Summary This paper has reported on a study of relative opportunity—not absolute opportunity. Minimum absolute standards for mobility or accessibility are difficult to justify. Some additional study into the development and application of absolute mobility standards may be warranted. The application of the mobility evaluation model has primarily focused upon a corridor line‐haul system. Conclusions suggest that such a system will not markedly improve existing transit mobility levels in either the peak hour or the off‐peak. The experimental work has verified this conclusion, and more importantly, it has detailed quantitatively the exact levels and spatial distribution of mobility improvements. However, this study does not include a comprehensive analysis of all methods of mobility enhancement, nor does it undertake a comparison of alternative means of mobility improvement. Certainly other methods to improve access to opportunities should be explored before policy considerations are finalized. These methods include other transit solutions, land use alternatives, socio‐economic policies, and other‐mode transportation alternatives. The accessibility technique and mobility indices approach appears to have general applicability in the analysis of optimal strategies for system evaluation. Of interest is an examination of alternative feeder transit systems to the corridor line. Additional research with the model might point out the maximum mobility effects expected through improved collector service in the suburbs, with corridor line‐haul to the CBD. The indices are also readily available for a comparison of mobility patterns for different urban areas. Application of the program to transit and socio‐economic data for a set of cities would yield an indication of the relative mobility levels provided. Such data might be considered as an evaluation criterion for future transit funding by federal officials. In addition, the model is currently being considered by UMTA as a tool to aid in the evaluation of the equitable distribution of transit system benefits as defined in Title VI of the Civil Rights Act of 1964.25 The mobility output would serve as an indicator of the levels‐of‐service provided to certain disadvantaged urban groups. Global Positioning System (GPS) data have become ubiquitous in many areas of transportation planning and research. The usefulness of GPS data often depends on the points being matched to the true sequence of edges on the underlying street network – a process known as ‘map matching.’ This paper presents a new map-matching algorithm that is designed for use with poor-quality GPS traces in urban environments, where drivers may circle for parking and GPS quality may be affected by underground parking and tall buildings. The paper is accompanied by open-source Python code that is designed to work with a PostGIS spatial database. In a test dataset that includes many poor-quality traces, our new algorithm accurately matches about one-third more traces than a widely available alternative. Our algorithm also provides a ‘match score’ that evaluates the likelihood that the match for an individual trace is correct, reducing the need for manual inspection. 相似文献

Abstract The recently adopted Law of the Sea (LOS) Convention contains a provision allowing coastal nations to adopt 12‐mile territorial seas. Already 104 nations (of a total of 137 coastal nations) have claimed territorial seas of 12 miles or wider. The paper discusses the factors which, in the opinion of the authors, could cause the United States to broaden its territorial sea from the present 3 miles to 12 miles within the next half‐dozen years or so. The state‐federal ocean use and resource management issues that will be raised by such a move are reviewed and options for dealing with the jurisdictional issues are developed. Given the political and economic volatility of these issues and their complexity, the use of a broadly representative and well‐staffed study commission to formulate a course of action is suggested. 相似文献

Experiences with time‐of‐day transit pricing in the U.S. are reviewed in this article and compared to those in other countries. Emphasis is placed on examining ridership, financial and efficiency impacts associated with time‐of‐day pricing, along with highlighting innovative approaches to implementing fare differentials. American time‐of‐day fare structures have been about evenly split between off‐peak discounts, peak‐period surcharges, and programmes involving differential rates of fare increases between peak and off‐peak hours. Although most American operators introduced time‐of‐day differentials to encourage ridership shifts to the off‐peak period, available evidence suggests that they have been only marginally successful in doing so. Off‐peak users were generally found to be far more fare‐sensitive to discounts than peak passengers were to surcharges. Only in a handful of American cities were significant efficiency and financial benefits from time‐of‐day pricing recorded, though in those few places, they tended to be substantial. The most successful American programmes have been those which collect fares on the basis of bus runs and direction of trips (rather than the exact time) and which aggressively market their programmes under the aegis of ‘bargain fares’. It is concluded that useful lessons can be gained by sharing policy insights from experiments with differential transit pricing in both the US and elsewhere. 相似文献

In investigating the question of the existence of "induced demand" in connection with highway expansion projects, Hansen et al. (1993) studied eighteen California state highway segments whose capacities had been improved in the early 1970s. For the present study, these segments were paired with control segments that matched the improved segments to unimproved ones with regard to facility type, region, approximate size, and initial volumes and congestion levels. Taking annual data for average daily traffic (ADT) and design-hour-traffic-to-capacity (DTC) ratios during the 21 years 1976–1996, three approaches were used to compare growth rates between the improved and unimproved segments: overall growth comparisons for the matched pairs, repeated measures analysis, and analysis of matched mean profiles. We found the growth rates between the two types of segments to be statistically and practically indistinguishable, suggesting that the capacity expansions, in and of themselves, had a negligible effect on traffic growth over the period studied. Reasons for the differences between these results and those of aggregate cross-sectional models finding a significant induced demand effect are discussed. Our analyses suggest that the aggregate models may overestimate induced traffic due to the attribution of at least a fraction of the observed traffic growth to "induced demand" rather than to some of the confounding factors which were not controlled for in such studies. At the same time, it is noted that the traffic induced by capacity expansion may in certain circumstances be larger than that observed in the present study, with the effect of new highway construction on traffic growth being a prime candidate for scrutiny in this regard. The results of this study nonetheless suggest that, for existing facilities, the size of the induced-traffic effect that can be attributed to capacity enhancements may be sufficiently small that its detection in a case-control study would be difficult, if not impossible, without a substantially larger sample size. 相似文献

This paper examines the degree of compliance with the accident reporting requirements imposed by the Bureau of Motor Carrier Safety (BMCS) of the U.S. Department of Transportation on motor carriers involved in interstate and foreign transport. It also examines the reliability and validity of the accident information reported by these carriers to the BMCS. The study shows that there is a high degree of accident underreporting, especially by the private and exempt carriers, and that the information reported on variables such as cargo weight, gross vehicle weights, and usage of seat belts at the time of accident, is biased toward the interests of the reporters of the accidents. 相似文献
