Operating costs in Norwegian toll companies: a panel data analysis   总被引:1,自引:0,他引:1  
The objective of this paper is to ease the planning of new toll projects by providing estimates of operating costs, and to help us make better informed decisions about the design of toll collection systems. To do so we use panel data for Norwegian toll companies to estimate average cost functions. The main results can be summarised as follows. We provide evidence of very important unexploited economies of scale. The estimated cost curves are very steep for traffic levels below the sample mean, and become almost entirely flat over a wide range above the sample mean. A higher share of vehicles using on board units will significantly reduce average costs. Competitive tendering will significantly reduce average operating costs by as much as 25%. Our results also suggest that increased number of lanes, higher debt and passenger charging will increase average operating costs whereas average operating costs are lower for toll cordons compared with other projects.

The impacts of road surface texture on tyre/road noise are explored by analysing field data applying fast Fourier transform technique to tyre/road noise spectrum analysis. The results indicate that the tyre/road noise can be higher at lower frequency bands but lower at higher bands. Cluster analysis on surface texture in terms of wavelength identified three cluster groups that centred at 1.32 mm, 3.65 mm, and 5.11 mm have different impacts on noise. The shorter wavelength group suppressed tyre/road noise, medium group aggravated it and the high wavelength group were outliers.  相似文献

ABSTRACT

An important objective of “the Belt and Road Initiative” is to promote the economic growth of countries in the region. China’s successful development experience, proposed in the initial stage of reform, can be summarised as “Looking for development, building the highway first”. This study is the first to evaluate whether logistics infrastructure has indeed contributed to economic growth by employing an error correction model with panel data from 2003 to 2014. In addition, we compare the influence levels of different sectors of logistics infrastructure in different regions, i.e. developed and developing regions. We focus on developing regions as they represent good development experiences for developing countries in the Silk Road Economic Belt. For developing regions, we find that the most influential factors are telecommunication and airway transportation, which should be the foci of attention in order to promote economic growth and reduce inter-region economic inequalities. The research confirms that logistics is indeed a driving force for economic growth in China, and that the contributions of specific sectors can be a useful reference for developing countries to determine prioritisation of investment in different logistics sectors across regions.  相似文献

The European Shipping Industry faces a huge capital requirement over the next decade as a result of increasing trade and ageing fleets. This growth in demand is juxtaposed with a contraction in the number of banks willing to support the industry and a general tightening of credit facilities. Consequently, companies have been forced to access the capital markets for equity and debt. The difficulties experienced particularly in the bond markets have lead to premature dismissal of this relatively new form of finance. This paper seeks to explore the suitability of bond finance and finds that it is largely dependent on the perception of the maritime industry by the investment community.  相似文献

This study investigates determinants of the vessel, oil cargo spillage, and other-property damage costs of tanker accidents. Tobit estimation of a three-equation recursive model suggests that, among types of tanker accidents, fire/explosion accidents incur the largest vessel damage costs, but the smallest oil cargo spillage costs. Alternatively, grounding accidents incur the smallest vessel damage costs, but the largest oil cargo spillage costs, reflecting the difficulty of controlling oil cargo spillage subsequent to such accidents. Also, oil cargo spillage costs are lower for US flag tanker accidents. A dollar of vessel damage cost increases other-property damage cost by $0.06, whereas a dollar of oil cargo spillage increases this cost by $1.55.  相似文献

There is mounting theoretical evidence to suggest that preview control can be of substantial benefit to a semi-active suspension for random road inputs. In this paper, the benefits of wheel-base preview control are measured experimentally, using a prototype semi-active damper in a half-car 'Hardware-in-the-loop' (HiL) rig with a planar two-axle heavy vehicle model. The benefits of preview control using the prototype semi-active damper are found to be less than theoretically possible, due to the phase lag between the demanded and achieved damping force. It is shown that the performance of the prototype damper can be improved significantly by having a theoretical simulation running ahead of the HiL vehicle. The theoretical simulation is used to predict the demanded damper force for the HiL vehicle, and thereby compensate for the phase lag in the prototype damper.  相似文献

Many industries are keeping pace with changing technology in an effort to improve operating efficiency and attract consumers with innovations. The transit industry is no exception, one example being the installation and operation of automatic fare‐collection (AFC) systems. There are many issues to consider in implementing an AFC system, including the type of equipment required and the expected quality of system performance.

This article presents a synthesis of several sources of information pertaining to AFC operations. It includes a discussion of system requirements, and the advantages and disadvantages of system operation. Performance measures of reliability and maintainability are also defined, and AFC systems are evaluated using these measures. Several conclusions are reached concerning current AFC practice.  相似文献

This paper addresses the question of road cost recovery in the Australian context. It reviews some of the major issues and emphasizes the inherent problems (both theoretical and practical) in resolving these issues. The result of these complexities is that the answers to many of the key questions are ‘assumption‐sensitive’. Some of the more significant studies which have been conducted in Australia in recent years are briefly reviewed, and the numerical results of one recent study—the National Road Freight Industry Inquiry (1984) are presented.  相似文献

Air quality modelling plays an important role in formulating air pollution control and management strategies by providing guidelines for better and more efficient air quality planning. Several line source models, mostly Gaussian‐based, have been suggested to predict pollutant concentrations near highways/roads. These models, despite several assumptions and limitations, are used throughout the world, including in India, to carry out air pollution prediction analysis due to vehicular traffic near roads/highways. These models are being continuously upgraded and modified based on field experiments, and numerical and physical modelling results. An effort has been made in the present paper to review briefly the philosophy and basic features of most of the commonly used highway dispersion models. The paper also discusses various theories and techniques that led to the development and modification of these models along with the statistical analysis tools to evaluate the performance of these models. An attempt has also been made to summarize briefly the various line source models currently used in India and to highlight the difficulties being faced while using them in an Indian context.  相似文献
