Unlike regular automotive vehicles, which are designed to travel in different types of roads, railway vehicles travel mostly in the same route during their life cycle. To accept the operation of a railway vehicle in a particular network, a homologation process is required according to local standard regulations. In Europe, the standards EN 14363 and UIC 518, which are used for railway vehicle acceptance, require on-track tests and/or numerical simulations. An important advantage of using virtual homologation is the reduction of the high costs associated with on-track tests by studying the railway vehicle performance in different operation conditions. This work proposes a methodology for the improvement of railway vehicle design with the objective of its operation in selected railway tracks by using optimisation. The analyses required for the vehicle improvement are performed under control of the optimisation method global and local optimisation using direct search. To quantify the performance of the vehicle, a new objective function is proposed, which includes: a Dynamic Performance Index, defined as a weighted sum of the indices obtained from the virtual homologation process; the non-compensated acceleration, which is related to the operational velocity; and a penalty associated with cases where the vehicle presents an unacceptable dynamic behaviour according to the standards. Thus, the optimisation process intends not only to improve the quality of the vehicle in terms of running safety and ride quality, but also to increase the vehicle availability via the reduction of the time for a journey while ensuring its operational acceptance under the standards. The design variables include the suspension characteristics and the operational velocity of the vehicle, which are allowed to vary in an acceptable range of variation. The results of the optimisation lead to a global minimum of the objective function in which the suspensions characteristics of the vehicle are optimal for the track, the maximum operational velocity is increased while the safety and ride quality measures of the vehicle, as defined by homologation standards, are either maintained in acceptable values or improved. 相似文献
Although panels offer significant advantages over cross sectional data especially in terms of evaluating the effects of significant
policy changes, there are precious few examples of panels built around an important change to an urban transport system. For
this reason we took the opportunity of the introduction of Transantiago, a radically new public transport system for Santiago
de Chile in February 2007, to form a panel, the first wave of which was taken in December 2006. The final objective was to
use this Santiago Panel to estimate mode choice models considering both inertia and policy effects. This document describes both the design and construction
of the panel, and presents some results based on an analysis of its four waves; for example, we registered a high percentage
of mode change (55.1%) attributable to the introduction of the new system. The panel can claim the highest response rate (or
lowest attrition) reported in the literature (95% in the second wave, 92% in the third one, and 85% in the forth one). This
hints at the possibility of developing sophisticated models to evaluate the effects of a system shock in the presence of inertia

The application of social marginal cost pricing (SMCP) in PPP's in the railway sector faces several challenges. We examine in detail the practical applicability of SMCP in railway PPPs from the perspectives of cost accounting and effectiveness of SMCP towards the allocative efficiency goal, addressing the likely drawbacks in conciliating the welfare objectives of SMCP with the objectives of project financing (cost recovery) and value for money that justify the realization of PPP's. To this end, we combine theoretical analysis with the observation of empirical results of a case study. We split the analysis per type of private service provision, which can be for service operation or infrastructure management. For infrastructure management, we recommend splitting the operator remuneration and the track access charges. For service operation, we argue that the correct decision on source of funding of the service operator should depend on the characteristics of the contract. 相似文献
A travel plan is a mechanism for delivering a package of transport measures at a site to manage car use and encourage the use of more sustainable forms of transport. In recent years, travel plans have been required for new infill and greenfield developments through the land-use planning and approvals process, predominantly in the United Kingdom, the United States, continental Europe and Australia. This paper contributes to the literature by providing a global review of travel plans for new developments. The results show that while travel plans for new developments share a common set of elements with those for pre-existing sites, differences within each element are notable, particularly in the types of travel plan measures adopted, processes for managing the travel plan, and approaches to monitoring and review. Results of previous evaluations have varied considerably, although most have reported a reduction in car driver trips of 10–20 percentage points. Despite this, most evaluations lack rigour, with a paucity of robust evidence. Key success factors identified by the literature, such as the provision of an explicit policy supporting the role of travel plans, should be embedded within the travel planning process where possible to ensure best outcomes for new developments. 相似文献
The International Maritime Organization defines maritime domain awareness as the effective understanding of any activity that could impact upon the security, safety, economy or environment. The traditional approach to manage it is based on state sovereignty over national territorial waters where authorities exercise their responsibilities within the defined specific area. Lately, new issues of transboundary dimension (i.e. piracy, overfishing, pollution) are changing the high seas from an open space governed by the rule of freedom into a common domain requiring new governance approach to manage its complex international problems. This paper investigates the use of sustainable development methodology to explore governance solutions within the socio-technical domain of maritime awareness. The outcome suggests that the use of sustainable development tools can and should be used to support the development and implementation of cooperative governance models which are more appropriate for creating global maritime domain awareness than the traditional state-centric and sector-based models. The Master Plan has long been the traditional go-to approach to airport development. It was originally conceived for a scenario of stable growth. In recent decades, however, the airport industry has undergone substantial structural changes, with the traditional Master Plan progressively revealing limitations with regard to airports coping with the market’s unpredictability. There have since been increased calls for flexibility in the approach as an alternative or as a complement to the traditional Master Plan. A flexible development plan helps to accommodate changes within terminals. This paper presents a review of the current literature on airport terminal flexibility, covering a total of 19 reference works. The works were analysed in terms of the concepts, definitions and deployment frameworks, or similar. The review reveals that research in airport terminal flexibility is still in its early stages. A consensual definition has yet to be defined and no robust framework for deploying flexibility has been defined. We propose a new definition of flexible development. Furthermore, flexibility has been studied essentially in the context of expansion. However, in certain regions where land availability is scarce, other forms of airport development may be more important. We conclude the paper with suggestions for future research areas. 相似文献

Special attention has been paid to sustainable macroalgae cultivation in Europe. The question on where suitable cultivation areas lie, without conflicting with current marine socio-economic activities and respecting the environment, remains a great challenge. Considering 13 criteria critical to seaweed farming such as depth, shipping traffic, and distance to ports, this paper aimed to identify suitable and sustainable offshore areas on the West Coast of Sweden for the cultivation of the Sugar Kelp, Saccharina latissima. An integrated approach with the tools geographic information systems (GIS) and multi-criteria analysis (MCA) was used to aggregate the criteria by means of Boolean and weighted linear combination (WLC) techniques. The Boolean method singled out 544?km2 as suitable, whereas the WLC method indicated 475?km2 as highly suitable. Both techniques complement each other in finding optimal sites. Furthermore, the integrated models excelled in providing an overview for effective spatial decision-making that fosters sustainable development of macroalgae cultivations within marine and coastal systems.
