The adoption of the International Ship and Port Facility Security Code (ISPS Code) is the latest response of the international
shipping community to the increasing threat posed by acts of terrorism at sea. The ACHILLE LAURO incident of 1985 showed that
the traditional law against piracy was not adequate to deal with new types of unlawful acts against international shipping,
especially those involving acts of terrorism. The 1988 Convention for the Suppression of Unlawful Acts against the Safety
of Maritime Navigation (SUA Convention) and the technical and administrative measures adopted by the Maritime Safety Committee
of IMO in 1986 and 1996 attempted to develop a broader regime to deal with unlawful acts against international shipping.However,

We report here on how we adapted Interactive Stated Response Methods to use in a self-completion survey of 454 California households to measure the market for electric vehicles in California. Electric vehicles are a novel product and have many features unfamiliar to consumers, in particular their home recharging capability and limited range. Reflexive techniques were designed to draw households into a deeper exploration of the lifestyle implications of electric vehicles than can be done in more typical self-completion surveys, and to stimulate key decision processes previously observed in detailed gaming interviews with 51 households. Reflexive self-completion techniques provide a middle course between typical large sample quantitative surveys and small sample, detailed gaming interviews. One of the benefits of the more intensive techniques was that participants reported finding the surveys interesting and return rates were high for a self-completion approach – over sixty percent. We review previous transportation and sociological methods which inspired our design, describe the design goals and features of our research, and summarize research results pertinent to testing the validity of our approach. 相似文献

Vehicles stopping at signalized intersections were examined for the purpose of evaluating the validity of the common assumption of constant and uniform deceleration rates. The data set consisted of the first vehicles to stop upon the onset of the yellow signal interval with measurements of the initial approach speed, deceleration time, and deceleration distance. The deceleration rate may be computed using only two of the three measured values; thus the rate for each vehicle can be determined by three different equations. With nonuniform deceleration profiles, the equations will produce different values; and the degree of nonuniformity can be determined by comparing the differences in the computed deceleration rates. The analysis of the field observations indicated that 69 percent of the vehicles demonstrated deceleration profiles associated with nonuniform deceleration rates. Furthermore, the deceleration profile and the degree of nonuniformity were found to be a function of the initial approach speed. 相似文献

Separation from partner and family has been found to be one of the most significant causes of stress for seafarers, with separation from the family one of the most important 'stress' factors influencing a decision to reduce planned sea service. Drawing on in-depth interviews with seafarers' partners in the UK, China and India, this paper focuses on the impact of seafaring on family life, with particular attention given to the effects of differing conditions of service and the range of company support available to seafarers and their partners. The paper concludes that the negative consequences of seafaring can be minimized by such policies as shorter trips, continuous employment (rather than employment by voyage) and opportunities for partners and families to sail. Whilst these measures may have financial costs, these can be off-set by improved retention of seafarers and the avoidance of stress-related illnesses. The highway industry in the United States spends about $35 to $40 billion annually. Management of the industry is almost wholly decentralized. This decentralization plus diminishing fuel tax revenues used to finance road improvements have caused road research efforts to decline to a very low level. Comparisons between funds for highway research and those spent by private firms in similar industries show that private firms spend from 5 to 12 times the rate of highway agencies. The problem of how much to spend on research is difficult both for private-sector and for public-sector enterprises. The level of research spending is shown to correlate well with both profitability and growth in U.S. firms. Four methods used for making research decisions in the private sector are discussed. The goals of the Strategic Transportation Research Study (STRS), which is being conducted by the Transportation Research Board to examine highway and transportation needs, are described. 相似文献

R/V POLARSTERN expedition ARK XVIII/1 in summer 2002 provided the opportunity to carry out a sampling programme to assess the activity, biomass and composition of the small-sized benthic biota (size range: bacteria to meiofauna) around the active mud-oozing and methane-seeping Håkon Mosby Mud Volcano (HMMV) on the SW Barents Sea slope, Northern North-Atlantic. A total of 11 stations, covering different areas (e.g., bacterial mat sites, and pogonophoran fields) within the crater, and sites outside the caldera were sampled using a multiple corer. Subsamples were analyzed for various biogenic compounds to estimate the flux of organic matter to the seafloor (sediment-bound chloroplastic pigments indicating phytodetritus), activities (bacterial exo-enzymatic turnover rates) and the total biomass [from bulk parameters, like phospholipid (PL) concentrations in the sediments] of the smallest sediment-inhabiting organisms (range: bacteria to meiofauna). Direct investigations of bacterial numbers and biomasses as well as on meiofauna densities and composition completed our investigations at HMMV. As expected for a comparable small deep-sea area with only minor disparity in water depth between sampling sites, our investigations revealed generally no significant differences in organic matter input from phytodetritus sedimentation between sampling sites inside and outside HMMV. Bacterial exo-enzymatic activities as well as total microbial biomass (TMB) and meiofauna densities, however, exhibited generally higher values at HMMV, compared to sites outside the mud volcano. Enhanced benthic life at HMMV is based on chemosynthetic processes, making the mud volcano a “chemosynthetic oasis” in an otherwise oligotrophic deep-sea environment. As we did not find any indication for bacterial symbioses in the meiofauna, comparably rich meiofaunal assemblages at HMMV are presumably indirectly related to a general enhanced biological production. 相似文献

A model of traveler behavior is proposed which is consistent with the possibility that travelers expend average daily amounts of time and money on travel with stable regularities both among urban areas and over time in the same area. The model is founded on economic utility theory. It is designed to forecast: (1) the amount of total travel generated by types of households, (2) the division of travel among available modes, and (3) the relationship between the amounts of time and money allocated to travel expenditures. The qualitative properties of the model are shown to be consistent with economic principles. Specific theoretical results reveal that, in the simultaneous presence of constraints on both time and money, travel budgets are not strictly constant proportions of income and time available as they are in the cases of single constraints relevant to classes of travelers to whom time is scarce compared to money, or conversely. Constant expenditure proportions are shown to be linear approximations which are subject to empirical validation. The relevant economic principle is that expenditures can be considered fixed in the short run but become flexible in the long run when utility maximization is applied to the expenditures themselves and not just to their allocation. Empirical tests of the model using data from three urban areas are positive, but additional tests are called for. The most important output of the research is deemed to be the establishment of theoretical hypotheses which can be used in continuing tests of travel budgets. 相似文献
