Sacrificial anodes have become a standard practice for the protection of ballast tanks of merchant vessels against corrosive damage. A well protected tank should extend the life span of a ship and consequently enhances its economic value. An in situ survey comprising more than 100 merchant vessels provided the opportunity to measure the impact of these anodes on the life expectancy of these vessels. Contrary to the general belief of these anodes’ beneficial effect, no significant difference was found in our observations in terms of corrosion occurrence between ship populations with and without sacrificial anodes, across all ship ages. This may be explained by the highly variable conditions and the complex geometry in a ballast tank severely impede optimal and straightforward installation of these anodes in these tanks. Also, poorly placed anodes in it may harm the integrity of the coating of the tank. We therefore plead for uniform and clear rules on anode installation and inspection. 相似文献

West and Central Africa ports have historically not paid much attention to environmental issues. In the past decade, however, environmental concerns are beginning to emerge with pockets of innovative responses to environmental risks as the ports undergo institutional and infrastructural reform – most notably, with concessions to multinational terminal operators. In this article, environmental management processes in the ports of Abidjan (Ivory Coast), Douala (Cameroon), Lagos (Nigeria) and Tema (Ghana) are compared. Three aspects of ecological modernization theory: changing role of the state, growing involvement of economic actors and economic incentives, and shifting roles for civil society organizations are focused on to analyse the dynamics of their environmental reform. Findings suggest that globalization processes are a common major trigger in enhancing a gradual but still fragmented and limited process of environmental reform in West and Central Africa ports, but paces and pathways of the reform are influenced by national politico-administrative arrangements rooted in colonial legacies. Consequently, understanding and advancing environmental reform processes of West and Central Africa ports requires following trends and significant developments but also taking into account national historical trajectories. 相似文献

The objective of this study is to examine the effect of road pricing on people’s tendency to adapt their current travel behavior. To this end, the relationship between changes in activity-travel behavior on the one hand and public acceptability and its most important determinants on the other are investigated by means of a stated adaptation experiment. Using a two-stage hierarchical model, it was found that behavioral changes themselves are not dependent on the perceived acceptability of road pricing itself, and that only a small amount of the variability in the behavioral changes were explained by socio-cognitive factors. The lesson for policy makers is that road pricing charges must surpass a minimum threshold in order to entice changes in activity-travel behavior and that the benefits of road pricing should be clearly communicated, taking into account the needs and abilities of different types of travelers. Secondly, earlier findings concerning the acceptability of push measures were validated, supporting transferability of results. In line with other studies, effectiveness, fairness and personal norm all had a significant direct impact on perceived acceptability. Finally, the relevance of using latent factors rather than aggregate indicators was underlined. 相似文献

Empty container management deals with repositioning empty containers at minimum costs while fulfilling empty container demands. Due to imbalances in trade, some areas have a surplus of empty containers, while others have a shortage. Therefore, empty containers need to be repositioned globally to make sure that sufficient empty containers are available everywhere. Besides, empty containers need to be repositioned regionally between shippers, consignees, inland depots, terminals and ports in order to fulfil demand. In this paper, the focus is on the empty container management problem at a regional level. The problem is described in detail and opportunities for reducing empty container movements are discussed. Decisions to be taken at each planning level (strategic, tactical and operational) are described, and for each planning level, a detailed overview of planning models proposed in the literature is presented. Planning models considering decisions at several planning levels are discussed as well. Finally, interesting opportunities for future research are identified. 相似文献
