Travel demand analyses are useful for transportation planning and policy development in a study area. However, travel demand modeling faces two obstacles. First, standard practice solves the four travel components (trip generation, trip distribution, modal split and network assignment) in a sequential manner. This can result in inconsistencies and non-convergence. Second, the data required are often complex and difficult to manage. Recent advances in formal methods for network equilibrium-based travel demand modeling and computational platforms for spatial data handling can overcome these obstacles. In this paper we report on the development of a prototype geographic information system (GIS) design to support network equilibrium-based travel demand models. The GIS design has several key features, including: (i) realistic representation of the multimodal transportation network, (ii) increased likelihood of database integrity after updates, (iii) effective user interfaces, and (iv) efficient implementation of network equilibrium solution algorithms. 相似文献

The effect of motor vehicles upon older neighborhoods has received increasing attention as residents of these areas seek to preserve the quality of life in their neighborhoods. In order to reduce through traffic in residential neighborhoods, numerous techniques have been developed, ranging from turn prohibitions to physical barriers. Since these measures have negative impacts on previous users of the streets, there has been substantial opposition to them. This paper reviews the major areas of conflict as revealed through court challenges.Nine court cases were identified by the researchers. In four, the court decision supported the control measures; in five, the courts decided against the actions. Six of the nine cases are reviewed in this paper. Major legal issues which are identified include the appropriate use of municipal police power, reasonableness in the exercise of police power, the integration of control measures into an overall transportation plan, appropriate consideration of emergency vehicle needs and the rights of access to property, and public participation in the decision. The authors conclude that properly planned and executed diversion strategies can be implemented and can withstand challenges by negatively affected parties.The opinions, findings, and conclusions expressed or implied in this paper are those of the authors only. This article examines the suitability and potential advances of decision-theoretic models from finance regarding investment decisions in shoreline stabilization projects. A set of scenarios represents the dynamics of the decision-state facing the planner and identifies factors that should be incorporated into the decision-making process. It is shown that decision models from finance can account for the risk and uncertainty inherent in shoreline stabilization projects, potentially suggest improvements and refinements to presently used cost-benefit analysis procedures, and offer new tools that can aid in decisions concerning provision of shoreline stabilization. The outcomes of these scenarios justify better planning and control of existing and future building, and that of poststorm policies. Lastly, these models allow us to explore the range of our understanding of coastal processes and interactions with shoreline stabilization projects and can identify new and useful data needed in coastal management and hazard management decisions. 相似文献

Composite front maps for improved visibility of dynamic sea-surface features on cloudy SeaWiFS and AVHRR data 总被引:1,自引:0,他引:1
Novel techniques have been developed for increasing the value of cloud-affected sequences of Advanced Very High Resolution Radiometer (AVHRR) sea-surface temperature (SST) data and Sea-viewing Wide Field-of-view Sensor (SeaWiFS) ocean colour data for visualising dynamic physical and biological oceanic processes such as fronts, eddies and blooms. The proposed composite front map approach is to combine the location, strength and persistence of all fronts observed over several days into a single map, which allows intuitive interpretation of mesoscale structures. This method achieves a synoptic view without blurring dynamic features, an inherent problem with conventional time-averaging compositing methods. Objective validation confirms a significant improvement in feature visibility on composite maps compared to individual front maps. A further novel aspect is the automated detection of ocean colour fronts, correctly locating 96% of chlorophyll fronts in a test data set. A sizeable data set of 13,000 AVHRR and 1200 SeaWiFS scenes automatically processed using this technique is applied to the study of dynamic processes off the Iberian Peninsula such as mesoscale eddy generation, and many additional applications are identified. Agent-based microsimulation models of transportation, land use or other socioeconomic processes require an initial synthetic
population derived from census data, conventionally created using the iterative proportional fitting (IPF) procedure. This
paper introduces a novel computational method that allows the synthesis of many more attributes and finer attribute categories
than previous approaches, both of which are long-standing limitations discussed in the literature. Additionally, a new approach
is used to fit household and person zonal attribute distributions simultaneously. This technique was first adopted to address

A tool for measuring the “completeness” of a complete street has applications in developing policy, prioritising areas for infrastructure investment for a network, and solving the right-of-way allocation problem for individual streets. A literature review was conducted on the state-of-art in the assessment complete street designs. Complete streets assessment requires a context-sensitive approach, thus context-sensitive standards of “completeness” must first be established by combining a street classification system with sets of priorities and target performance levels for the different types of streets. Performance standards should address a street’s fulfilment of the movement, environmental, and place functions, and be flexible enough to account for the many ways that these functions of a street can be fulfilled. Most frameworks reviewed are unsuitable for evaluating complete streets because, with few exceptions, they guide street design by specifying the design elements for inclusion on the street. Secondly, the performance of a street can be assessed according to transportation, environmental, and place criteria, and compared to the target performance levels specified by the street’s classification. As there are many different impacts to consider on a street, additional work is required to define the priorities and performance objectives for different types of streets. 相似文献

This paper examines how conversion of automobile trips of less than 3 miles to other transportation modes reduces emissions. Short trips contribute disproportionately to emissions because of cold starts. An analysis is conducted of short-trip behavior across the US using the 1995 Nationwide Personal Transportation Survey. The data is used to develop likely scenarios of mode conversions for short trips, which are then applied to estimate emission savings using MOBILE6 cold start and running emission factors for volatile organic compounds, nitrogen oxides, carbon monoxide, and carbon dioxide. The results suggest that reducing short auto trips would modestly reduce mobile source air pollution, but emission reductions are high compared to most federally-funded surface transportation interventions aimed at improving air quality. Enhanced the community pedestrian environment to encourage short trip mode conversion also produces co-benefits such as increased physical activity and subsequent reductions in chronic diseases. 相似文献
