The ability of conventional South African travel analysis practices to analyse adequately the travel needs of the poor is examined. The origins and nature of conventional practices are described, and it is observed that typically their scope has been limited to motorized modes, commutes and peaks. The paper reports on the findings of an activity diary survey administered in Cape Town that extended the conventional scope of analysis. An activity‐based survey method was selected because it typically yields higher rates of trip recall than other methods and is therefore relatively well suited to investigating travel behaviour in its fuller complexity. Selected findings of the survey are presented to demonstrate that travel occurring by non‐motorized modes, for non‐work purposes and during off‐peak periods, is considerable. It is argued that the conventional limitation in analytical scope can create serious misconceptions of the true nature of travel behaviour, particularly of low‐income households. By restricting the focus of analysis to motorized, work and peak period trip‐making, there is a risk of a routine bias being introduced in the way the urban passenger transport problem is understood, and in the nature of the interventions that are implemented as a result. 相似文献

This research study was designed to assess by simulation the efficacy of incident detection by cellular phone call-in programs.
The assessment was conducted by varying the proportion of drivers with cellular phones on the highway so as to mirror the
cellular industry statistics that show a continued growth of ownership of cellular phones in the United States. An analytical
model, which combined simulation and the limited field data available in the literature, was used to determine measures of
effectiveness of the cellular phone-based detection system.
The results showed that a cellular phone detection system offers fast incident detection times and higher detection rates
for both shoulder and lane blocking incidents. For example, in moderate traffic flow (i.e. 1,550 vehicles per hour per lane),
90 percent of incidents blocking two lanes were detected in 1.5 minutes when the proportion of drivers with cellular phones
was one out of 10 drivers, even with only 20 percent of them willing to report incidents. When the current proportion of cellular
ownership, i.e. 1 out of 3, was used in the simulation, the detection time improved to 0.8 minutes.
The simulation analysis of incident detection by cellular phones also showed that there is a direct relationship between the
probability of detection and the detection time; that is, the specification of a higher detection rate resulted in slower
detection times. This is in sharp contrast with the results of field study of automatic incident detection (AID) systems which
demonstrated an inverse relationship between probability of detection and detection time.

Electric two-wheelers have become a significant mode of transportation in China in the past decade. Though marketed and publicized by some as zero-emission vehicles, little past research has been done to quantify the environmental impacts of electric two-wheelers in China. This paper quantifies some of the environmental impacts of the production processes and use phase of electric two-wheelers and compares them to the environmental impacts of competing modes, including bicycles, buses, motorcycles and cars. The use phase emissions are quantified geographically with significantly higher emissions in coal rich regions, compared to regions relying more on hydropower. The results show that electric two-wheelers emit several times lower pollution per kilometer than motorcycles and cars, have comparable emission rates to buses and higher emission rates than bicycles. Lead is one pollutant on which electric two-wheelers perform poorly, because of their use of lead acid batteries. 相似文献

This paper explores the efficacy of the driver-based incident detection using the vehicle-to-roadside communication (VRC) system. The proliferation of vehicle tags in the US for automatic toll collection, traffic monitoring, and vehicle navigation and information systems has created an infrastructure capable of supporting a driver-based incident detection system. The research reported herein investigated the use of "activatable" vehicle tags by drivers to send an incident signal to the Traffic Management Center through VRC reader stations spaced uniformly on a highway. The simulation results showed that good detection performance was achieved even at lower levels of market penetration of vehicle tags. The results further showed that detection performance is significantly affected by the severity of the incident in terms of number of lanes closed, the spacing of the VRC reader stations, traffic volume at the time of the incident, and the reporting propensity of the traveling public.The performance of the VRC-based incident reporting system was compared to the performance of two incident detection algorithms that rely on traffic data collected through the automatic vehicle identification (AVI) system. The comparison showed that the VRC-based incident reporting system attained shorter detection times and higher detection rates under fairly similar simulated conditions. The paper also discusses issues that need further study through simulation and field experimentation of the VRC-based incident reporting system. 相似文献

This study develops an independent efficiency measurement model framework of bus routes, so as to treat preferably the heterogeneous outputs in a data envelopment analysis (DEA)-based efficiency measurement. It then introduces four new exogenous operating environment factors at the microscopic level of bus routes, and applies the three-stage DEA approach to incorporate operating environment effects and statistical noise into the efficiency measurement framework. The main purpose is to measure impartially the managerial efficiency of bus routes, purged of operating environment effects and statistical noise, and additionally to investigate the operating environment effects on efficiency. An empirical analysis, based on 39 routes operated in Jiangyin City, China, is presented. The principal finding is that the adoption of the independent efficiency measurement model framework is reasonable and has many virtues. Moreover, the proposed approach could substantially provide decision support both for regulators and for producers of bus services. In addition, the operating environment does indeed significantly affect operating efficiency and quality efficiency, especially the latter. 相似文献

The limited understanding of public–private partnerships (P3s) for transportation infrastructure finance has been generally attributed to a lack of data. The more fundamental question of how P3 data are utilized in the literature is more relevant and critical, but remains unclear. This study investigates this question by examining the linkages between research objectives and data characteristics through a meta-analysis of infrastructure P3 studies using multinomial regressions. It analyzes 95 empirical studies that adopt actual data, selected from a P3 research database that includes over 345 studies and are classified into five categories including performance, contract, risk, value for money, and institutional factors. Results show that the case studies are less frequently utilized to understand P3s' institutional issues compared to those that focus on P3s' performance or VFM. Survey data are more frequently used to study P3 contracts rather than issues related to P3 project risk. We highlight the need for policy-makers to require continuing disclosure of P3 performance for validating the effectiveness of the procurement model and to improve the practice. 相似文献

This paper analyzes the transportation and land-use preference and actual neighborhood choices of a sample of 1,455 residents
of metro Atlanta. We develop a stated-preference scale on which desires for neighborhood type are gauged, from preferences
for low-density, auto-oriented environments to desires for compact, walkable, and transit-oriented neighborhoods. This scale
is then related to desires for change in one’s own neighborhood characteristics after a hypothetical move. If all neighborhood
preferences were equally likely to be satisfied, then neighborhood preferences would not be correlated with a desire for change.
By contrast, in the current study, stronger preferences for a more walkable environment are associated with greater desire
for change in one’s neighborhood characteristics. This suggests an undersupply of compact, walkable, and transit-friendly
neighborhood types relative to current demand.
