Local and regional governments in the U.S. rely increasingly on voter-approved local option sales taxes (LOSTs) to fund transportation capital investments, maintenance, and operations. LOSTs typically present voters with lists of local transportation projects and programs to be funded by a ¼ to 1 percent sales tax increase. Most research on LOSTs are case studies, which make generalizations about LOSTs difficult. We conducted a comprehensive, multi-jurisdictional analysis of LOST measures in California, the U.S. state with the greatest number of LOST measures. We examined 76 LOST measures put to voters between 1976 and 2016 to assess factors associated with voter support. LOSTs in California are enacted by counties, which we examined in addition to smaller intra-county geographies using both regression models and case studies. We tested several explanatory variables for association with voter support including macroeconomic and political context, planned measure expenditures, voter characteristics, and spatial distribution of proposed projects. We found that funding dedicated to public transit and returned to local jurisdictions predicts support at the county level, and that LOSTs that create new taxes—as opposed to extending or renewing existing taxes—are less popular with voters, all else equal. Our analyses of sub-county geographies revealed that political party affiliation is the strongest predictor of local voter support for LOSTs and that voters living adjacent to funded projects tended to be more supportive of LOSTs.
The aim of this study is to investigate how innovation contributes to company performance in Norwegian shipping and to extend our knowledge concerning what organizational and inter-organizational factors influence innovation in shipping firms. The study is based on a survey of 46 Norwegian shipping companies. We find that innovation contributes to firm performance. We also find that a conscious strategy, strategy involvement, external relationships, especially market relationships, and productivity slack have a significant positive effect on the degree of innovation. In recent years it has been documented that deep-water coral reefs of the species Lophelia pertusa are a major benthic habitat in Norwegian waters. However, basic information about the biology and ecology of this species is still unknown. Lophelia live and thrive under special environmental conditions of which factors such as temperature, water depth, water movement and food supply are important. The present work explores the hypothesis that Lophelia forms reefs in places where the encounter rate of food particles is sufficiently high and stable over long periods of time for continuous growth. This is done by relating the distribution of reefs with the results of numerical ocean modelling.Numerical simulations have been performed with an idealized bottom topography similar to what is found outside parts of the Norwegian coast. In the simulations the model is first forced with an along slope jet and then with an idealized atmospheric low pressure. The model results show that the encounter rates between the particles and the water layer near the seabed are particularly high close to the shelf break. This may indicate that many Lophelia reefs are located along the shelf edges because the supply of food is particularly good in these areas.A sensitivity study of the particle supply in the area close to the seabed for increasing latitude has also been done. This shows that the Ekman transport in the benthic layer tends to create a steady supply of food for benthic organisms near the shelf edge away from the equator. 相似文献
The purpose of the International Safety Management Code (the ISM Code) is to promote safety culture in the maritime industry.
Learning the lessons from incidents should help to improve safety performance since incidents and accidents can share the
same root causes. The aim of this paper is to take a closer look at incident reporting in the Finnish shipping industry, to
study the reasons for poor incident reporting and to suggest improvements to increase reporting. The paper consists of a literature
study, which focuses on previous studies concerning incident reporting, and an interview study, which focuses on Finnish shipping
companies and their personnel. The interview study confirmed that incident reporting does not function properly within the
Finnish maritime industry. The maritime personnel have an occupational culture which is incompatible with the rule-based safety
management approach provided by the ISM Code. The willingness to report incidents could be increased if all seafarers were
involved in the reporting process and the preparation of corrective actions. In addition, the reporting procedures should

Abstract A power plant siting procedure which accounts for the protection and preservation of aquatic resources, defined as sensitive life forms and life stages of economically valuable species of finfish and shellfish, is presented as it was executed on Maryland's Eastern Shore. Negative effects of power plant development and operation are generated principally by the cooling water intake and discharge system. The site‐selection procedure is thus presented as a two‐faceted process, termed regional screening, requiring the separate but simultaneous identification of land‐based sites and cooling systems. Criteria included in regional screening for cooling systems reflected life‐sustaining processes essential to the maintenance of aquatic resources. Major sources of effects of power plants on aquatic resources and siting principles as they affect aquatic resources are defined. Information‐gathering techniques included extensive interviews with key research scientists, state personnel, and numerous Chesapeake Bay watermen. 相似文献
This article deals with the influence of three-way catalysts on the production of basic emissions, such as carbon monoxide, unburned hydrocarbons and nitrogen oxides from spark-ignition engines. A virtual simulation of the new European driving cycle is used. Characteristics of components in emissions in the front and back of the catalyst are measured on the test bed to form the basis of the simulation. Input-output analysis basically provides an estimation of a sector's economic impact by taking into account the indirect effects on all other sectors. For purposes of policy making, however, this may produce rather rigid and inaccurate results. This paper, therefore, introduces some extensions to the basic impact analysis. These extensions secure flexibility, completeness and accurateness of the outcomes. First, an accurate cost structure is determined in a bottom-up approach, i.e. by using data from a sample of representative companies. This allows for reliable outcomes and a flexible definition of sub-sectors. Secondly, the analysis is made in an intercountry context. Thirdly, the expenditure effects of generated income are determined by a macroeconomic module. Fourthly, company-level responses to alternative policy scenarios are investigated and translated into changing model parameters. These four basic elements are applied in a case study concerning the shipping sector of Germany. The scenarios are a continuation of the present policy, a laissez-faire policy, and two framework policies in which the government creates a favourable environment for shipping companies. For each scenario, the effects on value added, employment, tax revenues and expenditures are analysed and evaluated.
