This paper investigates the factors that influence the choice of, and hence demand for taxis services, a relatively neglected mode in the urban travel task. Given the importance of positioning preferences for taxi services within the broader set of modal options, we develop a modal choice model for all available modes of transport for trips undertaken by individuals or groups of individuals in a number of market segments. A sample of recent trips in Melbourne in 2012 was used to develop segment-specific mode choice models to obtain direct (and cross) elasticities of interest for cost and service level attributes. Given the nonlinear functional form of the way attributes of interest are included in the modal choice models, a simple set of mean elasticity estimates are not behaviourally meaningful; hence a decision support system is developed to enable the calculation of mean elasticity estimates under specific future service and pricing levels. Some specific direct elasticity estimates are provided as the basis of illustrating the magnitudes of elasticity estimates under likely policy settings.  相似文献

Obtaining attribute values of non‐chosen alternatives in a revealed preference context is challenging because non‐chosen alternative attributes are unobserved by choosers, chooser perceptions of attribute values may not reflect reality, existing methods for imputing these values suffer from shortcomings, and obtaining non‐chosen attribute values is resource intensive. This paper presents a unique Bayesian (multiple) Imputation Multinomial Logit model that imputes unobserved travel times and distances of non‐chosen travel modes based on random draws from the conditional posterior distribution of missing values. The calibrated Bayesian (multiple) Imputation Multinomial Logit model imputes non‐chosen time and distance values that convincingly replicate observed choice behavior. Although network skims were used for calibration, more realistic data such as supplemental geographically referenced surveys or stated preference data may be preferred. The model is ideally suited for imputing variation in intrazonal non‐chosen mode attributes and for assessing the marginal impacts of travel policies, programs, or prices within traffic analysis zones. Loss and damage caused by unscheduled events, especially earthquakes, have sudden and significant impacts not only on the region’s economy where the event occurs but also on other regions. The New Madrid Seismic Zone, located in the center of the United States, could have great impacts on economic activities related to this area, if a major earthquake occurred. Based on the 1993 US Commodity Flow Survey [US Commodity Flow Survey, 1993. Available from: <http://www.bts.gov/ntda/cfs/prod.html>], more than 42% of total commodity flows in the US are related to the greater Midwest, which includes the New Madrid Seismic Zone. If a catastrophic earthquake occurred in this area, the indirect damages could spread far beyond the region, and could have sizable impacts on other regions. A model of interregional commodity flows, incorporating regional input–output relationships, and the corresponding transportation network flows, was applied to assess the economic impacts of such an unexpected event. The economic impacts from the event are described for three hypothetical scenarios, analyzing the magnitude and the extent of the direct and indirect impacts. These analytical results may be used to propose strategic management of the recovery and reconstruction efforts after the event.  相似文献

中国传统文化价值观讲究“国家”、“家庭”、“父母”、“师长”优先于个人.本研究以“美国人眼中的中国”大型国际调研数据为基础,通过对涉及中国传统文化价值观的8个问题与人口学属性(性别、年龄、受教育程度、收入、种族、党派归属)和媒介接触频率进行回归分析后发现:受教育程度高者及黑人/非洲裔美国民众对中国传统文化价值观的认同度相对较低,而保守党人士及较多通过广播收听新闻的美国民众对中国传统文化价值观的认同度较高.由此导出,在中国国际形象塑造和对美文化交流中,应该注重“分众”传播.  相似文献

This paper reviews the economic literature relating to aviation safety; analyzes the safety record of commercial passenger aviation in the United States and abroad; examines aviation security as a growing dimension of aviation safety; and identifies emerging issues in airline safety and challenges for aviation safety research. Commercial airline safety has improved dramatically since the industry's birth over a century ago. Fatal accident rates for large scheduled jet airlines have fallen to the level where (along many dimensions) aviation is now the safest mode of commercial transportation. However, safety performance has not been evenly distributed across all segments of commercial aviation, nor among all countries and regions of the world. The finding that developing countries have much poorer safety records has been a persistent conclusion in aviation safety research and continues to be the case. Unfortunately, operations data are not available for many of the airlines that experience fatal accidents, so it is not possible to calculate reliable fatality rates for many segments of the worldwide aviation industry. Without more complete information, it will likely be difficult to make substantial improvements in the safety of these operations. Challenges to improving aviation security include: how much to focus on identifying the terrorists as opposed to identifying the tools they might use; determining how to respond to terrorist threats; and determining the public versus private roles in providing aviation security. The next generation of safety challenges now require development and understanding of new forms of data to improve safety in other segments of commercial aviation, and moving from a reactive, incident-based approach toward a more proactive, predictive and systems-based approach.  相似文献

Research has shown that even when rail travel is the most cost-effective mode of transport for a particular journey, many travellers will still choose other modes. This indicates the existence of non-financial barriers to rail use, and this paper reviews the evidence on the importance of such barriers, focusing particularly on the UK but also considering research from other countries. A total of 37 distinct barriers were identified, and these can be divided into “hard”, “soft” and “complementary” factors. Travellers are unlikely to consider these barriers individually, viewing them instead as a package, which can make it difficult to identify which barriers are most significant. In many cases, all barriers which exist for a particular traveller will need to be addressed before mode shift occurs. After considering the relative importance of the different barriers, the paper concludes by making some suggestions as to the most effective ways in which these barriers can be overcome and mode shift to rail achieved. This has key implications for transport policy, as it can inform the targeting of the limited funds available to influence travel behaviour and increase the sustainability of travel patterns.  相似文献

Abstract

Recent concessions in France and in the USA have resulted in a dramatic difference in the valuation placed on the toll roads; the price paid by the investors in France was 12 times current cash flow whereas investors paid 60 times current cash flow for US toll roads. In this paper, we explore two questions: what accounts for the difference in these multiples? and what are the implications with respect to the public interest? Our analysis illustrates how structural and procedural decisions made by the public owner affect the concession price. Further, the terms of the concession have direct consequences that are enjoyed or borne by the various stakeholders of the toll road.  相似文献

Abstract

Numerous research studies have elicited willingness‐to‐pay values for transport‐related noise. However, in many industrialized countries including the UK, noise costs and benefits are still not incorporated into appraisals for most transport projects and policy changes. This paper describes the actions recently taken in the UK to address this issue, comprising: primary research based on the city of Birmingham; an international review of willingness‐to‐pay evidence; the development of values using benefit transfers over time and locations; and integration with appraisal methods. Amongst the main findings are: that the willingness‐to‐pay estimates derived for the UK are broadly comparable with those used in appraisal elsewhere in Europe; that there is a case for a lower threshold at 45 dB(A)Leq,18h rather than the more conventional 55 dB(A); and that values per dB(A) increase with the noise level above this threshold. There are significant issues over the valuation of rail versus road noise, the neglect of non‐residential noise and the valuation of high noise levels in different countries. Conclusions are drawn regarding the feasibility of noise valuation based on benefit transfers in the UK and elsewhere, and future research needs in this field are discussed.  相似文献

This article demonstrates how benefit transfer can quantify tourism and existence values. Existing literature values of sea otters and a meta analysis yield benefit estimates of several million dollars for the increased number of sea otters expected by USFWS in the next decade if the “no otter zone” is eliminated and otters allowed to expand along the Santa Barbara coast. These benefit estimates of sea otter expansion exceed the costs to commercial fishing. Thus the benefit transfer approach can contribute to a more complete economic analysis of endangered species recovery or critical habitat efforts than the current USFWS approach.  相似文献
