Georges Bank is one of the world's most highly productive marine areas, but the mechanisms of nutrient supply to support such high productivity remain poorly understood. Intrusions of nutrient-poor Labrador Slope Water (LSW) into the Gulf of Maine (NAO-dependent) potentially can reduce nutrient delivery to the bank, but this mechanism has not been quantitatively examined. In this paper, we present the first whole-year continuous model simulation results using a biological–physical model developed for the Gulf of Maine/Georges Bank region. This high-resolution three-dimensional coupled model consists of the Finite Volume Coastal Ocean Model (FVCOM) and a Nitrogen–Phytoplankton–Zooplankton–Detritus (NPZD) model, and was used to examine the influences of local and external processes on nitrogen and phytoplankton dynamics on Georges Bank. The model captured the general pattern of spatial-temporal distributions of nitrogen and phytoplankton and provided a diagnostic analysis of different processes that control nitrogen fluxes on Georges Bank. Specifically, numerical experiments were conducted to examine seasonal variation in nitrogen transport into the central bank (new nitrogen supply) versus nitrogen regenerated internally in this region. Compared with previous observation-based studies, the model provided a quantitative estimate of nitrogen flux by integrating the transport over a longer time period and a complete spatial domain. The results suggest that, during summer months, internal nitrogen regeneration is the major nitrogen source for primary production on the central bank, while nitrogen supply through physical transport (e.g. tidal pumping) contributes about 1/5 of the total nitrogen demand, with an estimated on-bank nitrogen transport at least 50% less than previous estimates. By comparing the model runs using different nitrogen concentrations in deep Slope Water, the potential influence of NAO-dependent intrusions of LSW was examined. The results suggest that the change of nitrogen concentration in the deep Slope Water may not have a significant impact on nitrogen and phytoplankton dynamics on the well-mixed central bank, largely due to limited nutrient exchange across the tidal mixing front and enhanced near-frontal nutrient uptake. However, relatively more significant impact was observed in the model simulations if both well-mixed and seasonally-stratified areas (inside 100 m isobath of the bank) were considered in flux calculations. 相似文献

Weigh-in-motion systems have been widely used by state agencies to collect the traffic data on major state roadways and bridges to support traffic load forecasting, pavement design and analysis, infrastructure investment decision making, and transportation planning. However, the weigh-in-motion system itself poses difficulties in obtaining accurate data due to sensor characteristics that can be sensitive to vehicle speed, weather conditions, and changes in surrounding pavement conditions. This study focuses on developing a systematic methodology to detect weigh-in-motion sensor bias and enhance current practices for weigh-in-motion calibration. A mixture modeling technique using an expectation maximization algorithm was developed to divide the vehicle class 9 gross vehicle weight into three normally distributed components: unloaded, partially loaded, and fully loaded trucks. Then the well-known statistical process control technique cumulative sum control chart analysis was applied to expectation maximization estimates of daily mean gross vehicle weight for fully loaded trucks to identify and estimate shifts in the weigh-in-motion sensor. Special attention was given to the presence of autocorrelation in the data by fitting an autoregressive time-series model and then performing cumulative sum control chart analysis on the fitted residuals. Results from the analysis suggest that the proposed methodology is able to estimate a shift in the weigh-in-motion sensor accurately and also indicate the time point when the system went out of calibration. This methodology can be effectively implemented by state agencies, resulting in more accurate and reliable weigh-in-motion data. 相似文献

The federal consistency provision of the Coastal Zone Management Act (1972) created a new form of interaction between federal and state governments. The implementation of this provision has significant ramifications for coastal management and intergovernmental cooperation in the United States. Past studies have focused on the provision's implementation patterns among U.S. coastal states and federal-state disputes mediated by the Secretary of Commerce. This supplemental article examines judicial interpretations of the federal consistency provision over the past two decades in relation to major issues deliberated by Congress at the time of enactment. Recent changes in the provision, as well as those unresolved issues likely to resurface in future litigation, are also discussed. from the expansion of the Panama Canal and the consequent increase in ship-borne commercial transportation from east Asia

Environmental justice (EJ) assessment has traditionally focused on identifying distributive effects to protected populations. Federal and State highway improvement programs have been established to stimulate economic development for these populations. While this issue has long been recognized as part of EJ initiatives, no quantitative comparisons of highway construction impacts on protected populations have been reported in the literature. This paper presents a dynamic modeling approach to investigate impacts to protected and low-Income populations in highway planning using an integrated Geographic Information System (GIS) and Genetic Algorithms (GAs) optimization framework. Using census and county level parcel data, the model integrates various socioeconomic factors into a GIS while generating highway alignments using GAs. Examples using county level census data from North Carolina are demonstrated to test the sensitivity of generated highway alignments with constrained distances from protected populations. The results indicate that it is important to consider local social and economic effects, in addition to regional planning objectives when measuring the effectiveness of feasibility studies associated with highway construction. Within the proposed modeling framework attention is directed on various EJ initiatives, such as environmental health and safety laws in minority and low-income areas. The model would help planners, designers, and policy-makers understand the intricate interrelationships among local communities, while facilitating more scientific and economically equitable planning for highway construction projects. 相似文献

Three of the most highly regarded disaggregate mode split models incorporate very different estimates of the responsiveness, or elasticity, of mode choice to changes in auto travel times and costs. These differences appear to be due in part to the varying specifications used by the model, and particularly whether certain variables (such as a dummy variable for CBD destinations or automobile ownership) are included in addition to the more traditional variables (such as travel time, cost, and household income). More research is needed on the implications of the theory of traveler choices for model specification and the effect of alternative, but theoretically justifiable, specifications on elasticity estimates. Until this research reduces our uncertainty about the elasticity of demand, analysts evaluating transportation policies should assess the sensitivity of their results to the range of plausible elasticities or models. 相似文献
