ABSTRACT

A growing concern for mobility-related social inclusion and equity is evident from both academic research and planning best practices. Scholarly research promotes accessibility as the main aim of transport planning, assuming it as the evaluative approach that better conveys how mobility contributes to individuals' well-being and participation in social life. Accessibility can be crucial to address the socio-spatial inequalities that characterise manifold settings across the world. Amongst them, Latin American countries have been keen in tackling such imbalances through mobility-related interventions, as the renowned cases of Curitiba, Medellin and Bogotá show. The widespread interest in mobility as both a cause and effect of social disparities has generated an increasing stream of work that examines Latin American settings through the lenses of accessibility. This paper aims at critically reviewing the growing scholarly works that, providing accessibility-based evaluations, has examined issues of transport and equity in Latin America. Proposing a novel conceptual framework that considers the underlying ethical stance, components of accessibility and implications for planning and policy, this work examines what approaches, features and indicators are present in the current literature, as well as what settings have been taken into consideration by scholarly research. Moreover, the review has an explicit operational interest, to define what indicators are relevant or missing to assess accessibility in the light of social concerns, as well as to consider the current and potential implications that such research findings have on transport planning and policy. The review highlights how a growing but still limited body of work has examined transport and equity in Latin America, suggesting academic, technical and operational avenues to enhance theoretical and practical approaches to the issue.  相似文献

In this article, a logic for vehicle dynamics control during partial braking while turning a corner is presented, which only requires knowledge of the instantaneous speed of the four wheels. For this reason, the proposed control algorithm can be adopted on all ABS equipped cars. A scheme of the simulation program for logic validation is described, which is constituted by a loop of software models of the principal vehicle subsystems which are singly illustrated. The proposed logic has been tested both in closed and open-loop maneuvers. The results are provided in the form of time histories of the principal analyzed quantities. The analysis of the results confirms the goodness of the proposed control strategy.  相似文献

The paper proposes and applies a method for systematically sorting and reducing the number of different possible solutions to a network design problem (NDP). This is achieved first by defining a topological similarity measurement and then by applying cluster analysis. The NDP can be derived from the scientific literature. In general, the method consists of some models and subsequent algorithms that generate different solutions (enumerative, branch and bound, genetic, expert panel, ...) and evaluate for each solution an objective function (with deterministic or stochastic network assignment and with elastic or inelastic demand). The NDP, mainly in urban areas, needs multi-criteria evaluation and in each case a large set of non-dominated solutions is generated. In this paper, in order to select solutions and identify latent optimal network layouts, cluster analysis is carried out. The methodology utilises a “cluster” formation in relation to the solution topology and a “best” (representative) solutions extraction in relation to the criteria values. It can be utilised after solving the existing multi-criteria NDP and in other network problems, where the best solutions (for global or local network layouts) are extracted (with respect to the network topology) from a large set. The method is applied in a test system and on different real networks in two Italian towns, in order to analyse the goodness of the solution algorithm and assess its possible application to different networks.  相似文献

This paper proposes a model system developed in order to support ex-ante assessment of city logistics measures. The model system allows us to simulate the choices of each decision-maker involved in the urban freight transport and logistics and to investigate how the policies and the following measures can influence her/his choices.The model system is an open architecture and consists of two levels: commodity and vehicle. The commodity level allows us to analyse the attraction and acquisition movements taking into account the effects due to city logistics policy implementation affecting the end-consumer and retailer/wholesaler/producer (restocker) choices. The freight sold in each urban shop (or in general urban business) is estimated starting from consumption demand and, then, the restocker’s choices for restocking are analysed in depth. The vehicle level focuses on the restocking process and the links between retailer and wholesaler/producer operating in the study area. This level allows us to investigate the impacts of implementing city logistics measures on journey time, timing and path used for restocking the urban retail businesses.  相似文献
