Abstract

This paper surveys the technologies available for constructing a pervasive, national‐scale road pricing system. It defines the different types of road pricing, the methods by which a vehicle’s position can be determined, and then examines possible pricing regimes in the context of their technological requirements and implications. The issue of enforcement and the distribution of pricing policies are considered, and further complexities are outlined. An examination of the security aspects of such systems is made, focusing particularly on the need to ensure privacy using technological, rather than solely procedural, methods. The survey concludes that a pervasive, national‐scale deployment is unlikely to be technically achievable in the short‐term.  相似文献

A nonlinear wagon-track model on curved track has been developed to characterize rail corrugation formation due to self-excitation of the wheel-rail stick-slip process. In this model, wagon movements were described using up to 78 degrees of freedom (DOFs) to model a three-piece freight bogie. Innovatively, the wheelset movements are described using nine DOFs, including torsional and bending modes about the longitudinal and vertical directions. The track modelling is considered as a one-layer structure (two rail beams on discrete spring and damper elements). The wheel sliding after creepage saturation is considered in the wheel-rail interface modelling. Simulation of a case study shows that the frequencies of the wheel stick-slip process are composed of the basic frequency, which might come from the combined effect of sleeper-passing frequency and one-third of the combined torsional and bending frequency of the wheelset, and the double and triple basic frequencies, which form the wavelengths of rail corrugation at different situations.  相似文献

Neo-traditional designs, proponents argue, reduce dependency on the automobile and provide attractive environments for walking, bicycling, and transit riding. This paper explores the extent to which this proposition holds for seven traditional neighborhoods in the San Francisco Bay Area that evolved around early streetcar services. Matched-pair comparisons of modal shares and trip generation rates for work trips are made between these neighborhoods and newer auto-oriented suburbs, controlling for the effects of income and, to a lesser extent, existing bus service levels. Pedestrian/bicycle modal shares and trip rates tended to be considerably higher, in some cases five time as high, in transit-oriented than in the paired auto-oriented neighborhood. Transit neighborhoods also averaged around 70 more daily transit work trips per 1,000 households than auto-oriented neighborhoods, though trip rates varied considerably among neighborhood pairs. Higher residential densities were also found to have a proportionately greater impact on transit commuting in transit-oriented than in auto-oriented neighborhoods. The paper concludes that in order to yield significant transportation benefits, neo-traditional development must be coordinated with larger regional planning efforts and public policy initiatives to reduce automobile dependency.  相似文献

The need for acquiring the current-year traffic data is a problem for transport planners since such data may not be available for on-going transport studies. A method is proposed in this paper to predict hourly traffic flows up to and into the near future, using historical data collected from the Hong Kong Annual Traffic Census (ATC). Two parametric and two non-parametric models have been employed and evaluated in this study. The results show that the non-parametric models (Non-Parametric Regression (NPR) and Gaussian Maximum Likelihood (GML)) were more promising for predicting hourly traffic flows at the selected ATC station. Further analysis encompassing 87 ATC stations revealed that the NPR is likely to react to unexpected changes more effectively than the GML method, while the GML model performs better under steady traffic flows. Taking into consideration the dynamic nature of the common traffic patterns in Hong Kong and the advantages/disadvantages of the various models, the NPR model is recommended for predicting the hourly traffic flows in that region.  相似文献

Road roughness and surface texture are known to affect tire rolling resistance; however, little emphasis has been placed on the consequent changes in total vehicle energy dissipation due to road roughness. Thus, tire rolling resistance, in isolation from vehicle contributed losses such as dissipation in the suspension, appears to be a weakness in present evaluation procedures as they relate to fuel economy and pollution level testing: Recent work by Funfsinn and Korst has shown that substantial and measurable increases in energy losses occur for vehicles traveling on rough roads. The present investigation uses vehicle axle accelerations as a means of examining various road surfaces. Correlation with computer simulations has allowed the development of a deterministic road roughness model which permits the prediction of energy dissipation in both the tire and suspension as functions of road roughness, tire pressure, and vehicle speed. Comparison to the experiments of Korst and Funfsinn results in good agreement and shows that total rolling loss increases of up to 20 percent compared to ideal smooth roads are possible. The aerodynamic drag coefficient is also found to increase while driving on rough roads.  相似文献

The potential benefits of general aviation management at a major airport is examined in this paper. The three general aviation management techniques investigated are volume reduction, runway segregation and time restriction.

First, a methodology for analyzing these techniques is discussed. The various effects on each user group are quantified for economic comparison between each management technique attempted. A computer simulation model was used to measure the delay effects. Then, these techniques are applied to Denver Stapleton Airport to measure their effects in present and future scenarios.

The results show that the best general aviation management technique is volume restriction. The use of peak‐hour pricing mechanism provided better results than random rejection, particularly if only a small degree of diversion is desired. The construction of a new general aviation runway provided equivalent results to the best technique tested.  相似文献

Abstract

Artificial reefs have been used extensively in coastal waters to attract and enhance recreational fishery resources. In the United States, they have been traditionally built from “materials of opportunity”; using limited budgets. This paper explores some past planning philosophies and presents a recent artificial reef deployment case that demonstrates a lack of sensitivity to local and regional recreational demand. A systems framework is developed to guide future planning efforts in artificial reef development. The framework is intended to integrate previously fragmented knowledge and to demonstrate the interdisciplinary nature of artificial reef planning. Emphasis is given to advance planning, user dimensions, and the integral issue of reef access.  相似文献

Since 1992, coastal researchers at the University of North Carolina at Wilmington have been documenting the impacts of human recreational use on Masonboro Island, a component of the North Carolina National Estuarine Research Reserve, and the subsequent natural processes that mitigate these impacts. Both short-term and long-term natural mitigational processes were identified. The effects of these processes were found to be much more rapid than similar impacts on typical terrestrial settings. However, careful examination of the data suggests that both physical location of the impact site and natural variability of weather patterns and events play a role.
