Abstract The purpose of this article is to describe a program of agricultural land preservation in Carlsbad, California. This program focuses on agricultural subsidies and has been adopted and certified by the California State Coastal Commission and is scheduled for implementation on January 1, 1982. This subsidy program is a variation of development rights transfer. Although no property rights are actually transferred, owners of land designated for agricultural use are subsidized by fees imposed on land designated for potential conversion to residential use. The Carlsbad program is placed into context by means of a brief review of similar proposals which attempt to preserve agricultural land in a fair and equitable manner. The importance of agricultural land preservation is emphasized through discussions of urban development pressure, the significance of agriculture in the Carlsbad coastal zone, and the work of the California State Coastal Commission. 相似文献

Measurements of turbulence were performed in four frontal locations near the mouths of Block Island Sound (BIS) and Long Island Sound (LIS). These measurements extend from the offshore front associated with BIS and Mid-Atlantic Bight Shelf water, to the onshore fronts near the Montauk Point (MK) headland, and the Connecticut River plume front. The latter feature is closely associated with the major fresh water input to LIS. Turbulent kinetic energy (TKE) dissipation rate, ε, was obtained using shear probes mounted on an autonomous underwater vehicle. Offshore, the BIS estuarine outflow front showed, during spring season and ebb tide, maximum TKE dissipation rate, ε, estimates of order 10− 5 W/kg, with background values of order 10− 6 to 10− 9 W/kg. At the entrance to BIS, near MK, two additional fronts are observed, one of which was over sand waves. For the headland site front east of MK, without sand waves, during ebb tide, ε estimates of 10− 5 to 10− 6 W/kg were observed. The model shows that this front is at the northern end of an anti-cyclonic headland eddy, and within a region of strong tidal mixing. For the headland site front further northeast over sand waves, maximum ε estimates were of order 10− 4 W/kg within a background of order 10− 7–10− 6 W/kg. From the model, this front is at the northeastern edge of the anti-cyclonic headland eddy and within the tidal mixing zone. For the Connecticut River plume front, a surface trapped plume, during ebb tide, maximum ε estimates of 10− 5 W/kg were obtained, within a background of 10− 6 to 10− 8 W/kg. Of all four fronts, the river plume front has the largest finescale mean-square shear, S2 ~ 0.15 s− 2. All of the frontal locations had local values of the buoyancy Reynolds number indicating strong isotropic turbulence at the dissipation scales. In pantographs used for current collection on high speed electric trains it is desirable to minimise the fluctuations in the contact force between the collector head and the catenary. A simple two-mass linear model is employed for the pantograph and the design of the proposed control system is based on the input admittance at low frequencies. Frequency shaping is incorporated in the performance index, and a simple dynamic controller is employed to achieve optimality in an equivalent transformed system, while minimising the number of feedback quantities to be measured. Competition among US ports has heightened significantly in the 1980s, in large part due to the rising importance of intermodal transportation systems. This paper measures the shares of national waterborne imports and exports for the eight largest US ports and their changes between 1985 and 1987. It examines the decline of East-Coast ports, especially New York, and the ascendancy of their West-Coast counterparts, notably Los Angeles and Seattle, on the basis of 42 commodity groups. The yaw rate response for a two-degree-of-freedom car model requires a family of curves for different degrees of oversteer or understeer. By use of non-dimensional co-ordinates this family is reduced to one single curve. The ordinate ρ is the ratio of yaw rate response to that of a neutral steering car at the same speed and is less than 1 for understeer and greater than 1 for oversteer. Mode choice under stochastically varying demand is studied via a dynamic mathematical model which describes the behavioural interactions between population groups. The model is developed by assuming competing attractivity functions for automobile and public transit which motivate their use subject to an overall demand for transportation. When this demand is allowed to vary stochastically, a set of stochastic differential equations describing the model are obtained. These are solved for their steady-state values. It is found that noisy demand can structure the system qualitatively differently than when the demand is fixed. The noise is found to generally reduce the level of public transit ridership, but it also changes the values of the threshold at which new regimes occur and, most interestingly, it induces new steady-state solutions for ridership at critical values of the variance of demand. In the latter case, noise becomes a source of new possibilities in the system by triggering a steady-state solution not present in the noise-free environment. 相似文献

AbstractIn light of the need to make better use of existing transport infrastructure, demand-responsive transportation (DRT) systems are gaining traction internationally. However, many systems fail due to poor implementation, planning, and marketing. Being able to realistically simulate a system to evaluate its viability before implementation is important. This review investigates the application of agent-based simulation for studying DRT. We identify that existing simulations are strongly focused on the optimisation of trips, usually in favour of the operator, and rarely consider individual preferences and needs. Agent-based simulations, however, permit incorporation of the latter, as well as capture the interactions between operators and customers. Several areas of future research are identified in order to unify future research efforts. 相似文献
