and the costs accruing to ships from time spent in the port. A cost-benefit analysis is conducted on the double-hull requirements for oil tankers in United States' waters contained in the U.S. Oil Pollution Act of 1990. The benefits of reduced spillage are compared with the increased construction and operations costs of double-hulled vessels. In the most probable scanario, the expected benefits are only 20% of the expected costs. Double-hulls do not even show a positive net present value with the most favorable assumptions. Even if double-hulls prevent all of the spillage that occurs due to collisions and groundings, and that the damage per gallon spilled is as extensive as in the ‘Exxon Valdez’ incident, the benefits are under half of the costs. 相似文献

Abstract Corals and coral communities provide substantial societal benefits by virtue of their recreational and esthetic appeal, the habitat provided for commercially harvested fish and shellfish, the structural foundation provided for productive coastal ecosystems, and the market value of harvested coral specimens. Coral resources are subject to adverse effects from pollution, dredging, specimen collecting, anchor damage, commercial fishing, overharvesting, and activities related to offshore petroleum development. Management programs which protect coral resources in the United States comprise a patchwork of separate federal and state programs. They attempt to adapt broad regulatory authorities for parks, fisheries, offshore mineral resources, and other subjects for the purpose of coral conservation. These programs embody species‐specific, area‐specific, and generic approaches to coral management. This paper traces the evolution of U.S. coral management programs and comments on their respective strengths and weaknesses. Alternative approaches for strengthening management systems could include new coordinating committees, legislation, memoranda of agreement between involved agencies, and others. 相似文献

Abstract A territorial sea comprising 6.7 million acres of offshore lands extending three geographic miles into the Atlantic Ocean three marine leagues (nine geographic miles) into the Gulf of Mexico makes Florida the second largest “oceanowning”; state in the contiguous United States. Florida's history, climate, economic development, and worldwide reputation have evolved from the state's relationship with the sea. The state is now becoming aware that aggressive management of its ocean resources is necessary to preserve the future of that relationship. Compression ratio (CR) is a design parameter with highest influence on efficiency, emission and engine characteristics. In conventional internal combustion (IC) engines, the compression ratio is fixed and their performance is, therefore, a compromise between conflicting requirements. One fundamental problem is that drive units in the vehicles must successfully operate at variable speed and loads and in different ambient conditions. If a diesel engine has a fixed CR, a minimal value must be chosen that can achieve a reliable self-ignition when starting the engine in cold start conditions. In diesel engines, variable compression ratio (VCR) provides control of peak cylinder pressure, improves cold start ability and low load operation, enabling the multi-fuel capability, increase of fuel economy and reduction of emissions. By application of VCR and other mechanisms, the optimal regime fields are extended to the prime requirements: consumption, power, emission, noise, etc., and/or the possibility of the engine to operate with different fuels is extended. An experimental Diesel engine has been developed at the Faculty of Engineering, University of Kragujevac. The changes of CR are realized by changing the piston chamber diameter. Detailed engine tests were performed at the Laboratory for IC engines. Special attention has been given to decrease of fuel consumption and exhaust emissions. The paper aims at investigating the trends of the concentrations of dissolved inorganic nitrogen (DIN) and phosphorous in the Lagoon of Venice, Italy, in the last 35 years. The trend analysis of ammonia nitrogen, nitrate nitrogen and reactive phosphorus (RP) yielded rather different results. The decrease in ammonia nitrogen concentration, in particular, in the basin influenced by severe industrial discharges, is accurately described by a negative exponential model. The nitrate concentration did not show significant interannual trends, while wide seasonal variations have been detected. Reactive phosphorus concentration increased until the end of the 1970s at the stations close to the industrial area as well as in those influenced by river discharges and by sewages of the city of Venice. The sudden decrease that followed was most likely related with environmental policies, namely the improvement of wastewater purification treatments and the regulation of phosphorus use in detergents. 相似文献
