This paper aims to gain more insight into the implications of information provision to drivers on the performance of road transport networks with recurrent congestion. For this purpose, a simulation program consisting of three components has been written. The first component is the traffic simulation model, the second component is the information provision mechanism, and the third component monitors the behavioural decision-making process of the drivers, which is modelled using a utility-based satisficing principle. Three types of information provision mechanisms will be considered: information based upon own-experience, after-trip information and real-time en route information. The findings in this paper, obtained in a hypothetical context, underline the important relationship betweenoverreaction, thelevel of market penetration and thequality of the information. High quality information allows a high level of market penetration, while low quality information, even when provided at low levels of market penetration, induces overreaction. Furthermore, real-time en route information is in particular beneficial during the process leading to a steady state; it reduces the variance in travel time considerably. The paper concludes with a discussion on the market potential of motorist information systems when commercially marketed.  相似文献

Container terminals are essential intermodal interfaces in the global transportation network. Efficient container handling at terminals is important in reducing transportation costs and keeping shipping schedules. In this paper, we study the storage space allocation problem in the storage yards of terminals. This problem is related to all the resources in terminal operations, including quay cranes, yard cranes, storage space, and internal trucks. We solve the problem using a rolling-horizon approach. For each planning horizon, the problem is decomposed into two levels and each level is formulated as a mathematical programming model. At the first level, the total number of containers to be placed in each storage block in each time period of the planning horizon is set to balance two types of workloads among blocks. The second level determines the number of containers associated with each vessel that constitutes the total number of containers in each block in each period, in order to minimize the total distance to transport the containers between their storage blocks and the vessel berthing locations. Numerical runs show that with short computation time the method significantly reduces the workload imbalance in the yard, avoiding possible bottlenecks in terminal operations.  相似文献

Abstract

Section 8(g) was added to the Outer Continental Shelf Lands Act (OCSLA) in 1978. It mandated sharing of the revenues from tracts that included oil and gas pools underlying the federal‐state boundary 3 miles offshore. Revenues were to be split based on agreements negotiated by the secretary of Interior and the relevant coastal state governor or “fair and equitable”; divisions made by the federal district courts. Only one agreement was concluded. Texas and Louisiana sued to force distribution of their shares of $6.1 billion in 8(g) funds held in escrow. In 1986 Congress divided the escrowed 8(g) revenues approximately 27 percent to the adjacent states and 73 percent to the federal government and legislated the same split for all future 8(g) revenues. This article examines the complex issues that section 8(g), as amended, raises for the management of federal and state submerged lands. Cooperative federal‐state approaches to implementing amended section 8(g) are reviewed. Section 8(g)'s broader implications as the only federal‐state ocean resource, revenue‐sharing mechanism currently in place also are addressed.  相似文献

This paper analyzes a model of early morning traffic congestion, that is a special case of the model considered in Newell (1988). A fixed number of identical vehicles travel along a single-lane road of constant width from a common origin to a common destination, with LWR flow congestion and Greenshields’ Relation. Vehicles have a common work start time, late arrivals are not permitted, and trip cost is linear in travel time and time early. The paper explores traffic dynamics for the social optimum, in which total trip cost is minimized, and for the user optimum, in which no vehicle’s trip cost can be reduced by altering its departure time. Closed-form solutions for the social optimum and quasi-analytic solutions for the user optimum are presented, along with numerical examples, and it is shown that this model includes the bottleneck model (with no late arrivals) as a limit case where the length of the road shrinks to zero.  相似文献

The objective of this research is to identify the factors differentiating between single heavy vehicle collisions at intersections and midblocks by using a binary logit model. Our results show that single vehicle crashes involving heavy vehicle at intersections are more likely to occur on main roads and highways, whereas crashes at midblocks are more likely to occur on divided two‐way roads, roads with special facilities or features (e.g. bridge) and roads with a higher percentage of heavy vehicle traffic. Intersection crashes are also more likely to involve vehicles that are turning left or right, resulting in angle crashes and vehicle overturn, whereas midblock crashes are more likely to involve vehicles on higher posted speed roads. Rural areas generally have lower and more dispersed demands for travel which cannot sustain conventional public transport services and consequently have a greater number of flexible and demand responsive transport services operating. These services usually operate on a stand-alone basis, are often subsidized and are typically only accessible by certain passenger types or for specific trip purposes. This generally results in uncoordinated and inefficient transport provision overall. The Flexible integrated transport services (FITS) system featured in this paper has been designed to address this problem. FITS can be used as a planning tool to assess potential benefits from relaxing operating constraints (e.g., a service's operating boundaries), which can potentially suggest service redesign. It also includes the capacity to assign subsidy payments on a trip by trip basis to increase cost efficiency whilst meeting a greater proportion of transport needs. The case study in the paper focusses on transport to health in the Aberdeenshire and Morayshire areas of Scotland in the UK. Despite flexible transport operators receiving public funds to meet passenger needs, this is currently being supplemented by public bodies paying large amounts in taxi fares in instances where there is a statutory obligation to provide travel but where no other suitable transport service exists. The results demonstrate the potential substantial savings which could be realized by allowing transport operators to redesign their services by relaxing constraints and by the reassignment of subsidies: resulting in more passenger demands being met and a reduction in public spending on taxi fares.  相似文献
