Globalization, liberalization, competition and spatial interaction are significant factors affecting the transformation of manufacturing industries worldwide. In the transportation and logistics industry, however, cooperation is becoming even more critical than competition in determining firms' efficiency. Cooperation has always characterized the liner sector in which strategic alliances, mergers and acquisitions have generated twin effects: notable increases in ship size and falls in freight rates. Meanwhile, the stevedoring industry is undergoing privatization-driven consolidation and the emergence of global pure terminal operators. This article focuses on vertical integration between global carriers and terminal operators. We address the following key current issues: 1. dedicated terminals as a strategy for cutting costs and controlling integrated transport chains; 2. the struggle for supply chain control, involving global carriers versus global terminal operators, driven by financial power and technical and managerial capability. We close analysing one of the core problems of the market, namely the evolving role of the dedicated terminals. For the pure stevedores they represent an opportunity to secure a cargo, while in the hands of the liners they enable cost stability and the possibility to put pressure on pure terminal operators. 相似文献

This paper develops a conceptual framework that integrates various relevant port performance components in a way that can be used for a comprehensive port evaluation and adjustment of existing port governance models. The paper presents a synthesis of the literature on port governance models and port performance, arguing that the process of change is a dynamic one, and that the performance outcome of a reform process influences the next round of reforms. It also explores the potential for decomposing performance into two different, although related, port performances components, namely efficiency and effectiveness. Bringing into the analysis concepts like the need to integrate users’ satisfaction in port performance assessment, the paper explores the content of each of these components and their relationship. This discussion, along with empirical evidence provided by port authorities, leads to the conclusion that governance decisions, both at firm and government levels, are largely based on a very limited assessment of port performance. The effectiveness of port reform is largely neglected, with user perspectives not being an integral part of an effort to improve performance by the port or as feedback to assess the effectiveness of the governance model imposed by the government's port policy. 相似文献

The Great Barrier Reef (GBR), Australia, is managed under the GBR Marine Park Act (1975) and is seen as a shining example of marine resource management. The principle tool of management is zoning for multiple use. We examined surveillance and illegal fishing around two inshore islands (Magnetic and Orpheus) of the GBR Marine Park in 2000/2001. Both islands are near Townsville, the largest city adjacent to the GBR. Surveillance effort was low, with vessels present on only 16% of days of the year. Measurable but low levels of illegal recreational fishing occurred within no-take zones. Levels decreased with increasing surveillance effort. Thus zoning was not completely successful in protecting fish targeted by fisheries, even within the most highly enforced sections of the Park. The expansion of no-take zones in 2004 from 4.6% to 33.4% of the area of the 358,000 km2 Park represents a considerable challenge for future surveillance and enforcement. 相似文献

Coastal ecosystems such as mangroves, salt marshes, and seagrasses provide important ecosystem services, including nursery habitat for fish, shoreline protection, and the recently recognized service of carbon sequestration and storage. When these wetland ecosystems are degraded or destroyed, the carbon can be released to the atmosphere, where it adds to the concentration of greenhouses gases (GHGs) that contribute to climate change. Many federal statutes and policies specifically require that impacts on ecosystem services be considered in policy implementation. Yet, no federal statute, regulation, or policy accounts directly for the carbon held in coastal habitats. There are a number of federal statutes and policies for which coastal carbon ecosystem services could reasonably be added to environmental and ecosystem considerations already implemented. We look at a subset of these statutes and policies to illustrate how coastal carbon ecosystem services and values might affect the implementation and outcomes of such statutes generally. We identify key steps for the inclusion of the ecosystem services of coastal habitats into the implementation of existing federal policies without statutory changes; doing so would increase the degree to which these policies consider the full economic and ecological impacts of policy actions. 相似文献

Abstract Risk assessment is a methodology which has been used to evaluate the safety of major public projects, notably aerospace programs, liquefied natural gas import facilities, and nuclear power plants. This article begins with a review of public attitudes toward risk and then describes the basic components of a risk assessment. Subsequent critical analysis suggests the pitfalls inherent in the technique, especially in regard to the establishing of a criterion of safety against which the results of a risk assessment will be compared. The author identifies three such criteria and rejects two of them, including the one most commonly used in federal government agency decision‐making, as unreliable or philosophically unacceptable. Abstract An essential aspect of economic analysis associated with planning efforts is identifying the composition of existing economic activity and understanding historical trends in economic change. The shift‐share model is a useful and inexpensive tool for this purpose. Shift‐share analysis evaluates changes in local economic activities relative to changes in a reference area (usually the state or nation). Economic change is separated into a reference area component, an industry mix component, and a local share component. These measure, respectively, the effect on the local economy due to changes in the reference area, factors specific to the local mix of industries, and the changing competitive position of the local area relative to the reference area. A shift‐share analysis of Florida's coastal counties reveals that all grew much faster over the 1965–1975 period than did the national economy. This rapid growth is primarily a result of a net shift of economic activity toward the study area relative to the nation. However, a few coastal counties did exhibit a mix of slow‐growing industries. Specific industry results for Florida counties at the eighty‐industry level reveal that many industries showed significant shifts toward Florida's coastal counties. The performance of individual industries in the coastal counties generally exceeded that of the same industries in noncoastal counties. 相似文献
