In 1993, the International Maritime Organization adopted the International Safety Management (ISM) Code which requires all shipping companies operating certain types of vessels to establish safety management systems. Nevertheless, two decades later, maritime safety remains a concern. This article studies 94 maritime cases investigated by the Maritime Accident Investigation Branch in the UK. By providing an analysis of reported casualties and incidents, it highlights current challenges in maritime safety. For each casualty and incident, the study reviews the underlying causal factors. These causal factors are then coded according to the functional sections of the ISM Code, covering various aspects of safety management. To investigate human and organizational factors involved in the casualties and incidents, the human factor analysis and classification system (HFACS) is applied to code the same data. Finally, the relative seriousness of casualties and incidents is considered to discuss the findings from ISM Code and HFACS reviews. The study found that the main challenges pertain to the development of plans for shipboard operations, local shipboard management, and the ability of the company to verify when such practices deviate from best practices or required standards.  相似文献

This article focuses on business-process management in turbulent business environments, more specifically, the management of offshore service vessel (OSV) companies in environments of high volatility and complexity. Such logistics service providers must deal with various heterogeneous elements, and may face extreme situations with uncertain outcomes. This can have implications for the business processes and the business model implemented within the firm. The study reported here employed an explorative qualitative approach with in-depth case studies of firms in the OSV industry in the North Sea and the High Arctic. The results indicate that, in order to tackle the logistics challenges of turbulent environments, a firm may have to introduce entrepreneurial business models with strong links to external actors. To meet the needs of various stakeholders, three business processes are crucial for handling increased turbulence: (1) resource re-configuration adding basic resources as well as dynamic capabilities; (2) knowledge base and capacity, increasing cooperative relations with other firms and (3) added stakeholder- and knowledge-providing business processes. Results from in-depth studies in two different environmental contexts within offshore petroleum operations underscore the importance of adapting business-process management to task-environment complexity and uncertainty.  相似文献

Despite significant efforts to improve environmental safety in marine oil transportation, the risk of a major accident with devastating oil spills has most likely increased. Building on the regime analytical approach where it is assumed that international collaboration may benefit participating countries, it is argued that bilateral and sub-regional initiatives may increase maritime safety significantly, compared to exclusive reliance on universal conventions. A distinction is made between on the one hand investments in safety-increasing infrastructure and local capacity building and on the other, vessel design, on-board installations and crew qualifications. It is suggested that bilateral and sub-regional initiatives are more likely to be taken on the former kind of objects, targeting issues, such as modernization of port facilities, monitoring support, assistance in emergency capacity building and designation of ports of refuge, because the interaction between the involved countries are comparably stable in the cases. Actual efforts to improve safety seem to follow the logic of separation between these two types of safety-increasing measures. It is concluded that similar drivers of bilateral and sub-regional initiatives targeting specific aspects of marine safety and contributing to overall collective benefits from improved environmental protection probably exist also in other regions than the Baltic Sea.  相似文献

Abstract

Based on a review of available data from a database on large‐scale transport infrastructure projects, this paper investigates the hypothesis that traffic forecasts for road links in Europe are geographically biased with underestimated traffic volumes in metropolitan areas and overestimated traffic volumes in remote regions. The present data do not support this hypothesis. Since previous studies have shown a strong tendency to overestimated forecasts of the number of passengers on new rail projects, it could be speculated that road planners are more skilful and/or honest than rail planners. However, during the period when the investigated projects were planned (up to the late 1980s), there were hardly any strong incentives for road planners to make biased forecasts in order to place their projects in a more flattering light. Future research might uncover whether the change from the ‘predict and provide’ paradigm to ‘predict and prevent’ occurring in some European countries in the 1990s has influenced the accuracy of road traffic forecasts in metropolitan areas.  相似文献

The present paper addresses the design and optimization of a flexible composite marine propeller. The aim is to tailor the laminate to control the deformed shape of the blade and consequently the developed thrust. The development of a hydro-elastic model is presented, and the laminate lay-up which minimizes the fuel consumption for the cruising and maximum speed conditions is simultaneously determined. Results show a reduction of 1.25% in fuel consumption for the combined case corresponding to a decrease of 4.7% in the cruising speed condition. Finally, the strength of the optimal blade is analyzed using the Tsai-Wu strength index. After local tailoring of the laminate configuration throughout the propeller a maximum value of 0.7 is determined indicating no failure will occur under normal operation conditions. The results suggest that it is possible to design a medium-sized flexible composite marine propeller that will enable a reduction of the fuel consumption while withstanding the imposed loads  相似文献

Maritime Transportation Systems (MTSs) are essential for world trade; it is crucial to understand how these systems may fail, to be able to maintain their capacity. In this paper, the MTS is seen as a throughput mechanism; a technical system which serves its purpose by moving goods for its dependents. Understanding which key functions and capabilities are prerequisite for the ability to move goods, the loss of which are the failure modes, allows for the creation of a ‘business continuity plan’ for the MTS. Through two surveys and interviews with maritime transportation industry stakeholders, it was observed that while stakeholders in the industry have a solid focus on frequent operational risks, there is a lack of awareness of vulnerabilities, as well as methods for addressing and planning for low-frequency high-impact disruption scenarios. The presented approach provides a structured set of matrices of the key functions of the MTS, allowing stakeholders to increase the system's resilience through preparing to restore this limited number of critical functions.  相似文献

This paper investigates opportunities for increased profit and reduced emissions and cost by service differentiation within container shipping. Traditionally the strategy among the container lines has been profit maximization by utilizing economies of scale through the building of larger and faster vessels. In 2008, the financial crisis in combination with higher fuel prices put an end to this progress and in today’s market operators are basically trying to survive by providing standardized services at the lowest possible cost. This study investigates alternative strategies and the results indicate that container lines should provide two different services instead of one standardized service. A fast service to be more competitive versus air freight for fast-moving goods and a slow service to be more competitive versus traditional shipping types for transport of minor bulk, break bulk, liquid bulk and project cargo.  相似文献

High Reynolds number flows (Re = 1 × 106, 2 × 106 and 3.6 × 106, based on the free stream velocity and cylinder diameter) covering the supercritical to upper-transition flow regimes around a two-dimensional (2D) smooth circular cylinder, have been investigated numerically using 2D Unsteady Reynolds-Averaged Navier–Stokes (URANS) equations with a standard high Reynolds number k ? ? turbulence model. The objective of the present study is to evaluate whether the model is applicable for engineering design within these flow regimes. The results are compared with published experimental data and numerical results. Although the k ? ? model is known to yield less accurate predictions of flows with strong anisotropic turbulence, satisfactory results for engineering design purposes are obtained for high Reynolds number flows around a smooth circular cylinder in the supercritical and upper-transition flow regimes, i.e. Re > 106. This is based on the comparison with published experimental data and numerical results.  相似文献

ABSTRACT

From simple organizations as gateways for goods and passengers, ports have evolved and transformed into complex organizational systems with multiple functions. Besides providing cargo, logistics, and other kinds of services to its customers, modern ports engage in the development of their hinterlands. Sustainability, evolving from environmental actions over the years, has become the core of many modern ports’ approach towards hinterland development and port competitiveness. While the literature is concerned with and presents examples of large ports implementing sustainability initiatives, the literature is scarce on smaller ports. This article addresses this gap by exploring qualitatively the case of the Port of Aalborg, a medium-sized port in Denmark, and its evolution towards using sustainability for port and hinterland development. The research focuses on the actions behind environmental development at the port. Its evolution is mapped and explored using the analytical framework developed based on the (larger) ports’ development and their roles. The findings from the Port of Aalborg case exemplify how smaller ports can evolve to drive the sustainable development of their hinterlands and contribute to a better understanding of this kind of port.  相似文献

Abstract

The European Union (EU) promotes gradual lifting of restrictions on foreign hauliers involved in domestic road transport of goods (cabotage), and a major deregulation was scheduled in 2014. Due to complaints from several member states facing competition from new EU-countries with lower labour costs, this process was postponed until 2015. An important aspect related to such a deregulatory reform includes potential consequences for transport safety and accident risk factors. The main aims of the current paper are therefore to examine the potential transport safety outcomes of increasing internationalization of domestic road haulage, and to examine potential accident risk factors of foreign hauliers. This is done by reviewing the research literature. This paper shows that the heavy goods vehicle (HGV) accident risk varies with a factor of up to 10 in European countries, and that the accident risk of foreign HGVs is approximately two times higher than that of domestic HGVs in the studied European countries. The paper points to several risk factors and concludes that better data on accident risk and risk factors must be gathered in order to enable European authorities to correctly analyse and respond to this important traffic safety challenge.  相似文献
