Graph based signal-behavior-structure mapping for state maintenance of equipment

Equipment has dual nature: physical objects existing in nature, and artificial objects designed by human. The decision on the configuration and structural parameters of equipment is made by engineers based on technical-physical effects which control the behavioral parameters of the equipment. Sensors are mounted on the equipment to monitor the equipment state. Current methods for state monitoring and diagnosis mostly use mathematics and artificial intelligence technology to construct evaluation methods. This paper presents an integrated design and state maintenance method, in which graph and dual graph are used for recording design data and sensor arrangement and for mapping method from signals to substructures and connection pairs. An example of state maintenance of hydro power generating equipment is illustrated.

Compressive sensing reconstruction based on weighted directional total variation

Directionality of image plays a very important role in human visual system and it is important prior information of image. In this paper we propose a weighted directional total variation model to reconstruct image from its finite number of noisy compressive samples. A novel self-adaption, texture preservation method is designed to select the weight. Inspired by majorization-minimization scheme, we develop an efficient algorithm to seek the optimal solution of the proposed model by minimizing a sequence of quadratic surrogate penalties. The numerical examples are performed to compare its performance with four state-of-the-art algorithms. Experimental results clearly show that our method has better reconstruction accuracy on texture images than the existing scheme.     

A proposed quantitative methodology for the evaluation of the effectiveness of Human Element,Leadership and Management (HELM) training in the UK

In 2006, a review of maritime accidents found that non-technical skills (NTSs) are the single largest contributing factor towards such incidents. NTSs are composed of both interpersonal and cognitive elements. These include things such as situational awareness, teamwork, decision making, leadership, management and communication skills. In a crisis situation, good NTSs allow a deck officer to quickly recognise that a problem exists and then harness the resources that are at their disposal to safely and efficiently bring the situation back under control. This paper has two aims. The first is to develop a methodology which will enable educators to quantitatively assess the impact of Maritime and Coastguard Agency (MCA)-approved Human Element, Leadership and Management (HELM) training on deck officer’s NTSs with a view to identifying further training requirements. The second is to determine whether the HELM training provided to develop the NTSs of trainee deck officers is fit for purpose. To achieve these aims, a three-phase approach was adopted. Initially, a taxonomy for deck officer’s NTSs is established, behavioural markers are identified and the relative importance of each attribute is calculated using the analytical hierarchy process (AHP). Subsequently, a set of scenarios were identified for the assessment of deck officer’s NTSs in a ship bridge simulator environment. A random selection of students that have completed the Chief Mate (CM) programme was performed, and data regarding their NTS-related performance in the scenarios was collected. Finally, the collected data was fed into the evidential reasoning (ER) algorithm, utility values were produced and, having established these values, the effectiveness of the HELM training that the students have received was then evaluated.     

Novel Application of High Voltage Electrostatics Corona Ions Discharge Related to Treatment,Sanitization and Disinfection of Biological Matter Such HIV-AIDS Infected Blood

A novel high-voltage electrostatics corona ions pre-charger apparatus and methods were invented earlier by Hamade related to treat various types of receptors such as but not limited to electret polymer, air filters, particulates, catalytic converters, bioaerosols, fluids, pollutants, virus, and bacteria. It is shown in this article that his work led to the construction of various prototype chargers, customized differently for each type of a receptor. In particular his recent development of biological matter corona charger (BMCC) prototype related to expose, treat, sanitize, and disinfect bioaerosols, virus, bacteria, and contaminated fluids and blood such as human immunodeficiency virus (HIV) - acquired immune deficiency syndrome (AIDS). It is shown in this paper that each previous investigated research contemplated ionized corona charger attendant to a charging process and the corona, imparts and provides enough treatment charges to receptors including the aforementioned receptors. Researchers often relied on adopting prior corona charger methods that do not necessarily and effectively solve the problems associated with them or utilize them for optimum treatment effect. The inventor exhaustively studied the characteristics of corona discharge, and has found that the greatest difficulty in corona discharge has to do with the maintenance of the corona, particularly when the receptor is being charged. This is due to variations in either the dielectric value between the corona electrode and a grounded base or flaws in the design as the receptor passes there between suppressing or hindering corona and its effectiveness. What is needed in-the-art is an apparatus and method to achieve maximum possible charge on a receptor, a charge order of magnitude greater than that used by other investigators. This often requires customizing each apparatus and method and does not just merely use one type of a charger to satisfy all applications. To satisfy this need, we build a low cost prototype BMCC that generates self-sustaining charge corona, eliminates many previous design flaws such as spark over, and make it ready for testing remotely or with apparatus.     

A medium term transport research strategy for the EEC

Abstract

Part 1 elicited major research issues and opportunities in the transport sector in the EEC from an examination of a range of planning scenarios. This article relates those issues and opportunities to the needs of the EEC transport sector policy formation and derives a set of research recommendations. The respective roles of the EEC and other institutions in developing and meeting the research needs are then discussed, concluding with some institutional proposals for the strengthening of the organization of the strategic research effort of the EEC in the transport sector.     

Scientists and Crew

This study reports on scientist/crew relations aboard research vessels at sea. It is a case study in a case study in a long-range project dealing with the relations of natural scientists in the U.S.A. to various segments of the lay population. An earlier paper dealt with the interaction of scientists and Government policy makers during the science-advisory process [1]. In that study we found that the frustration was reciprocal; scientists and policy makers were equally vocal on what was wrong with ‘ the other groups’. The present research, by comparison, focuses on scientists and members of ‘the working class’. Here we find the frustration rather one-sided, reflecting the differences in status and power of the two groups. On a research vessel, science and scientists control the lives and careers of the mariners. In the science-advising committee, members of both government and science meet as social equals.

In this paper elements of conflict between scientists and crew on a research vessel are described. It is suggested that conflict between these two groups is the inevitable result of extending the ‘intellectual’/‘worker’ class conflict of our society to a closed space at sea. The controlling mechanism of the conflict may be called ‘subcultural privacy’, a mechanism worked out by mariners to cope with the disrupting effects of a constant stream of strangers into their sea-going home. The mechanism takes the form of institutionalized ‘bitching’ and systematic physical separation of scientists and crew during critical periods of the day. It is suggested that attempts to create greater crew/scientist harmony by forcing by greater interaction (and thus a breakdown of subcultural privacy) will be counter productive.
