公私合营(public-private partnership,PPP)模式作为近年来逐步兴起的开放式融资模式,能够更加迅速地满足项目融资需求,对促进基础设施建设形成有力的补充。基于研究PPP模式在香港、英国和澳大利亚的应用,通过分析针对18个成功因素的问卷调查结果显示,来自不同地区的受访者均认为良好的私营机构、适当的风险分配和分担、公营部门和私营机构的承诺和责任这三点是最为重要的PPP模式关键性成功因素。基于对这些因素的特点研究与排序,进一步分析各因素间的变量关系、共性特点和差异性特点。由于中国针对PPP模式关键性成功因素分析专题的文献很少,希望本论文能够对中国的PPP学术研究和发展提供参考。  相似文献

In railway applications wear prediction in the wheel–rail interface is a fundamental matter in order to study problems such as wheel lifespan and the evolution of vehicle dynamic characteristic with time. However, one of the principal drawbacks of the existing methodologies for calculating the wear evolution is the computational cost. This paper proposes a new wear prediction methodology with a reduced computational cost. This methodology is based on two main steps: the first one is the substitution of the calculations over the whole network by the calculation of the contact conditions in certain characteristic point from whose result the wheel wear evolution can be inferred. The second one is the substitution of the dynamic calculation (time integration calculations) by the quasi-static calculation (the solution of the quasi-static situation of a vehicle at a certain point which is the same that neglecting the acceleration terms in the dynamic equations). These simplifications allow a significant reduction of computational cost to be obtained while maintaining an acceptable level of accuracy (error order of 5–10%). Several case studies are analysed along the paper with the objective of assessing the proposed methodology. The results obtained in the case studies allow concluding that the proposed methodology is valid for an arbitrary vehicle running through an arbitrary track layout.  相似文献

In this paper, a novel spacing control law is developed for vehicles with adaptive cruise control (ACC) systems to perform spacing control mode. Rather than establishing a steady-state following distance behind a newly encountered vehicle to avoid collision, the proposed spacing control law based on model predictive control (MPC) further considers fuel economy and ride comfort. Firstly, a hierarchical control architecture is utilized in which a lower controller compensates for nonlinear longitudinal vehicle dynamics and enables to track the desired acceleration. The upper controller based on the proposed spacing control law is designed to compute the desired acceleration to maintain the control objectives. Moreover, the control objectives are then formulated into the model predictive control problem using acceleration and jerk limits as constrains. Furthermore, due to the complex driving conditions during in the transitional state, the traditional model predictive control algorithm with constant weight matrix cannot meet the requirement of improvement in the fuel economy and ride comfort. Therefore, a real-time weight tuning strategy is proposed to solve time-varying multi-objective control problems, where the weight of each objective can be adjusted with respect to different operating conditions. In addition, simulation results demonstrate that the ACC system with the proposed real-time weighted MPC (RW-MPC) can provide better performance than that using constant weight MPC (CW-MPC) in terms of fuel economy and ride comfort.  相似文献

Lane-changing events are often related with safety concern and traffic operational efficiency due to complex interactions with neighboring vehicles. In particular, lane changes in stop-and-go traffic conditions are of keen interest because these events lead to higher risk of crash occurrence caused by more frequent and abrupt vehicle acceleration and deceleration. From these perspectives, in-depth understanding of lane changes would be of keen interest in developing in-vehicle driving assistance systems. The purpose of this study is to analyze vehicle interactions using vehicle trajectories and to identify factors affecting lane changes with stop-and-go traffic conditions. This study used vehicle trajectory data obtained from a segment of the US-101 freeway in Southern California, as a part of the Next Generation Simulation (NGSIM) project. Vehicle trajectories were divided into two groups; with stop-and-go and without stop-and-go traffic conditions. Binary logistic regression (BLR), a well-known technique for dealing with the binary choice condition, was adopted to establish lane-changing decision models. Regarding lane changes without stop-and-go traffic conditions, it was identified based on the odd ratio investigation that he subject vehicle driver is more likely to pay attention to the movement of vehicles ahead, regardless of vehicle positions such as current and target lanes. On the other hand, the subject vehicle driver in stop-and-go traffic conditions is more likely to be affected by vehicles traveling on the target lane when deciding lane changes. The two BLR models are adequate for lane-changing decisions in normal and stop-and-go traffic conditions with about 80 % accuracy. A possible reason for this finding is that the subject vehicle driver has a tendency to pay greater attention to avoiding sideswipe or rear-end collision with vehicles on the target lane. These findings are expected to be used for better understanding of driver’s lane changing behavior associated with congested stop-and-go traffic conditions, and give valuable insights in developing algorithms to process sensor data in designing safer lateral maneuvering assistance systems, which include, for example, blind spot detection systems (BSDS) and lane keeping assistance systems (LKAS).  相似文献

Research purposes: Based on an engineering of traffic tunnel, anti-breaking model experiment of large-scale 1 :30 is carried out under fault dislocation. In 2006, a review of maritime accidents found that non-technical skills (NTSs) are the single largest contributing factor towards such incidents. NTSs are composed of both interpersonal and cognitive elements. These include things such as situational awareness, teamwork, decision making, leadership, management and communication skills. In a crisis situation, good NTSs allow a deck officer to quickly recognise that a problem exists and then harness the resources that are at their disposal to safely and efficiently bring the situation back under control. This paper has two aims. The first is to develop a methodology which will enable educators to quantitatively assess the impact of Maritime and Coastguard Agency (MCA)-approved Human Element, Leadership and Management (HELM) training on deck officer’s NTSs with a view to identifying further training requirements. The second is to determine whether the HELM training provided to develop the NTSs of trainee deck officers is fit for purpose. To achieve these aims, a three-phase approach was adopted. Initially, a taxonomy for deck officer’s NTSs is established, behavioural markers are identified and the relative importance of each attribute is calculated using the analytical hierarchy process (AHP). Subsequently, a set of scenarios were identified for the assessment of deck officer’s NTSs in a ship bridge simulator environment. A random selection of students that have completed the Chief Mate (CM) programme was performed, and data regarding their NTS-related performance in the scenarios was collected. Finally, the collected data was fed into the evidential reasoning (ER) algorithm, utility values were produced and, having established these values, the effectiveness of the HELM training that the students have received was then evaluated.  相似文献

This study reports on scientist/crew relations aboard research vessels at sea. It is a case study in a case study in a long-range project dealing with the relations of natural scientists in the U.S.A. to various segments of the lay population. An earlier paper dealt with the interaction of scientists and Government policy makers during the science-advisory process [1]. In that study we found that the frustration was reciprocal; scientists and policy makers were equally vocal on what was wrong with ‘ the other groups’. The present research, by comparison, focuses on scientists and members of ‘the working class’. Here we find the frustration rather one-sided, reflecting the differences in status and power of the two groups. On a research vessel, science and scientists control the lives and careers of the mariners. In the science-advising committee, members of both government and science meet as social equals.

In this paper elements of conflict between scientists and crew on a research vessel are described. It is suggested that conflict between these two groups is the inevitable result of extending the ‘intellectual’/‘worker’ class conflict of our society to a closed space at sea. The controlling mechanism of the conflict may be called ‘subcultural privacy’, a mechanism worked out by mariners to cope with the disrupting effects of a constant stream of strangers into their sea-going home. The mechanism takes the form of institutionalized ‘bitching’ and systematic physical separation of scientists and crew during critical periods of the day. It is suggested that attempts to create greater crew/scientist harmony by forcing by greater interaction (and thus a breakdown of subcultural privacy) will be counter productive.  相似文献
