Abstract

This paper analyses the productivity of a representative sample of African seaports from 2002 to 2008. Productivity scores are decomposed, based on the Luenberger productivity indicator, and the nature of technological change is analysed. The paper finds that Nigerian seaports are the most efficient, followed by Angola and Mozambique. Discussions of the results as well as related policy implications are provided.  相似文献

Transit operators face a difficult fiscal environment and an imperative to contribute to urban sustainability. Under these circumstances, operators must find innovative ways to make public transportation attractive to broader segments of the public, while simultaneously trying to raise revenue to reduce reliance on public subsidies. Development of commercial partnerships is seen as a promising way to achieve these goals. Previous research has examined the potential of using geodemographics to assist transit agencies in the task of identifying potential partners for developing mutually beneficial commercial agreements. In this paper we describe an approach to model isoexposure to transit users as a tool to assess market potential. The approach is based on the analysis of walking behavior of transit users, and specifically distance walked at the end of their transit trip. Spatial modeling is used to geographically project estimates of walking distance for a desired demographic profile at a specific transit facility. After expanding the estimates using sample weights, overlays of these estimates can be used to generate variations in exposure to transit travelers at different locations in space. The approach is demonstrated using the case of Metro users in Montreal, Canada. The case study demonstrates the use of isoexposure profiles as a novel approach to generate marketing intelligence. This should be of interest to transit agencies and businesses interested in developing partnerships.  相似文献

Real data show that reserving a lane for carpools on congested freeways induces a smoothing effect that is characterized by significantly higher bottleneck discharge flows (capacities) in adjacent lanes. The effect is reproducible across days and freeway sites: it was observed, without exception, in all cases tested. Predicted by an earlier theory, the effect arises because disruptive vehicle lane changing diminishes in the presence of a carpool lane. We therefore conjecture that smoothing can also be induced by other means that would reduce lane changing.The benefits can be large. Queueing analysis shows that the smoothing effect greatly reduces the times spent by people and vehicles in queues. For example, by ignoring the smoothing effect at one of the sites we analyzed one would predict that its carpool lane increased both the people-hours and the vehicle-hours traveled by well over 300%. In reality, the carpool lane reduced both measures due to smoothing. The effect is so significant that even a severely underused carpool lane can in some instances increase a freeway bottleneck’s total discharge flow. This happens for the site we analyzed when carpool demand is as low as 1200 vph.  相似文献

This paper addresses the situation of transport infrastructure in Central America, which poses issues of insufficiency, high-costs and lack of an integrated vision in a geographic region that is exposed to vulnerabilities due to its geological, geomorphologic and climatic conditions. The major efforts for regional integration with joint infrastructure in place seem to meet the criteria of high prioritization on ground transport and non-diversification of risk. This paper features the characteristics of the area and the potentiality of short-sea shipping to cover infrastructure deficits and the need for a more integrated planning of transport infrastructure services with better conditions to improve the regional economy competitiveness and the economic growth.  相似文献

Severe roll angles can be developed by parametric excitation in relatively moderate weather without any apparent pre-warning for the crew onboard. In this study the prospect of using rudder control to mitigate parametric roll was investigated using multi-degree of freedom simulations. A typical modern Pure Car and Truck Carrier was considered and modelled by coupling a roll model with a planar motion manoeuvring model. The combined model was calibrated using in-service, full-scale trials and model tests. Irregular variations of the metacentric height were applied to simulate recorded, full-scale events of parametric roll that have occurred with the considered design. These simulations with rudder roll control showed promising results and demonstrate that the approach could be very efficient for mitigation of parametric roll.  相似文献

Abstract

Practitioners play a critical yet largely unexamined role in translating collaborative, ecosystem-based management (EBM) for social-ecological systems from theory to practice. We paired mental models and social network analytical methods and applied them to two cases of marine EBM in Rhode Island and New York, focusing on practitioners themselves, to understand the relationship between practitioners’ mental models of marine ecosystems and the extent and nature of collaboration within each network. Mental models analysis was used to assess the comprehensiveness and balance of practitioners’ mental models, and social network analysis was used to assess the role and influence of practitioners within each network. A comparative statistical analysis was then performed to understand the relationship between mental models and network measures. Research revealed a statistically significant correlation between practitioners’ mental model comprehensiveness and practitioners’ influence within the network. In other words, practitioners with comprehensive mental models of the ecosystem for which they were planning were found to act as “brokers,” connecting those who were not otherwise connected, bridging jurisdictions, sectors, and disciplines. Results underscore the importance of brokers in achieving the collaborative and integrated goals of EBM and suggest the need for greater attention to practitioners’ role in EBM implementation.  相似文献

Latin America and the Caribbean have evolved as a region of increased interest for the maritime and port industry as well as for academic research. Maritime transport activity in the region has experienced sustained growth rates over the last decades, resulting in ever-increasing demand for maritime services and port infrastructure. At the 2011 Annual Conference of the International Association of Maritime Economists (IAME), Latin America received significant attention. This editorial responds to growing research by giving a brief overview of the current situation and contemporary issues in maritime transport within the region. In a regulated bus system operated by private companies, pecuniary incentives can be of primary importance to ensure the quality of the operation and the level of service, especially when there are only a few companies and basically no competition among them. The case of Transantiago, in the capital city of Chile, provides a good example of this. The very ambitious Transantiago project, implemented in 2007 in Santiago, integrated the bus and the subway systems, changing the route structure of the bus services, introducing a common and integrated fare system and electronic payment device, and tendering the operation of approximately 4,600 buses (which by the launch of the system in February 2007 had increased to 5600) to 10 private companies replacing some 4000 small operators which owned 8000 buses. In the beginning, the system faced huge difficulties. Operators' revenue formula basically consisted of a fixed payment, which changed slightly with the actual patronage. This quickly turned out to be a problem, and as technological support became available (several months after the launch), compliance measures were implemented, directly affecting the operators' revenue. The first measure considered the seat/standing places per hour of the buses in operation, for each company, and compared it to the theoretical figure. As a result, buses operating during peak hours increased from 4600 to 5600 in just two months. Subsequent indexes included service frequency and regularity, as well as effective bus-km, aggregated by company first and later by service. This paper shows how the successive implementation of these performance indexes had an impact on the operation of Transantiago in the first years, discusses the difficulties faced to implement them and highlights the importance of technological support to make possible the application of adequate compliance measures.  相似文献

We examined different model specifications to detect the presence of preference heterogeneity in a mode choice context. The specification that worked best allows for both systematic and random variations in tastes, with parameters obtained at the individual level using Bayesian methods. Subjective values of travel time (SVT) and expected individual compensated variation were derived and aggregated to obtain measures of social welfare. Results suggest that the benefit measures, both at the individual and at the social level, are sensitive to preference heterogeneity assumptions. SVT and welfare changes derived from travel time reductions could be underestimated if the traditional assumption of taste homogeneity is made (we detected differences up to 30% in both types of measures). We also obtained an empirical value for the error made when evaluating changes in social welfare using an approximation of the expected individual compensated variation (expressed as a function of individual SVT) rather than its exact expression.  相似文献

Dynamic Friction Models for Road/Tire Longitudinal Interaction   总被引:5,自引:0,他引:5  
Summary In this paper we derive a new dynamic friction force model for the longitudinal road/tire interaction for wheeled ground vehicles. The model is based on a dynamic friction model developed previously for contact-point friction problems, called the LuGre model. By assuming a contact patch between the tire and the ground we develop a partial differential equation for the distribution of the friction force along the patch. An ordinary differential equation (the lumped model) for the friction force is developed, based on the patch boundary conditions and the normal force distribution along the contact patch. This lumped model is derived to approximate closely the distributed friction model. Contrary to common static friction/slip maps, it is shown that this new dynamic friction model is able to capture accurately the transient behaviour of the friction force observed during transitions between braking and acceleration. A velocity-dependent, steady-state expression of the friction force versus the slip coefficient is also developed that allows easy tuning of the model parameters by comparison with steady-state experimental data. Experimental results validate the accuracy of the new tire friction model in predicting the friction force during transient vehicle motion. It is expected that this new model will be very helpful for tire friction modeling as well as for anti-lock braking (ABS) and traction control design.  相似文献
