This article examines the uncertainties concerning the antiturst immunity for collective participation by liner conferences in intermodal transporation. Among them are the FMC's jurisdiction under the Shipping Act to authorize such collective actions, the legality of intermodal dual-rate contracts and the stringency by lsquo;public-interestrsquo; justification. Administrative and judicial decisions proved ineffective in resolving the issues which legislative actions had, over a decade, failed to deal with. These uncertainties could soon be ended with passage of the maritime antiturst polity emerging out of this Congress. It is, however, still uncertain as to whether, and to what extent, the viabilty of the conference system would be threatened by the continued growth of intermodalism and vice versa. Congressional intent to safeguard the continued growth of intermodalism and the development of other future innovations means that these two issues are of more than just academic interests. Abstract Preliminary management guidelines have been derived for oil and gas activities in coastal Louisiana. Derivation of these guidelines was done in terms of the natural function of the coastal ecosystem; this means that all economic activities should be designed to complement natural function as much as possible. The guidelines range in scope from very specific, almost performance standards, to very general admonitions. For example, we have suggested that spoil banks, produced as a result of dredging, should not be higher than the height of the daily tide or roughly 15 cm in coastal Louisiana, and at the other extreme, we have suggested that all dredging should be done with great care during wildlife migrations, spawning, and nesting times. 相似文献

Abstract Major challenges are ahead in managing the coastal zone of western Canada. Until now there has been no legislated focus through a coastal zone management act nor a policy for the management of coastal resources. Instead, policies and institutions have been evolving out of existing legislation responding to opportunities and needs as they have arisen. Management is predominantly a bargaining process the success of which depends on opportunities for informed participation by the affected interests. Considering the relatively small investments in management, bargaining appears to have worked rather well, but there are weaknesses. Fortunately, significant opportunities exist to improve performance at relatively low cost. In particular, there should be a shift from the past emphasis on inventorying, monitoring, and coordination, to the development of functional knowledge and sectoral planning that can be the basis for informed and representative bargaining. 相似文献

Abstract The Lancaster Sound Regional Study serves as a pilot project for regional planning in the Arctic. Probably the most biologically productive area of all arctic regions, Lancaster Sound represents a unique Canadian heritage. And since it occupies the strategic eastern entrance to the Northwest Passage, the Sound has long been a summer shipping route. Now, proposals are under review that would permit year‐round shipping of oil and gas from the Beaufort Sea by means of ice‐breaking tankers. Also proposed are the exploration and development of possible hydrocarbon reservoirs within the Sound. Actual decisions for the area's use must respect the interests of the native Inuit who have lived there for centuries as well as the preservation of the environment. This paper describes the preliminary phase of the regional planning for the region: the preparation of a public discussion paper to elicit informed comment and opinion on future uses of the Sound. This paper presents the results of a combined empirical orthogonal function (EOF) analysis of Advanced Very High Resolution Radiometer (AVHRR) sea surface temperature (SST) data and sea-viewing wide field-of-view sensor (SeaWiFS) chlorophyll concentration data over the Alboran Sea (Western Mediterranean), covering a period of 1 year (November 1997–October 1998). The aim of this study is to go beyond the limited temporal extent of available in situ measurements by inferring the temporal and spatial variability of the Alboran Gyre system from long temporal series of satellite observations, in order to gain insight on the interactions between the circulation and the biological activity in the system. In this context, EOF decomposition permits concise and synoptic representation of the effects of physical and biological phenomena traced by SST and chlorophyll concentration. Thus, it is possible to focus the analysis on the most significant phenomena and to understand better the complex interactions between physics and biology at the mesoscale. The results of the EOF analysis of AVHRR-SST and SeaWiFS-chlorophyll concentration data are presented and discussed in detail. These improve and complement the knowledge acquired during the in situ observational campaigns of the MAST-III Observations and Modelling of Eddy scale Geostrophic and Ageostrophic motion (OMEGA) Project. 相似文献

PAntograph–Catenary Dynamic Interaction (PACDIN) is a code developed by the vehicle technology research centre (CITV) of the Universitat Politècnica de València in collaboration with the railway company Talgo S.L. The model of the catenary is a finite element model using absolute nodal coordinates. It is based on a general formulation that can be applied for analysing a wide range of catenary configurations, including stitch wire, transitions or non-straight path tracks. The formulation is fully non-linear and includes large deformations, dropper slackening and contact interaction. The model is linearised when deformations are small, as in the case of the benchmark dynamic analysis. The results of the PACDIN code show a good agreement with the average results of other benchmark codes. 相似文献

Currently, due to the severity of world-wide air pollution by substances emitted from vehicles, emission control is being enforced more strictly, and it is expected that the regulation requirements for emission will become even more severe. A new concept combustion technology that can reduce the Nitrogen oxides (NOx) and PM in relation to combustion is urgently required. As a core combustion technology among new combustion technologies for the next generation engine, the homogenous charge compression ignition (HCCI) is expanding its application range by adopting a multiple combustion mode, a catalyst, direct fuel injection and partially premixed charge compression ignition combustion using the split injection method. This paper used a split injection method in order to apply the partially premixed charge compression ignition combustion method without significantly altering engine specifications of the multiple combustion mode and practicality by referring to the results of studies on the HCCI engine. Furthermore, the effects of the ratio of the fuel injection amount on split injection are investigated. From the test results, the adequate combination of the ratio of the fuel injection amount for the split injection method has some benefit on exhaust and fuel economy performance in a naturally aspirated single cylinder diesel engine. 相似文献
