This paper studies whether the many public urban transit providers in the San Francisco Bay Area could realize cost economies by consolidating into larger systems. In this discussion, any benefits of rationalization are excluded, since these could be achieved without organizational changes.The results support the formation of larger multi-modal systems in the Bay Area. But care must be taken in selecting the candidates for reorganization, and a broad-brush approach could result in important lost opportunities for cost reduction. But if these economies are taken into account, and transit grows in the right directions, the benefits could be substantial. 相似文献

Numerous travel demand studies have been carried out over the past five decades, many of which produce estimates of the value of travel time. This includes a rich body of largely unpublished evidence, which can provide valuable insights into the impact of variables such as GDP, travel distance, purpose and mode on this critical parameter for transport modelling and appraisal. The work reported in this paper updates and extends our previous meta-analyses of UK values of time (
[Wardman, 1998],
[Wardman, 2001a] and [Wardman, 2004]) by adding recent studies and widening the range of explanatory variables included. Our current research covers 226 studies carried out between 1960 and 2008, yielding a total of 1749 valuations (a 50% increase relative to our previous work) and making this the largest data set of its kind to the best of our knowledge. This is also the most comprehensive study to date of parameters other than in-vehicle time and includes valuations of walk, wait, headway, congested, free flow, late, departure time shift and search time. Exploratory analysis of the data set provides interesting insights into methodological trends in travel demand modelling.For each valuation, over thirty quantitative and categorical variables were recorded and then included in a multivariate regression model to explain variations in the value of time. A large number of statistically significant effects were obtained from this meta-analysis, some of which are in marked contrast with, or not present in, our previous work. One finding that stands out is that the estimated elasticity of the value of time with respect to GDP per capita is 0.9 and highly significant, a much closer correspondence to the widely used convention of a unit income elasticity over time than we have previously obtained. The ratio between walk and wait time and in-vehicle time was found to be substantially lower than the commonly used value of two. We also found large and significant differences between the results from studies based on different types of Stated Preference survey presentation. Other important effects include variations by mode used, mode valued, travel purpose, attribute type and distance. It is envisaged that the results are of direct relevance in the British context, as inputs to appraisal or for benchmarking, whilst the methodological implications are of broader interest and the results, in terms of time equivalents and variations in values of time, can be transferred to other contexts. 相似文献

The recent volatility in gasoline prices and the economic downturn have made the management of public transportation systems particularly challenging. Accurate forecasts of ridership are necessary for the planning and operation of transit services. In this paper, monthly ridership of the Metropolitan Tulsa Transit Authority is analyzed to identify the relevant factors that influence transit use. Alternative forecasting models are also developed and evaluated based on these factors—using regression analysis (with autoregressive error correction), neural networks, and ARIMA models—to predict transit ridership. It is found that a simple combination of these forecasting methodologies yields greater forecast accuracy than the individual models separately. Finally, a scenario analysis is conducted to assess the impact of transit policies on long-term ridership. 相似文献

The paper characterizes the behavior of the cell transmission model of a freeway, divided into N sections or cells, each with one on-ramp and one off-ramp. The state of the dynamical system is the N-dimensional vector n of vehicle densities in the N sections. A feasible stationary demand pattern induces a unique equilibrium flow in each section. However, there is an infinite set—in fact a continuum—of equilibrium states, including a unique uncongested equilibrium nu in which free flow speed prevails in all sections, and a unique most congested equilibrium ncon. In every other equilibrium ne one or more sections are congested, and nu ne ncon. Every equilibrium is stable and every trajectory converges to some equilibrium state.Two implications for ramp metering are explored. First, if the demand exceeds capacity and the ramps are not metered, every trajectory converges to the most congested equilibrium. Moreover, there is a ramp metering strategy that increases discharge flows and reduces total travel time compared with the no-metering strategy. Second, even when the demand is feasible but the freeway is initially congested, there is a ramp metering strategy that moves the system to the uncongested equilibrium and reduces total travel time. Forward collision warning (FCW) systems can reduce rear-end vehicle collisions. However, if the presentation of warnings is perceived as mistimed, trust in the system is diminished and drivers become less likely to respond appropriately. In this driving simulator investigation, 45 drivers experienced two FCW systems: a non-adaptive and an adaptive FCW that adjusted the timing of its alarms according to each individual driver’s reaction time. Whilst all drivers benefited in terms of improved safety from both FCW systems, non-aggressive drivers (low sensation seeking, long followers) did not display a preference to the adaptive FCW over its non-adaptive equivalent. Furthermore, there was little evidence to suggest that the non-aggressive drivers’ performance differed with either system. Benefits of the adaptive system were demonstrated for aggressive drivers (high sensation seeking, short followers). Even though both systems reduced their likelihood of a crash to a similar extent, the aggressive drivers rated each FCW more poorly than their non-aggressive contemporaries. However, this group, with their greater risk of involvement in rear-end collisions, reported a preference for the adaptive system as they found it less irritating and stress-inducing. Taiwan’s inspection and maintenance (I/M) programs identifies high-emission motorcycles but, although these help reduce air pollution, they have been criticized for being cost-ineffective. This study examines the relationship between characteristics of motorcycles and hydrocarbon emissions in the Central Air Quality Basin of Taiwan. It is shown that engine size and type, age and manufacturer of a motorcycle significantly affect HC emissions. Larger-size engines emit smaller amounts of HCs; whereas older motorcycles emitted greater amounts. In addition, two-stroke-engine machines produced significantly higher HC emission levels than four-strokes. Variations in HC emissions testing are a result of various I/M testing locations and efficiency may be improved by modifying these. 相似文献

This research examined travel behavior of Managed Lane (ML) users to better understand the value travelers place on travel time savings and travel time reliability. We also highlight the importance of survey design techniques. These objectives were accomplished through a stated preference survey of Houston’s Katy Freeway travelers. Three stated choice experiment survey design techniques were tested in this study: Bayesian (Db) efficient, random level attribute generation, and an adaptive random approach. Mixed logit models were developed from responses using each of those designs. The value of travel time savings (VTTSs) estimates do vary across the design strategies, with the VTTS estimates based on the Db-efficient design being approximately half the estimates from the other two designs. However, among the three design strategies, the value of travel time reliability (VOR) was only significant in the Db-efficient design.The estimated VTTS from actual Katy Freeway usage (as measured using actual tolls paid and travel time saved on the managed lanes) is $51/h. This likely also includes any value that travelers place on travel time reliability. In comparison, our combined estimate of VTTS and VOR based on the SP survey (Db-efficient design) was $50/h, which is remarkably close to the estimate from the actual usage data. Based on our dataset, the Db-efficient design technique proved superior to the other two techniques. Finally, this research also supports the importance of including both travel time and travel time reliability parameters when estimating the willingness to pay for, and therefore benefits derived from, ML travel. 相似文献

with a continuously variable transmission (CVT) and presents a new design paradigm of the plug-in hybrid electric bus (HEB).
The criteria and method for selecting and sizing powertrain components equipped in the plug-in HEB are presented. The plug-in
HEB is designed to overcome the vulnerable limitations of driving range and performance of a purely electric vehicle (EV)
and to improve fuel economy and exhaust emissions of conventional bus and conventional HEBs. The control strategy of the complicated
connected propulsion system in the plug-in parallel HEB is one of the most significant factors in achieving higher fuel economy
and lower exhaust emissions of the HEV. In this research, a new optimal control strategy concept is proposed against existing
rule-based control strategies. The optimal powertrain control strategy is obtained through two steps of optimizations: tradeoff
optimization for emission control and energy flow optimization based on the instantaneous optimization technique. The proposed
powertrain control strategy has the flexibility to adapt to battery SOC, exhaust emission amount, classified driving pattern,
driving condition, and engine temperature. The objective of the optimal control strategy is to optimize the fuel consumption,
electricity use, and exhaust emissions proper to the performance targets. The proposed control strategy was simulated to prove

When braking on wet roads, Antilock Braking System (ABS) control can be triggered because the available brake torque is not
sufficient. When the ABS system is active, for a hybrid electric vehicle, the regenerative brake is switched off to safeguard
the normal ABS function. When the ABS control is terminated, it would be favorable to reactivate the regenerative brake. However,
recurring cycles from ABS to motor regenerative braking could occur. This condition is felt to be unpleasant by the driver
and has adverse effects on driving stability. In this paper, a novel hybrid antiskid braking system using fuzzy logic is proposed
for a hybrid electric vehicle that has a regenerative braking system operatively connected to an electric traction motor and
a separate hydraulic braking system. This control strategy and the method for coordination between regenerative and hydraulic
braking are developed. The motor regenerative braking controller is designed. Control of regenerative and hydraulic braking
force distribution is investigated. The simulation and experimental results show that vehicle braking performance and fuel
economy can be improved and the proposed control strategy and method are effective and robust. 相似文献
