Autonomous Underwater Vehicles (AUVs) are capable of spending long periods of time for carrying out various underwater missions and marine tasks. In this paper, a novel conflict-free motion planning framework is introduced to enhance underwater vehicle’s mission performance by completing maximum number of highest priority tasks in a limited time through a large scale waypoint cluttered operating field, and ensuring safe deployment during the mission. The proposed combinatorial route-path planner model takes the advantages of the Biogeography-Based Optimization (BBO) algorithm toward satisfying objectives of both higher-lower level motion planners and guarantees maximization of the mission productivity for a single vehicle operation. The performance of the model is investigated under different scenarios including the particular cost constraints in time-varying operating fields. To show the reliability of the proposed model, performance of each motion planner assessed separately and then statistical analysis is undertaken to evaluate the total performance of the entire model. The simulation results indicate the stability of the contributed model and its feasible application for real experiments. 相似文献

The current regime of fisheries management and the prospects for attaining a more locally oriented, collaborative system of fisheries management in Diani-Chale, Kenya are examined. At present fisheries management in Diani-Chale is characterized by diminished government capacity for regulation, weakened local institutions, and little ability to exert control over the use of fisheries. Local level management requires the development and use of local institutions that can govern the use of fishery resources. The fish landing sites used by fishers and their associated fishing grounds were identified to be at the appropriate level for resolving fishery management issues. A more formal role for these entities, the clarification of fishing ground tenure and access rights, and support for the development and enforcement of local fishing rules can further local management. The socioeconomic condition of fishers, their fear of losing landing sites, and the continued perception of the imposition of a marine reserve pose barriers to initiatives seeking to further local level management. 相似文献

This paper presents the joint optimization of signal setting parameters and dynamic user equilibrium (DUE) traffic assignment for the congested urban road network. The simulation-based approach is employed to obtain the DUE condition for the case of multiple-origin multiple-destination traffic flows. The dynamic traffic assignment simulation program (DTASP), developed in C language is used to assign the traffic dynamically on the road network, whereas method of successive averages (MSA) is modified and used to arrive at the DUE condition. The artificial intelligence technique of genetic algorithms (GAs) is applied to obtain the optimal signal setting parameters and path flow distribution factor for DUE condition. The methodology developed in such a way that joint optimization of signal setting parameters with DUE is obtained. The proposed method is applied to the real network data of Fort Area of Mumbai city comprising of 17 nodes and 56 unidirectional links with 72 Origin–Destination pairs, where all the 17 nodes are signalized intersections. The traffic flow condition for the optimized signal setting parameters is considerably improved compared to the existing signal settings. The results prove that the GA is an effective technique to solve the joint optimization problem for the real network data. 相似文献

ABSTRACTA dynamic model for marginal cost pricing of port infrastructures links costs to system performance by combining a power-law function with time-dependent queueing analysis. Additionally, the model incorporates the marginal cost of capacity, including the effects of economies of scale. This allows the calculation of the marginal cost price under a dynamic framework. The model accounts for nonlinear behaviour of port demand, which is sensitive to price and service levels. The effects over time of cost and service levels on the port’s operational performance are quantified. The proposed model allows determining the optimal timing for capacity investment. The model is a starting point for the application of marginal cost pricing to ports. However, for practical application of such pricing method it is necessary to apply a system’s approach, as productivity and costs must be assessed at the terminal’s component level. ABSTRACTHow vessel crews perceive safety on board (shipboard safety) is a useful indication for the general safety level. In this study a theoretical model was explored, involving factors that could possibly influence shipboard safety. Based on a survey questionnaire (n = 244), safety climate, shipowner efficiency demands and regulatory activities were investigated as influencing factors. Structural equation modelling gave support to the theoretical model and the findings illustrate that simultaneous involvement of various levels of the maritime system (crews, shipowners, regulators) can be effective for safety improvements. The study indicates that shipboard safety is affected by actions and prioritization by external actors through safety climate. It suggests that the maritime industry will profit from monitoring safety climate as part of the ongoing risk considerations, as a supplement to reactive parameters such as accident statistics. 相似文献

This article considers the issue of economic development as a component of coastal management initiatives in developed countries, focusing on the Forth Estuary Forum as a case study. The evolution of coastal management into integrated coastal management is briefly considered, as is the context of the Scottish coastal management system and a brief discussion of the variations between the different legal systems within the UK. The current hurdles to economic development and the views of developers and economic agencies being considered in the coastal management process itself are highlighted, illustrating the process of integration and the current voluntary regime in the UK, particularly in the Forth Estuary Forum. The coastal zone is attractive for human settlement because it tends to be resource rich, providing a good location to generate incomes and livelihoods. Equally, however, it is a complex and powerful natural environment, which means that the coastal zone often becomes a focus of conflict with multiple users competing for limited space and resources. Understanding the causes of, and determining solutions to, the ensuing problems requires inputs from a range of analyses across sectors and disciplines. However, different disciplinary and sectoral approaches frequently use different investigative methods, language, and means of presenting results. This article presents a framework that has been developed in collaboration with Indian institutions over the past three years in an effort to address some of these fundamental problems of analysis and translation into policy action. Key components addressed by the framework are strengthening the capacity to practice, knowing how to proceed and how to find out what needs to be known using experience-based problem solving. 相似文献
