The primary purpose of this study was to investigate how relative associations between travel time, costs, and land use patterns
where people live and work impact modal choice and trip chaining patterns in the Central Puget Sound (Seattle) region. By
using a tour-based modeling framework and highly detailed land use and travel data, this study attempts to add detail on the
specific land use changes necessary to address different types of travel, and to develop a comparative framework by which
the relative impact of travel time and urban form changes can be assessed. A discrete choice modeling framework adjusted for
demographic factors and assessed the relative effect of travel time, costs, and urban form on mode choice and trip chaining
characteristics for the three tour types. The tour based modeling approach increased the ability to understand the relative
contribution of urban form, time, and costs in explaining mode choice and tour complexity for home and work related travel.
Urban form at residential and employment locations, and travel time and cost were significant predictors of travel choice.
Travel time was the strongest predictor of mode choice while urban form the strongest predictor of the number of stops within
a tour. Results show that reductions in highway travel time are associated with less transit use and walking. Land use patterns
where respondents work predicted mode choice for mid day and journey to work travel.

As noted often by the former California Coastal Commission Executive Director Peter Douglas, the history of how the California coast was saved is a great repository of untold stories. Although the Commission has had a dramatic and tangible impact on California's coastal geography, the public is largely unaware of many of its early accomplishments. This article begins to chronicle the rich stories of California's coastal legacy by telling the story of how the Commission utilized the Coastal Zone Management Act (CZMA) to prevent Southern Pacific Railroad from developing a seven-mile stretch of the Monterey Bay shoreline. In so doing, the Commission helped make possible the creation of the Monterey Peninsula Recreational Trail, a public bicycle and pedestrian path that has grown to sixteen miles in length and runs through the heart of John Steinbeck's world-famous Cannery Row. The controversy also was the subject of the first judicial challenge of a state's federal authority under the CZMA and precluded private commercial and residential development that would have dramatically altered the urban form of the Monterey Peninsula. It is important to tell the story as the Coastal Commission's role in this remarkable accomplishment has been almost completely overlooked. 相似文献

Abstract Urban waterfronts are increasingly the focus of revitalization efforts designed to enhance tourism and recreation. The evolution of urban waterfronts suggests that these resources experience distinct stages of introduction, growth, maturity, decline, and sometimes revitalization. In this paper the product life cycle is broadened to describe the evolution of the waterfront district of Galveston, Texas. Implications of the product life cycle model of urban waterfront revitalization pertain to public policy formation, “product”; development, and management response to different life cycle stages. 相似文献

Abstract The paper examines the applicability of First World CZM policy for the Third World by focusing on Ecuador's shrimp mariculture, an industry whose explosive growth has reshaped the coastal zone and generated problems threatening loss of the resource base itself. This has led to recognized need for CZM and movement by development agencies to transfer the CZ policies of developed countries. Against this background, the analysis explores local concepts of investment and conservation, the role of government and law, and the influence of the social economy on mariculture development. It illuminates how local use and management of coastal resources is inseparable from specifically Ecuadorean cultural concepts, institutions, and practices. This places in relief the salient differences between management in the First and Third Worlds, illuminating how coastal zone management must not only be internally consistent, but cognizant of and integrated into the prevailing social, economic, and political conditions. 相似文献

Abstract The authors present an assessment of the Coastal Conservancy's efforts to consolidate small, substandard lots in the Santa Monica Mountains. Emphasis is placed on the ‘ ‘lessons learned’ ‘ by the Conservancy in its project experience as those lessons may be applicable to related efforts elsewhere. Chile has been attempting to establish a Management Area (MA) system that melds the use of marine protected areas with marine tenure. The process has brought to the fore the competing interests of various user groups: artisanal fishermen, marine science professionals, government managers, tourist developers, and the Navy. We explore the core relationships among fishermen and the ecologists and biologists whose work is essential for establishing and maintaining a MA. The MA system's creation and implementation raise the key question of whether a marine tenure system can work under the conditions imposed by the Chilean government. There is a need to recognize and reconcile contradictions in a government management model that strives simultaneously to be a conservation zone and a financially profitable co-management zone. This article examines the MA management system's fault lines in the context of Chile's political economy, and the intimate interaction of management with fishermen's cultural survival strategies. 相似文献
