Decades of research has generated new scientific understanding and technologies aimed at better managing environmental change in estuarine and coastal regions. Yet many across the communities of coastal and estuarine research, management, and funding believe that progress has been too slow in applying this research in practice. This essay reviews how the National Estuarine Research Reserve System’s funding program evolved over the past two decades to improve how researchers and users of research work together to increase the uptake of science to achieve resource management and conservation goals. Incremental innovation in the design of the NERRS funding program enabled more intensive and multiway engagement between funders, researchers, and users, which created new pathways for applying science in practice. Furthermore, these interactions stimulate reflection and adaptation within each separate institutional setting, supporting changes that may science to better support environmental problem solving.  相似文献

Due to economical and/or geographical constraints, most of the time overseas containers cannot be directly shipped to their destinations. These containers visit transhipment ports where they are first unloaded and temporarily stored and then loaded onto smaller vessels (feeders) to be transported to their final destinations. The assignment of these containers to outbound vessels necessitates several factors to be taken into account simultaneously. In this paper, we develop a mathematical model to reflect multiple objectives with priorities and to assign these containers to different vessels at the transit container port terminal. Although we solve a single-objective (with the weighted sum of objectives) mathematical model to optimality, we also propose two heuristic approaches to solve this complex problem for a transit agency. The first heuristic is shipment based and has four variants differing in how the opportunity costs of the assignments are calculated. The second greedy heuristic is trip based, where the goal is to maximise the capacity utilisation of the vessels. The heuristics return very promising solutions in ignorable computational times. We also provide real-life cases and present our conclusions.  相似文献

Activity scheduling simulation models represent an emerging and proposing approach to forecasting travel demand. The most significant developmental challenge is the lack of empirical data on how people actually proceed through the scheduling and conflict resolution process. This paper develops a new methodology to collect data about the rescheduling decision process. The data collection involves six stages: preplanned schedule interview, coding of the preplanned schedule, second-by-second Global Positioning System tracking, internet-based prompted recall diary, detection of rescheduling decisions (via comparison of planned versus executed activities), and a final in-depth interview probing the how and why of rescheduling decisions. Each stage of the methodology is described in detail with example results drawn from a pilot study. Key discoveries include: elicitation of multiple preplanned schedule reporting methods (verbal, point-form, calendar); discovery that activity attributes (time, location, involved persons) are planned on significantly different time horizons and include partial elaboration; and provision of new insights into how and why rescheduling decisions are made. A method for automatically tracking rescheduling decisions was also discovered. Overall, the new methodology has potential to contribute to the development of more realistic models of the entire scheduling process, especially rescheduling and conflict resolution sub-models.  相似文献

Alleviating the disability challenges experienced by people with impairments is increasingly seen as an important step towards building more inclusive societies. The very definition of disability has evolved to shift the burden from people with impairments to perform at “normal” competency levels and towards a fuller recognition of the ways that society can either build or tear down barriers that hinder their full participation in society. The objective of this paper is to investigate the factors that act as facilitators or barriers to participation by people with impairments. Specifically, the study is conducted within the context of employment status and commute distance, two outcomes indicative of the ability of individuals with impairments to engage society. Analysis is based on Canada’s 2006 Participation and Activity Limitation Survey, a post-censal survey that collects information on various aspects of disabilities for a representative sample of Canadian society. The results, based on a probit model for employment status and a regression model for commute distance, provide insights into the personal, economic, and living space factors that affect the probability of being employed and traveling longer distances.  相似文献

The goal of this paper is to better understand home-to-work travel distances throughout the Montréal Metropolitan region. A simultaneous equation modelling analysis is carried out to jointly explain commuter trip length and home–work location as a function of neighbourhood typologies, commuter socio-demographics and measures of job and worker accessibility. First, a factor and cluster analysis of urban form is performed over the entire region on a fine-scale grid pattern. The outcome of this analysis is the classification of typologies at both home and job locations. Different measures of accessibility and commuter socio-demographics are then incorporated into the analysis. Varied data sources including a detailed Montréal Origin–Destination Survey on over 30,000 home-to-work automobile trips are analyzed. Among other results, commuters that live and work in a different sub-region almost double the average trip distance and although socio-economic factors have a statistically significant correlation with commuter distance, these factors have a marginal effect. Interestingly, our results highlight the importance of urban form and job accessibility. Deciding on whether to live and work in the same sub-region was modelled as an endogenous binary random utility model; unobserved heterogeneities seem to be simultaneously influencing both the home–work location choice and trip-to-work distances. Our results underscore the importance of home–work location with respect to urban form and job accessibility. Hence, policies that support more dense and mixed land-use in suburban areas would not be enough to reduce commuter distances. These actions should be accompanied by other policy initiatives to discourage long car trips.  相似文献

In the last decade, significant research efforts and technology have been dedicated to the development of microsimulation tools for a better representation of traffic systems. As a result, several commercial packages appeared and they are used nowadays in the detailed modelling of different transportation systems and operations for specific project evaluations and local designs, mostly within the urban context. After reviewing the specialized literature, we realized that most of these microsimulation tools are oriented to the movement of cars, leaving the public transportation systems as a complement, just for a realistic representation of the transportation system as a whole, but always oriented to simulate cars. In this paper, the objective is to provide guidelines on how to incorporate the necessary entities and components for a proper simulation of public transport systems in a microsimulation environment. Thus, the different approaches to simulate transit systems at a microlevel are discussed, highlighting the necessity of including stops, passengers and transit vehicles explicitly as entities within the microsimulation environment, for modelling transfer operations, control strategies, etc. Several examples are then provided to quantify the impact of such representations, for different cases and potential simulation platforms. Broadcast capacity of the entire network is one of the fundamental properties of vehicular ad hoc networks (VANETs). It measures how efficiently the information can be transmitted in the network and usually it is limited by the interference between the concurrent transmissions in the physical layer of the network. This study defines the broadcast capacity of vehicular ad hoc network as the maximum successful concurrent transmissions. In other words, we measure the maximum number of packets which can be transmitted in a VANET simultaneously, which characterizes how fast a new message such as a traffic incident can be transmitted in a VANET. Integer programming (IP) models are first developed to explore the maximum number of successful receiving nodes as well as the maximum number of transmitting nodes in a VANET. The models embed an traffic flow model in the optimization problem. Since IP model cannot be efficiently solved as the network size increases, this study develops a statistical model to predict the network capacity based on the significant parameters in the transportation and communication networks. MITSIMLab is used to generate the necessary traffic flow data. Response surface method and linear regression technologies are applied to build the statistical models. Thus, this paper brings together an array of tools to solve the broadcast capacity problem in VANETs. The proposed methodology provides an efficient approach to estimate the performance of a VANET in real-time, which will impact the efficacy of travel decision making.  相似文献

Appropriate port regulation and competitive forces tend to be related to higher levels of operational and economic performance of ports. From a policy-making perspective, pursuing efficiency and securing competition in ports to reach a level playing field is a two-step process requiring (1) ex-ante regulations to set the rules that maximize the competition for the market, especially when the policy objective is to attract private operations to ports on competitive concession processes and (2) ex-post competition policy to monitor and preserve competition in the market. This paper studies port regulation in Latin America and the Caribbean (LAC) from a competition perspective, analyzing both ex-ante and ex-post policies implemented in the region. The analysis reveals that the competitive environment in LAC is low, giving room for possible anticompetitive practices in the LAC port sector. Since the end of the 1990s, approximately 80% of container terminals in the region were granted to only five companies. Chile and Mexico have been found to be the best practices in the region, with better conditions assuring robust competition in the market. The main policy implication from this analysis is the need for a stronger involvement of antitrust agencies throughout the port concession processes.  相似文献

Literature has focused on studying port choice independently or as an element of a supply chain without considering the joint selection with the country of origin/destination of the imports/exports. However, the characteristics and location of a port may make it more attractive to mobilise more freight from/to some particular countries rather than others, making the port choice decision dependent on the country of origin/destination of the cargo. This article proposes advanced econometric models to evaluate simultaneously port choice and the country of origin/destination choice for Colombian imports and exports. Findings suggest that for imports and exports domestic freight rate is the most important variable for the joint choice process. Also, for exports, maritime transit time is more relevant than for imports, while for the frequency of shipping lines the opposite is true. The existence of a trade agreement and the gross domestic product per capita also have a significant influence on the election of a country for exports/imports.  相似文献
