There is much contraversy regarding this issue. On the one hand there are the 'islanders' Which are generally the countries of Anglo-Saxon culture or influence in Which ports are often considered as mere commercial enterprises, and on the other hand the continentals where ports are instruments of national or local policy. The French belong by tradition to the latter. But a further examination of the subject would be useful; this article presents this reappraisal.

The purpose of this paper is to present analytical techniques for evaluating the dynamic riding behaviour of a vehicle. This article deals with a study of the stability of the vehicle/pilot system for two different models of human operator behaviour. These models, are the outcome of various.approximations of the precision model for single loop compensatory situations. The vehicle is represented with two degrees of freedom and the pilot is assumed to respond to the lateral displacement and to the lateral velocity with a time delay. The properties of these resulting systems are presented and it is observed that, for any given forward visibility, a critical velocity defines a domain of controllability from a domain of uncontrollability. Furthermore this critical velocity is shown independant of the vehicle/ pilot parameters and may be considered as a possible vehicle safety criterion. 相似文献

This article presents an overview of the relationship between geography and coastal management. It explores the nature of geography as well as the geographical underpinnings of key notions within coastal management, in particular, “coast,” “conflict,” and “integration.” The article considers the integrated coastal management process and tracks the influence of geography on the development of the discipline's theory and practice, as well as its academic infrastructure. The article concludes that although geography both underpins and offers useful insights into coastal management, a challenge remains to explore in greater depth the benefits of applied geographical approaches to the management of coasts. 相似文献

The progress of economic globalization,the rapid growth of international trade,and the maritime transportation has played an increasingly significant role in the international supply chain.As a result,worldwide seaports have suffered from a central problem,which appears in the form of massive amounts of fuel consumed and exhaust gas fumes emitted from the ships while berthed.Many ports have taken the necessary precautions to overcome this problem,while others still suffer due to the presence of technical and financial constraints.In this paper,the barriers,interconnection standards,rules,regulations,power sources,and economic and environmental analysis related to ships,shore-side power were studied in efforts to find a solution to overcome his problem.As a case study,this paper investigates the practicability,costs and benefits of switching from onboard ship auxiliary engines to shore-side power connection for high-speed crafts called Alkahera while berthed at the port of Safaga,Egypt.The results provide the national electricity grid concept as the best economical selection with 49.03 percent of annual cost saving.Moreover,environmentally,it could achieve an annual reduction in exhaust gas emissions of CO2,CO,NOx,P.M,and SO2by 276,2.32,18.87,0.825 and 3.84 tons,respectively. 相似文献

This article reports on the Learning Exchange Programme (LEP) model of capacity building for Integrated Coastal Management (ICM) professionals. The LEP model of capacity building involves international group-based exchange visits during which a structured program of experiential learning events is undertaken to meet specific capacity gaps. An application of the LEP model in Japan and the United Kingdom is presented and evaluated, which shows that while refinements could be identified, a group-based, tailored exchange model focused on filling specific capacity gaps is an effective model of capacity building for ICM. 相似文献
