风暴潮是一种灾害性的自然现象。由于剧烈的大气扰动,导致海水异常升降,使受其影响海区的潮位大大超过平常潮位的现象,称为风暴潮。3月3日,国家海洋环境预报中心发布风暴潮、海浪Ⅰ级紧急警报(红色),渤海将出现1969年以来最强的一次温带风暴潮,严重威胁渤海湾、莱州湾及附近区域海上生产作业。国务院总理温家宝和国务委员兼国务院秘书长华建敏分别作出重要批示。交通部立即落实国务院领导的指示精神,及时启动应急预案,做好防抗准备。风暴潮期间,共有数百艘船舶、上千人在海上遇险。交通部按照党中央、国务院的指示成功组织救援,将灾害损失降到最低,取得了防抗此次极端性突发天气事件的全面胜利,充分展现了负责任政府的良好形象。     

Collision damage of jack-ups

North Sea collision accident records covering a period of ten years indicate that the risk of collisions involving jack-ups is not dissimilar to that for semi-submersibles or fixed jacket structures. However, jack-ups are much more flexible than jackets and have a much lower degree of redundancy. Their response to collisions and their ability to absorb impact energy is, therefore, expected to be considerably different in comparison to jackets. This paper examines available data and information regarding the capability of jack-ups to withstand collision impacts and investigates the level of local damage that can potentially be caused to jack-up legs due to accidental collisions.     

Development of a rigid-ended beam element for analysis of bracketed frame structures

At the initial design stage, for rapid evaluation of strength of ship structures, finite element analysis using beam elements is carried out as a rule. In beam modeling of ship structures, brackets are usually represented by rigid elements to simplify the analysis. The extent of rigid ends, which is called the span point, can be determined from the three kinds of view points, i.e., bending, shearing and axial deformation.

In this paper, a novel beam element is developed. The developed novel beam element, referred to as the rigid-ended beam element, can consider the effect of three kinds of span point within one element, which was impossible in modeling with the ordinary beam element. Calculated results agree with the exact solution for a cantilever beam and also with results obtained from finite element analysis using membrane elements. Structural analysis using the rigid-ended beam element is revealed to have good computing efficiency due to the elements not needing to correspond to the brackets.     

A generalized model of pelagic biogeochemistry for the global ocean ecosystem. Part I: Theory

The set of equations for global ocean biogeochemistry deterministic models have been formulated in a comprehensive and unified form in order to use them in numerical simulations of the marine ecosystem for climate change studies (PELAGOS, PELAgic biogeochemistry for Global Ocean Simulations). The fundamental approach stems from the representation of marine trophic interactions and major biogeochemical cycles introduced in the European Regional Seas Ecosystem Model (ERSEM). Our theoretical formulation revisits and generalizes the stoichiometric approach of ERSEM by defining the state variables as Chemical Functional Families (CFF). CFFs are further subdivided into living, non-living and inorganic components. Living CFFs are the basis for the definition of Living Functional Groups, the biomass-based functional prototype of the real organisms. Both CFFs and LFGs are theoretical constructs which allow us to relate measurable properties of marine biogeochemistry to the state variables used in deterministic models. This approach is sufficiently generic that may be used to describe other existing biomass-based ecosystem model.

信号机械室有2路电源：Ⅰ路为自闭电源，Ⅱ路为贯通电源，其中一路主用，另一路备用。当供电方面因故跳闸，主用电源瞬间停电向另一路电源切换时，会造成控制台花盘，已开放的进路信号关闭。这时需要在人工解锁盘破封，逐个区段进行故障解锁后，才能办理进路。从车站通知电务值班人员，值班人员签到、确认现象、登记，到人工解锁盘逐个破封解锁，至少需要10～20min，影响列车的运行，对行车造成了严重干扰。     

大型船舶虚拟机舱视景仿真系统的开发

介绍借助视景仿真建模软件MultiGen Creator和驱动程序接口Vega开发WMS2004轮机模拟器的虚拟机舱视景仿真系统的过程，并结合具体工作详细地分析了在开发过程中所用到的关键技术，该系统在轮机员的培训中收到了令人满意的效果。     

The influence of workplace environment on lung function of shopkeepers working near National Highway in Jalgaon: A note

The inferior ambient air quality was observed near highway passing through Jalgaon urban center. Among the pollutants critical level of particulates are observed at the roadside during May 2003 to April 2004. The shopkeepers working at the highway sides are at high risk of exposure to the air pollution caused by heavy highway traffic. The lung function test of the shopkeepers shows significant decrease in forced vital capacity, forced expiratory volume in one second and peak expiratory flow rate. The regular periodic health checkup and use of nose mask will protect the health of shopkeepers working near National Highway passing through Jalgaon urban center.
