This study investigates how air traffic emissions taxes may impact carbon emissions in the US. The magnitude of emissions savings in the US domestic airline industry that would result from lower demand for air travel as taxes are levied and air fares increase is estimated. At the same time, the air-automobile substitution effect is considered and it is argued that some air travelers may divert to automobiles, thus increasing automobile carbon emissions. Both the analysis of the aggregate US domestic airline industry and the study of a sample of US domestic route markets indicate that potentially sizeable increases in automobile traffic and related emissions may substantially reduce the environmental benefits of air travel carbon emissions taxes. In some instances, carbon emissions may even increase in short-haul markets. Sensitivity analyses are performed to demonstrate the robustness of these findings.  相似文献

Access to current, comprehensive, and reliable spatial information is necessary for informed decision making in integrated coastal and ocean management. This need is being met through development of a marine spatial information infrastructure that encompasses both technological and institutional responses. This article traces Canada's experience in developing a marine spatial information infrastructure over the last 30 years starting with the compilation of coastal atlases, through the development of geographic information systems, to remote data acquisition instruments and Web mapping portals. Because of the plethora of initiatives, it has been essential to be selected and limit the number and choice of examples. The institutional response has lagged behind that of technological innovation and hinges on understanding users’ needs and decision support drivers, sustainability of institutional and individual champions, and, above all, cooperation and collaboration among the broad community of practice.  相似文献

This paper presents a review of supply models in the field of intercity passenger transport, together with an attempt to characterize these models with regard to normative and predictive approaches, and in relation to the full hierarchy of strategic, tactical and operational decision‐making situations. The distribution of picophytoplankton (0.2–2 µm) and nanophytoplankton (2–20 µm) in the Beaufort Sea–Mackenzie Shelf and Amundsen Gulf regions during autumn, 2002 is examined relative to their ambient water mass properties (salinity, temperature and nutrients: nitrate + nitrite, phosphate, and silicate) and to the ratio of variable to maximum fluorescence, Fv/Fm. Total phytoplankton and cell abundances (< 20 µm) were mainly correlated with salinity. Significant differences in picophytoplankton cell numbers were found among waters near the mouth of the Mackenzie River, ice melt waters and the underlying halocline water masses of Pacific origin. Picophytoplankton was the most abundant phytoplankton fraction during the autumnal season, probably reflecting low nitrate concentrations (surface waters average ~ 0.65 µM). The ratio Fv/Fm averaged 0.44, indicating that cells were still physiologically active, even though their concentrations were low (max Chl a = 0.9 mg m− 3). No significant differences in Fv/Fm were evident in the different water masses, indicating that rate limiting conditions for photosynthesis and growth were uniform across the whole system, which was in a pre-winter stage, and was probably already experiencing light limitation as a result of shortening day lengths.  相似文献

This paper presents and evaluates a branch and bound algorithm and two heuristic hill-climbing techniques to solve a discrete formulation of the optimal transportation network design problem. For practical applications it is proposed to combine a hill-climbing algorithm with a uniform random generation of the initial solutions, thereby inducing a statistical distribution of local optima. In order to determine when to stop sampling local optima and in order to provide an estimate of the exact optimum based on the whole distribution of local optima, we follow previous work and fit a Weibull distribution to the empirical distribution of local optima. Several extensions are made over previous work: in particular, a new confidence interval and a new stopping rule are proposed. The numerical application of the statistical optimization methodology to the network design algorithms consolidates the empirical validity of fitting a Weibull distribution to the empirical distribution of local optima. Numerical experiments with hill-climbing techniques of varying power suggest that the method is best applied with heuristics of intermediate quality: such heuristics provide many distinct sample points for statistical estimation while keeping the confidence intervals sufficiently narrow.  相似文献

This paper addresses the issues involved with including moving obstacles in a hazard map or potential field framework for driver assistance systems. Under such a framework, control forces must consist of either conservative forces obtained from the gradient of a potential or artificial damping. By treating vehicle following as a combination of a safety distance and a hazard or potential function, common following strategies, such as constant time headway and guaranteed collision avoidance, can be incorporated into this framework without modification. When combining these fields with lateral potential fields for lanekeeping, however, challenges arise due to the natural asymmetry between the longitudinal and lateral velocity of a vehicle. For instance, a decision to change lanes while approaching a slow moving vehicle results in a large amount of undesirable energy transfer into the lateral dynamics. By treating the lateral and longitudinal hazards - described in road-fixed coordinates - as decoupled, however, such transfers can be eliminated. Because of the manner in which the lateral and longitudinal dynamics couple, control with decoupled hazard maps resembles the coupled case when following or lanekeeping while eliminating the problems associated with energy transfer. The paper concludes by discussing the characteristics of the dynamic equations that lead to this result and outlining future work in obtaining rigorous hazard bounds for the decoupled controller.  相似文献

The methodology to achieve a real time inter-comparison of five state-of-the-art operational forecast systems for the North Atlantic and Mediterranean basins is presented. All systems provide analysis and near real-time prediction of the three-dimensional ocean through Opendap servers. A standard set of diagnostics called metrics, is described. Definition and examples of metrics are given. An inter-comparison of the five systems is conducted over a 1 year period using those metrics. It is shown that the methodology developed allows a successful inter-comparison. It has been adopted by the GODAE community. It is also shown that the systems are consistent with the current knowledge of the ocean circulation and climatologies. Systems are deficient in the representation of specific water masses characteristics as Mode waters. Data assimilation of vertical profiles of temperature and salinity solve such deficiencies. Metrics also allow a monitoring of the system's North Atlantic overturning stream function and will allow detecting any changes in the coming year system's thermohaline circulation.  相似文献

The Mackenzie River is the largest river on the North American side of the Arctic and its huge freshwater and sediment load impacts the Canadian Beaufort Shelf. Huge quantities of sediment and associated organic carbon are transported in the Mackenzie plume into the interior of the Arctic Ocean mainly during the freshet (May to September). Changing climate scenarios portend increased coastal erosion and resuspension that lead to altered river-shelf-slope particle budgets. We measured sedimentation rates, suspended particulate matter (SPM), particle size and settling rates during ice-free conditions in Kugmallit Bay (3–5 m depth). Additionally, measurements of erosion rate, critical shear stress, particle size distribution and resuspension threshold of bottom sediments were examined at four regionally contrasting sites (33–523 m depth) on the Canadian Beaufort Shelf using a new method for assessing sediment erosion. Wind induced resuspension was evidenced by a strong relationship between SPM and wind speed in Kugmallit Bay. Deployment of sediment traps showed decreasing sedimentation rates at sites along an inshore–offshore transect ranging from 5400 to 3700 g m− 2 day− 1. Particle settling rates and size distributions measured using a Perspex settling chamber showed strong relationships between equivalent spherical diameter (ESD) and particle settling rates (r= 0.91). Mean settling rates were 0.72 cm s− 1 with corresponding ESD values of 0.9 mm. Undisturbed sediment cores were exposed to shear stress in an attempt to compare differences in sediment stability across the shelf during September to October 2003. Shear was generated by vertically oscillating a perforated disc at controlled frequencies corresponding to calibrated shear velocity using a piston grid erosion device. Critical (Type I) erosion thresholds (u) varied between 1.1 and 1.3 cm s− 1 with no obvious differences in location. Sediments at the deepest site Amundsen Gulf displayed the highest erosion rates (22–54 g m− 2 min− 1) with resuspended particle sizes ranging from 100 to 930 µm for all sites. There was no indication of biotic influence on sediment stability, although our cores did not display a fluff layer of unconsolidated sediment. Concurrent studies in the delta and shelf region suggest the importance of a nepheloid layer which transports suspended particles to the slope. Continuous cycles of resuspension, deposition, and horizontal advection may intensify with reduction of sea ice in this region. Our measurements coupled with studies of circulation and cross-shelf exchange allow parameterization and modeling of particle dynamics and carbon fluxes under various climate change scenarios.  相似文献
