Using the nationally representative dataset of the 2007 Pakistan Time-Use Survey, this paper examines gender differences in daily trip rate, mode choice, travel duration, and purpose of travel, which are previously unreported because of limited data availability. Wide gender mobility gaps are observed in the country, where women are less likely to travel, are half as mobile as men and may rely heavily on walking. The particular social and cultural context of the country, that renders women as private, secluded and family honor, seems influential in shaping their mobility and choice of activities. Demographic factors such as age, household income, and marital status significantly decrease female mobility levels. Hence, these findings call for a gender-based culturally responsive transportation policy in the country.  相似文献

A new procedure for generating optimal transport strategies has been applied in nine European cities. A public sector objective function which reflects concerns over efficiency, environmental impact, finance and sustainability is specified and a set of policy measures with acceptable ranges on each, identified. Optimal strategies based on combinations of these policy measures which generate the optimal value of the objective function, are identified, and compared between cities. Resulting policy recommendations are presented. The results demonstrate the importance of an integrated approach to transport strategy formulation. They emphasise the role of changes in public transport service levels and of fares, and of charges for car use. By contrast, new infrastructure projects are less frequently justified. In the majority of cities the revenues from car use charges are sufficient to finance other elements in the strategy. However, private sector involvement either in initial financing or in operation may be desirable. Revised objective functions to reflect private sector involvement are specified, and optimal strategies with private sector operation of public transport are also identified. The requirement to meet private sector rates of return for public transport operation typically results in lower frequencies and higher fares; charges for car use then need to be raised to satisfy public policy objectives, but system performance is reduced. Path finding problems have many real‐world applications in various fields, such as operations research, computer science, telecommunication, transportation, etc. In this paper, we examine three definitions of optimality for finding the optimal path under an uncertain environment. These three stochastic path finding models are formulated as the expected value model, dependent‐chance model, and chance‐constrained model using different criteria to hedge against the travel time uncertainty. A simulation‐based genetic algorithm procedure is developed to solve these path finding models under uncertainties. Numerical results are also presented to demonstrate the features of these stochastic path finding models.  相似文献

This paper presents a reliability‐based network design problem. A network reliability concept is embedded into the continuous network design problem in which travelers' route choice behavior follows the stochastic user equilibrium assumption. A new capacity‐reliability index is introduced to measure the probability that all of the network links are operated below their capacities when serving different traffic patterns deviating from the average condition. The reliability‐based network design problem is formulated as a bi‐level program in which the lower level sub‐program is the probit‐based stochastic user equilibrium problem and the upper level sub‐program is the maximization of the new capacity reliability index. The lower level sub‐program is solved by a variant of the method of successive averages using the exponential average to represent the learning process of network users on a daily basis that results in the daily variation of traffic‐flow pattern, and Monte Carlo stochastic loading. The upper level sub‐program is tackled by means of genetic algorithms. A numerical example is used to demonstrate the concept of the proposed framework.  相似文献

This paper presents a new cost allocation method developed for estimating the fully-allocated costs of the excess peak hour bus transit service provided by two public transit systems. The estimates were produced for the explicit purpose of carrying out a realistic comparison of these costs and the costs of the potential provision of the same service by private operators. The method utilizes the same service data for the analysis. The pragmatic estimation of the fully allocated costs of service by the public and private sectors enables a more accurate estimation of potential cost savings. Sensitivity analysis was also performed using the same costing procedure to determine the range of cost savings that are feasible in a competitive contract arrangement of private sector providers. The new method separates costs of the direct provision of service from other indirect costs and thus facilitates the identification of each cost item and its significance in comparative cost estimates.  相似文献

Abstract

Coastal Louisiana is currently experiencing extensive urban growth as its natural resources are exploited. Such growth is projected to continue for the foreseeable future. This article examines problems encountered in developing wetland areas for community use. The urban development process in the coastal zone is examined using a problem‐identification methodology. This methodology consists of examining each of the stages of wetlands development sequentially, determining potential problems and their results, and specifying how the regulatory system for urban development needs strengthening in order to mitigate these problems. For those development practices determined not to be regulated at all or inadequately regulated, local ordinance amendments and other restrictive measures applicable to specific development stages are proposed. The study concludes with a brief discussion of a goals‐oriented process for deriving future urban development regulations for the enhancement of regional planning efforts.  相似文献

The 1990s saw the emergence of influential transport legislation both in the UK and in the USA. This "watershed" period appears to indicate that a significant turning point in transport policy is underway. There is now a need to re-evaluate how transport planning is done, and to consider changes to commonly used methods. Criticisms of urban transport planning are traced in the paper. These often focus on the four-stage modelling approach, but some authors also criticise the "rational comprehensive" paradigmatical framework within which the use of four-stage computer models is situated. It is argued that the rational comprehensive model of thinking is less useful today, due to the increasing complexity of the transport planning exercise; the rejection by the public of the transport planner as "expert"; and the highly political nature of transport planning. Alternative approaches are needed in order to address the new types of problems which transport planners face. The use of one such alternative approach, the Soft Systems Methodology, is illustrated as suitable for investigating complex decision-making systems in transport planning. It is suggested that this method could be beneficial in other problematic transport planning situations where the rational comprehensive approaches prove inadequate. Finally, the paper briefly looks ahead and considers the implications of a changing policy environment to the training of transport planners in the future.  相似文献

Realistic predictions of the likely safety performance of advanced transport systems will need to draw on the knowledge accumulated from a large number of safety evaluations which have already been undertaken for existing transport systems. In particular, safety evaluations of future technologies must avoid the methodological pitfalls experienced in extensively researched areas, such as road safety, if such evaluations are to be meaningful. This paper reviews the use of exposure for a broad range of road safety studies, and concludes that unsatisfactory treatment of exposure is a common failing in past evaluations of the effectiveness of road accident countermeasures. Whilst a broad range of safety analyses is discussed, the use of exposure in site safety studies is emphasized. A follow-up paper will extend the discussion to other aspects of accident exposure including exposure measures for large groups of transport system users.  相似文献

During the summer of 1994 the Florida Department of Transportation hit the road seeking ideas and opinions from the state's citizens, businesses and visitors for developing a plan for Florida's future transportation system. Making a break from the past, the department decided to forego long-winded speeches, draft plans and maps too small to read in favor of more innovative approaches to public involvement. This paper details the development and implementation of the 2020 Florida Transportation Plan public outreach program, continued public involvement efforts and the lessons learned.  相似文献
