Hydrodynamic loads on a propeller blocked with simulated ice were studied using a cavitation tunnel. Comparative predictions were made using a panel method. The propeller was a model of the Canadian Coast Guard's R-class icebreake propeller, and the ice block was simulated using a solid blockage. Experimental results show the open water performance of the propeller, its performance behind a blockage, and the effects of cavitation in these conditions, as well as the loading on the simulated ice block. Panel method predictions were made of the time series propeller performance in the blocked flow. Cavitation during propellerice interaction resulted in a reduction of mean suction load on the ice block. Block load measurements indicated an increase in the oscillation about the mean value of the loads, with a variation in the phase of the loading with respect to blade position as compared with the non-cavitating results. This paper stresses the lack of attention paid to the geographical definitions of cities in LUTI models as one key detrimental aspect to transferring and generalising LUTI results. First, the argumentation develops from a meta-analysis of peer-reviewed publications about LUTI applications in European cities. We show that most authors do not assess findings against potential geographical biases. Second, theoretical simulations are conducted with UrbanSim applied to a synthetic urban area. By varying the geographical limits of the system and population endowments, our simulations confirm that the absence of control on city delineation weakens the results. Finally, the paper suggests methodological guidelines to improve the comparability of LUTI applications and push forward their theoretical agenda.  相似文献

The remote Ningaloo Coast region, the location of Australia's largest fringing coral reef, was designated as World Heritage (WH) in 2011 based on its outstanding natural values. In the past, the WH nomination process predominantly involved experts and state officials. More recently, local community involvement has become a required part of the process, representing a move toward participatory governance that can potentially influence WH designation. Understanding community perceptions of the WH nomination process provides insights into the consequences of community involvement. Interviews were conducted with key local community members involved in the Ningaloo Coast WH nomination. Interviews focused on the perceptions and experience of the nomination process and local meanings of WH designation. Results indicated that while there was support for WH designation, the nomination process was seen as controversial. Community involvement was dominated by local political and social concerns, mistrust, misinformation, and perceived unfairness. Concerns were influenced by past and current government actions and decision-making in the region. The article identifies some challenges associated with local community involvement in a WH nomination process. These challenges raise questions about participatory governance and how local community's engage in the WH nomination process for coastal regions identified by experts as globally significant.  相似文献

Abstract

Aviation passenger traffic is forecast to grow significantly over the next decade and beyond. To accommodate this growth will require investment in airport infrastructure, including terminals. These buildings represent large, lumpy investments, so it is important to provide the capacity to accommodate the forecast traffic. However, this depends on at least two factors: the accuracy of the forecast of future demand, and the process of translating these forecasts into designs. Error in either factor can be potentially catastrophic financially. Translating forecasts into designs depends on ‘rules of thumb’ formulae that convert design hour flows into area requirements for each terminal facility. This paper examines the process of translating demand forecasts into conceptual terminal designs. The basic methods used are outlined, and how they affect the conceptual terminal design process are revealed. A model for conceptual terminal design is derived, presented and validated based on a sample of UK airports. It is shown that even if demand forecasts can be taken to be completely accurate, there can still be errors in terminal design and size resulting from the use of these ‘rules of thumb’.  相似文献

Car use per person has historically grown year-on-year in Great Britain since the 1950s, with minor exceptions during fuel crises and times of economic recession. The ‘Peak Car’ hypothesis proposes that this historical trend no longer applies. The British National Travel Survey provides evidence of such an aggregate levelling off in car mileage per person since the mid-1990s, but further analysis shows that this is the result of counter trends netting out: in particular, a reduction in per capita male driving mileage being offset by a corresponding increase in female car driving mileage. A major contributory factor to the decline in male car use has been a sharp reduction in average company car mileage per person. This paper investigates this aspect in more detail. Use of company cars fell sharply in Britain from the 1990s up to the 2008 recession. Over the same period, taxation policy towards company cars became more onerous, with increasing levels of taxation on the benefit-in-kind value of the ownership of a company car and on the provision of free fuel for private use. The paper sets out the changes in taxation policy affecting company cars in the UK, and looks at the associated reductions in company car ownership (including free fuel) and patterns of use. It goes on to look in more detail at which groups of the population have kept company cars and in which parts of the country they have been most used, and how these patterns have changed over time. A preliminary investigation is also made of possible substitution effects between company car and personal car driving and between company car use and rail travel. Clearly, the role of the company car is only one of many factors that are contributing to aggregate changes in levels of car use in Great Britain, alongside demographic changes and a wide range of policy initiatives. But, company car use cannot fall below zero, so the effect of declining year-on-year company car mileage suppressing overall car traffic levels cannot continue indefinitely.  相似文献

This paper investigates the application of robust, nonlinear observation and control strategies, namely sliding mode observation and control (SMOC), to semiactive vehicle suspensions using a model reference approach. The vehicle suspension models include realistic nonlinearities in the spring and magnetorheological (MR) damper elements, and the nonlinear reference models incorporate skyhook damping. Since full state measurement is difficult to achieve in practice, a sliding mode observer (SMO) that requires only suspension deflection as a measured input is developed. The performance and robustness of sliding mode control (SMC), SMO, and SMOC are demonstrated through comprehensive computer simulations and compared to popular alternatives. The results of these simulations reveal the benefits of sliding mode observation and control for improved ride quality, and should be directly transferable to commercial semiactive vehicle suspension implementations.  相似文献

Abstract

The Virginia Wetlands Act of 1972 provides the localities of Tidewater Virginia an opportunity to participate in the management of the state's coastal wetlands resources. This study attempts to analyze the effectiveness of this legislation and to examine the implications of a local management scheme for coastal resource management on a broader scale. Criteria are also established that can be used to evaluate the effectiveness of such a law. When examined in the light of these criteria, the Virginia Wetlands Act emerges, for the most part, as an effective piece of environmental quality legislation that has had a significant impact on wetlands destruction in the state of Virginia. During the two‐year period following the passage of the Act, wetlands losses through the permitting process showed an 18‐fold decrease from previous estimates. The Wetlands Act appears to have been generally accepted by the public and has resulted in consistently uniform decisions, which have reduced wetlands losses without unduly restricting the necessary and legitimate development of the state's wetlands.  相似文献

This paper suggests a novel approach to finding faults in a vehicle’s electronic systems by monitoring the network traffic directly and generating statistical traits. The nature of the data in a CAN network is considered, and a case for the use of statistical analysis presented. Statistical traits extracted from the temporal behavior of network messages are investigated as a metric for fault detection. It is shown how this trait information can be extracted from network data, and how this information could be used for fault detection of an unknown fault on a CAN network. It is then demonstrated that combining multiple types of trait data can be used to correctly identify a fault once detected.  相似文献

It is argued that an understanding of variability is central to the modelling of travel behaviour and the assessment of policy impacts, and is not the peripheral issue that it has often been considered. Drawing on recent studies in the UK and Australia, in conjunction with a review of the literature, the paper first examines the policy and analytical rationale for using multi-day data, then illustrates different ways of measuring variability, and finally discusses issues relating to the collection of suitable data for such analyses. In a policy context, there is a growing need for multi-day data to examine issues that affect general rather than one-day behaviour (e.g. to assess the distribution of user charges for road pricing, or patterns of public transport usage); while analytically, multi-day data is needed to improve our ability to identify the mechanisms behind travel behaviour and to derive better empirical relationships. Three measures of variability are presented: a graphical form showing daily differences in behaviour at the individual level; an aggregate, similarity index; and a hybrid graphical/numerical measure, which provides new insights into variability in daily patterns of behaviour. The paper raises a number of issues for debate, probably the most crucial of which is: variability in what? The way in which behaviour is measured crucially affects our conception of stability and variability.  相似文献
