Abstract Corals and coral communities provide substantial societal benefits by virtue of their recreational and esthetic appeal, the habitat provided for commercially harvested fish and shellfish, the structural foundation provided for productive coastal ecosystems, and the market value of harvested coral specimens. Coral resources are subject to adverse effects from pollution, dredging, specimen collecting, anchor damage, commercial fishing, overharvesting, and activities related to offshore petroleum development. Management programs which protect coral resources in the United States comprise a patchwork of separate federal and state programs. They attempt to adapt broad regulatory authorities for parks, fisheries, offshore mineral resources, and other subjects for the purpose of coral conservation. These programs embody species‐specific, area‐specific, and generic approaches to coral management. This paper traces the evolution of U.S. coral management programs and comments on their respective strengths and weaknesses. Alternative approaches for strengthening management systems could include new coordinating committees, legislation, memoranda of agreement between involved agencies, and others. 相似文献

Surfical sediments within Corunna Lake, a moderate size Intermittently Closed and Open Lake Lagoon (ICOLL), were examined for solid phase nutrient concentrations (TN, TP, TOC,) and solute exchange rates between the sediment and water column (O2, NO3–N, NH4–N, FRP, and N2). The surfical sediments in Corunna Lake contained high concentrations of TN (5 mg/g dry mass), total phosphorus (0.6 mg/g dry mass), and TOC (~ 5% dry mass). The carbon stable isotope ratio (δ13C) and TOC:TN ratios (δ13C ~ ? 24, TOC:TN ~ 11–14) demonstrated that the composition of the organic matter in the sediment was a mixture derived primarily of degraded planktonic matter. The close association between TP and Fe concentrations highlighted the potential role Fe plays in mediating Filterable Reactive Phosphorus (FRP) concentrations in the water column of Corunna Lake. In situ benthic chamber incubations were used to measure benthic fluxes. Solute exchange rates between the sediment and water column in Corunna Lake were similar to other reported studies (O2 = ? 469 to ? 1765 µmol m? 2 h? 1, NH4–N = 0.1–63 µmol m? 2 h? 1, NO2/NO3–N = 0 µmol m? 2 h? 1, FRP = ? 4–1.6 µmol m? 2 h? 1and N2 = 12–356 µmol m? 2 h? 1). As more carbon was deposited and mineralized the efficiency of the bacterial population to denitrify nitrogen in the sediment decreases. The linkage between land use and benthic biogeochemistry was also explored. A dairy farm exists in the middle catchment of Corunna Lake, and the receiving bay sediment consistently demonstrated the highest oxygen consumption rates in winter and spring (? 1408 µmol m? 2 h? 1 in winter, ? 1691 µmol m? 2 h? 1 in spring) and lowest denitrification efficiencies during summer (~ 3%). Nitrate/nitrite fluxes were not observed during any of the chamber incubations, with the concentrations of nitrate/nitrite being below detection limits (< 10 μg/L). Seasonal changes influenced the rates of solute exchange between the sediment and water column. Critical measures of solute exchange for NH4–N and biogenic N2 indicated that seasonal temperature changes play a significant role in mediating the reaction rates of sedimentary based biogeochemical processes. Measurable FRP fluxes were small but greater in the benthic sediments which received higher carbon inputs. Several authors have reported a strong linear relationship between daily phytoplankton production and the product of chlorophyll biomass, photic depth, and incident irradiance for a variety of estuaries. This “light · biomass” (BZpIo) formulation has been proposed as an alternative to traditional mechanistic approaches for computing phytoplankton production in numerical estuarine models. One limitation to their application in shallow systems is that the BZpIo models have been developed in relatively deep estuaries where light does not reach the bottom. We propose a nonlinear correction factor to adapt the BZpIo relationship to shallow systems where light does reach the bottom. Our function takes into account variations in incident irradiance, attenuation coefficient for light, photosynthetic efficiency, and maximum rate of photosynthesis. A series of correction polynomials are proposed for various ranges of incident irradiance, and are integrated into a single multiple polynomial which applies across all irradiance levels. Our new correction factor was tested against a 14C-based productivity dataset from shallow stations in Narragansett Bay, RI and an O2-based dataset from shallow (1.1 m) lagoon mesocosms at the University of Rhode Island. Results showed that our polynomials accurately correct BZpIo-predicted rates of production in shallow water columns. Application of our correction factor to a series of shallow water productivity datasets from the literature together with theoretical calculations show how significant the shallow water correction can be, especially in very shallow water columns with low turbidity. 相似文献

Within the frame of a Sino-German Joint Research Program, two cruises of “R/V Dong Fang Hong 2” were carried out in September–October 1998 and April–May 1999, respectively, to understand the dynamics of nutrients in the Bohai. Nutrient species (NO3−, NO2−, NH4+, PO43− and SiO32−) are determined colorimetrically on board for five anchor and 30 grid stations. In situ incubation experiments are performed to determine planktonic nutrient uptake and benthic exchange flux. Nutrient concentrations display short-term variability and seasonal change in the Bohai, with higher levels in shallow coastal waters than in the Central Bohai. The influence of riverine discharge on nutrient levels can be seen from salinity isopleths, nutrient distribution and species ratios. Near-bottom (nb) waters have similar nutrient concentrations as to the surface waters in the Central Bohai, whereas stratification takes place in the Bohai Strait and North Yellow Sea. In situ incubation experiments provide evidence that the uptake ratio (i.e. N, P) by phytoplankton is proportional to the ratios among nutrient species in ambient waters. Based on the data of this study and previously publications, a preliminary estimate of nutrient budgets via riverine input and atmospheric deposition is established. The results indicate that atmospheric deposition gains importance over rivers in delivering nutrients into the Bohai and sustain the new production, following recent decrease in riverine inflow caused by drought periods in North China and damming practices. A historical review of nutrient data indicates that concentrations of nitrogen increase and phosphorus and silica decrease in the Central Bohai over last 40 years. This potentially has an important influence on the health of ecosystem in Bohai (e.g. food web and community structure), though further study is needed to examine the scenario in more detail. 相似文献

Port economics, management and policy have progressively emerged as a distinctive research field, and a core part of maritime economics. This paper provides an analysis of all the 267 port studies published in Maritime Policy & Management (MPM) since its inception in 1973. This paper provides a content analysis for seven interrelated research theme categories including main research topics and methods, authorship distribution and citation counts. It is demonstrated that MPM played, and continues to play, a key role in publishing research on seaports. The published research increasingly applies established analytical frameworks to ports. Two major environmental problems currently affecting the Louisiana coastal zone are a high rate of wetland loss and high levels of surface water pollution. The application of secondarily treated wastewater to wetlands can be a means of dealing with both of these problems. The benefits of wetland wastewater treatment include improved surface water quality, increased accretion rates to balance a high relative water level rise due mainly to subsidence, improved plant productivity and habitat quality, and decreased capital outlays for conventional engineering treatment systems. Wetland treatment systems can, therefore, be designed and operated to restore deteriorating wetlands. Hydrologically altered wetlands, which are common in the Louisiana coastal zone, are appropriate for receiving municipal and some types of industrial effluent. While the U.S. Environmental Protection Agency has determined wetland wastewater treatment is effective in treating municipal effluent, it has discouraged the use of natural wetlands for this purpose. At the same time, funds are being used for the construction of artificial wetlands to treat municipal effluent. In the Louisiana coastal zone, however, wetlands are deteriorating and disappearing due to hydrological alteration and a high rate of relative sea level rise. If no action is taken, these trends will continue. Effluent discharge to existing wetlands should be incorporated into a comprehensive management plan designed to increase sediment and nutrient input into subsiding wetlands in the Louisiana coastal zone, improve water quality, and result in more economical waste‐water treatment. The authors believe that the Louisiana example serves as a model for other coastal areas especially in light of projections of accelerated sea level rise. 相似文献

We present a coupled sea ice–ocean-biological (including ice algae) model in the Arctic Ocean. The 1D model was developed and implemented on the Canadian Beaufort Sea shelf to examine the importance of different physical processes in controlling the timing and magnitude of primary production and biogenic particle export over an annual cycle (1987). Our results show that the snow and sea ice cover melt and/or break-up controls the timing of the phytoplankton bloom but primary producers (ice algae and phytoplankton) on the outer shelf are essentially nutrient limited. The total annual primary production (22.7 to 27.7 g-C m? 2) is thus controlled by nutrient “pre-conditioning” in the previous fall and winter and by the depth of wind mixing that is controlled in part by the supply of fresh water at the end of spring (ice melt or runoff). The spring bloom represents about 40% of the total annual primary production and occurs in a period of the year when sampling is often lacking. Time interpolation of observed values to obtain total annual primary production, as done in many studies, was shown to lead to an underestimation of the actual production. We report on an intensive campaign in the summer of 2006 to observe turbulent energy dissipation in the vicinity of a tidal mixing front which separates well mixed and seasonally stratified regimes in the western Irish Sea. The rate of turbulent dissipation ε was observed on a section across the front by a combination of vertical profiles with the FLY dissipation profiler and horizontal profiles by shear sensors mounted on an AUV (Autosub). Mean flow conditions and stratification were obtained from a bed mounted ADCP and a vertical chain of thermistors on a mooring. During an Autosub mission of 60 h, the vehicle, moving at a speed of ~ 1.2 m s− 1, completed 10 useable frontal crossings between end points which were allowed to move with the mean flow. The results were combined with parallel measurements of the vertical profile of ε which were made using FLY for periods of up to 13 h at positions along the Autosub track. The two data sets, which show a satisfactory degree of consistency, were combined to elucidate the space–time variation of dissipation in the frontal zone. Using harmonic analysis, the spatial structure of dissipation was separated from the strong time dependent signal at the M4 tidal frequency to yield a picture of the cross-frontal distribution of energy dissipation. A complementary picture of the frontal velocity field was obtained from a moored ADCP and estimates of the mean velocity derived from the thermal wind using the observed density distribution. which indicated the presence of a strong (0.2 m s− 1) jet-like flow in the high gradient region of the front. Under neap tidal conditions, mean dissipation varied across the section by 3 orders of magnitude exceeding 10− 2 W m− 3 near the seabed in the mixed regime and decreasing to 10− 5 W m− 3. in the strongly stratified interior regime. The spatial pattern of dissipation is consistent in general form with the predictions of models of tidal mixing and does not reflect any strong influence by the frontal jet. 相似文献
