Abstract Over the past few years an unusually intense struggle over the future of the Lake Michigan fishery has occurred in the coastal communities of Racine and Kenosha. This struggle has engaged participants on the local, state, and national levels in the debate over the fishery as it is potentially impacted by the presence of environmental toxins, the rising cost of fish stocking and management, and conflicting user group demands. We describe three cases where urban sports anglers, with the assistance of university based social scientists, participated in state and city public policy decisions. Container shipping and its related service sectors help accelerate globalization of the world economy. This industry has been experiencing rapid growth, prompting container terminal operators to increase their handling capacity in response. Providing container terminal services requires substantial capital investment in physical assets such as cargo handling facilities and information systems. On the other hand, operating container terminals is a long-term investment that typically spans several business cycles. Hence prudent asset management using appropriate tools is critical for container terminal operators to sustain their businesses. Generally, due to risk-adverseness, investors are unwilling to take more risk in their investment unless they can reap a higher return. Contrary to this argument, this study finds no direct influence of better firm performance as a proxy of higher return on business risk-taking by container terminal operators. Instead, scale of operations is positively associated with business risk-taking, suggesting that container terminal operators with a larger scale of operations are willing to take more business risk. 相似文献

A sigma (σ)-coordinate ocean model by Blumberg and Mellor (POM) is applied to study the formation processes of mesoscale cyclones observed in the Eastern Gotland Basin following the dense water inflows. The initial conditions simulate a situation when the Arkona and Bornholm basins and partially the Slupsk Furrow are already filled with the inflow water of the North Sea origin, while the Eastern Gotland and Gdansk basins still contain the old water of pre-inflow stratification. Model runs with constant and time-dependent winds, changing the buoyancy forcing, grid geometry and bottom topography display the following. Entering the Eastern Gotland Basin from the Slupsk Furrow, the bottom intrusion of saline inflow water splits in two: one goes northeast towards the Gotland Deep, and second moves southeast towards the Gulf of Gdansk. An intensive mesoscale cyclonic eddy carrying the inflow water is generated just east of the Slupsk Furrow with the inflow pulse. A number of smaller cyclones with boluses of the inflow water are formed in the permanent halocline along the saline intrusion pathway to the Gotland Deep. Following Spall and Price [J. Phys. Oceanogr. 28 (1998) 1598], the cyclones are suggested to form by the adjustment of the high potential vorticity inflow water column to a low potential vorticity environment. 相似文献

Autonomous Underwater Vehicles (AUVs) are capable of spending long periods of time for carrying out various underwater missions and marine tasks. In this paper, a novel conflict-free motion planning framework is introduced to enhance underwater vehicle’s mission performance by completing maximum number of highest priority tasks in a limited time through a large scale waypoint cluttered operating field, and ensuring safe deployment during the mission. The proposed combinatorial route-path planner model takes the advantages of the Biogeography-Based Optimization (BBO) algorithm toward satisfying objectives of both higher-lower level motion planners and guarantees maximization of the mission productivity for a single vehicle operation. The performance of the model is investigated under different scenarios including the particular cost constraints in time-varying operating fields. To show the reliability of the proposed model, performance of each motion planner assessed separately and then statistical analysis is undertaken to evaluate the total performance of the entire model. The first of the Arleigh Burke class destroyers is nearing its mid-life. This class of ships was designed during the late 1970s through the 1980s to meet the threats that were prevalent at that time. Since entering service in 1991, these ships have shown themselves to be extremely versatile and the class now consists of nearly 60 ships in service. Their combat systems have been continually upgraded and adapted to meet the new threats the United States faces today. However, in order to keep these platforms viable throughout the first half of the 21st century, their operating costs must be reduced. Manpower, maintenance, and fuel are three of the top operating cost drivers. Most surface combatants spend very little of their underway time operating at full speed or even close to that. Over 1/3 of their underway time is spent at 12 knots and under. This is less than half of their maximum speed and only a fraction of the maximum power owing to the cubic speed–power relationship. Although the existing mechanical drive system is reasonably efficient, the main gas turbines are extremely inefficient at these very low power levels. A shaft-mounted auxiliary electric propulsion system (EPS) can take advantage of excess capacity in the ship service generators to reduce the main engine operating hours. Enabling bi-directional power flow from this auxiliary electric drive will provide additional generation capacity for ship service loads at a modest additional cost. It also provides a "cross-connect" capability from one shaft to the other. This paper will explore one prospect for reducing the operating cost of the DDG-51 class of ships by installing an auxiliary EPS that would powered by the ship service electrical plant. This additional system would serve to reduce both underway fuel usage as well as maintenance on the gas turbine main engines by reducing the number of operating hours on each engine. 概括地回顾了一些关于离线(或脱机)交通信号灯优化设计的方法.其中包括用于在孤立交叉口的单点和区域性的联动控制系统.离线方法在设计时一般利用已有调查出来的交通数据作为固定的输入资料,这个跟实时设计方法所要求的从感应器即时检浏出来的情况作为设计依据是有本质上的区别.但一般沿用的信号配时设计方法都需要依靠已刻在行车线道上(允许通行)的方向指示标志为设计基础,但这个方向指示在确定后在整个优化过程中是维持不变的,这就限制了交通流量在线道上的分布,从而大大减低配时的灵活性,在这样情况下优化出来的结果肯定不会是最好的.直至近期,以行车线道为基本单位的配时设计方法(英文名称为Lane-based method;中文可称为线道法)发展起来.这个方法是由传统的Phase-based method(相位法)所演变出来的.线道法不但包含所有相位法的特点,而且更能为原本受约束的线道和配时设计进行全面优化.线道法可在单点交叉口和区域性的联动控制系统上应用.文末提出一些未来研究发展的新方向. 相似文献
