The demands for traffic infrastructure are increasing. Yet over the last decade investment in new infrastructure has decreased at all levels. Traffic systems designers are, therefore, being asked to be more accurate in their prediction of the impacts of changes, to analyse ever more complex situations and to extract more from the existing traffic system. This paper reviews developments in techniques for analysing the impacts of changes in the traffic system. It looks at intersection, route, network, parking lot and public transport design models that have been developed in Australia. Particular emphasis is given to the considerable developments in microcomputers and graphics and the impact these are having on the models. Future developments are also discussed. 相似文献

The paper investigates the competition for regional passenger rail services in Germany from 1996 to 2000 by using data mainly provided by regional authorities. It analyses data on the level of network characteristics, contract life, the Länder (i.e. regions), competitive placing procedures, and their winners as well as achieved cost and services improvements. It finds that with competition being rare, the amount of competitively placed services declined until recently. Only about half of the regional authorities gained experience with competitive placings, which points at the expertise deficit of these bodies. A diverse picture on competitive placings' characteristics such as network size and contract life appears. State-owned carrier DB AG remains the dominant player as it could win the majority of the competitively procured services. Private companies have played a minor role in the game up to now. Accomplished reduction of subsidies and improved service quality respectively provide an indication of the potential for enhancing efficiency in this market. 相似文献

Air traffic in the UK has increased rapidly in the past two decades and is forecast to grow at a rate of 4.3% per annum between 1998 and 2020. The failure to develop the air traffic system in order to cope with this growth has had undesirable consequences, e.g. a rise in flight delays and near misses. Given the investment required in air traffic control systems to cater for this growth, the UK government in 2000 part privatized the National Air Traffic Services (NATS), the body in charge of the UK's airspace in a public–private partnership (PPP). The UK Airline Group acquired 46% of NATS and effective operational control, though the government retains a share in NATS and safety regulation is in the public sector. However, serious doubts about safety were raised during the debate on the PPP. Similar moves towards a commercial operation (i.e. corporatization) of air navigation services have been made in New Zealand and Canada over the past decade and these provide useful insights into the results of the corporatization process. This paper analyses the main issues surrounding the part privatization of NATS. First, it highlights the experience from New Zealand and Canada of the major issues involved in corporatized air navigation services in six different categories: funding, new technology and project management, safety, pricing regime, international opportunities, and customer responsiveness. The likely impacts for NATS given the lessons from New Zealand and Canada are considered. The UK government's provisions for the PPP and their implementation in the post‐PPP NATS are then outlined for these six categories. Finally, the 11 September 2001 terrorist attacks have had major impacts on air travel and their consequences for NATS in the six categories are highlighted. Abstract Part 1 elicited major research issues and opportunities in the transport sector in the EEC from an examination of a range of planning scenarios. This article relates those issues and opportunities to the needs of the EEC transport sector policy formation and derives a set of research recommendations. The respective roles of the EEC and other institutions in developing and meeting the research needs are then discussed, concluding with some institutional proposals for the strengthening of the organization of the strategic research effort of the EEC in the transport sector. 相似文献

This paper reviews and critically assesses procedures which have been adopted to evaluate Advanced Transport Telematics (ATT) projects. The importance of such a review at this juncture stems from the changing position of ATT in transport planning. ATT is no longer simply a field for experimentation, where technical feasibility and user acceptance are dominant concerns. Rather it is a potential mainstream contributor to the functioning of road transport systems. For this reason, ATT project appraisal needs to be developed to the same form, level of sophistication and consistency as the appraisal of conventional transport infrastructure investment. Based on the review set out here, we argue that appropriate methods have not yet been established which, in turn, poses a number of challenging questions, since current socio‐economic evaluation procedures are not directly suited to either measuring or evaluating many of the impacts which ATT schemes are implemented to achieve. 相似文献

One of the biggest unresolved problems regarding the completion of the free internal transport market within the European community is the problem of harmonization of taxation on the road haulage industry. As the highest tax country, Britain might be expected to have to reduce its level of taxes as part of any harmonization. This paper considers the current methodology of the British Department of Transport regarding the allocation of the track and external costs of road transport, in the light of developments in methodology and experience elsewhere in Western Europe and North America. We find a number of reasons for believing that, far from overstating the marginal social cost of use of roads by the road haulage industry, the current British approach actually understates it. Thus any move towards harmonizing tax levels may reduce taxes in Britain at a time when they should be increasing. 相似文献

Foreign consultants still provide much of the analytical expertise for transport planning studies conducted in the Gulf States and other rapidly developing countries. Most of the systems analysis techniques used are adaptations of those developed for western urban areas. The populations of the Gulf States are unique in that they contain very large populations of foreign workers who have very different social and economic characteristics from the national populations. This paper describes these differences and shows how they have influenced the spatial evolution of the Kuwait metropolitan area and the associated transport demands. The paper also describes the analytical tools that are most appropriate for capturing the transport behaviour of residents of the Kuwait metropolitan area. 相似文献

This paper explores the historical trends in freeway traffic management technology in the U.S., and the most likely projections for the coming two decades. First, existing computer‐supervised freeway surveillance and control techniques are reviewed with particular emphasis on the scientific and technological landmarks which has led to the evolution of these techniques. Next, the major underlying trends which bear on the future of automated freeway surveillance and control are identified. Finally, extrapolative projections are made to determine the most likely future of this technology. The paper concludes with implications for the issues of meeting short‐term transportation needs of urban areas through more efficient use of existing transportation facilities. 相似文献

This article identifies a set of fuel saving strategies designed to meet the needs of vessel owners and operators, and describes how the strategies can be combined into a comprehensive programme. The strategies are developed from over sixty potential fuel saving measures grouped on the basis of commonness of purpose and interdependency. These criteria reflect the finding that implementing certain strategies is a prerequisite to the success of other strategies, and the success of some strategies generates a need to implement other strategies. Operational strategies identified include: developing crew motivation for active participation in energy efficiency improvement programmes; altering ship speeds; reducing auxiliary load on main propulsion plant; improved matching of ship capacities and cargo volume; reducing miles traveled; and maximizing use of electronic navigation and communications aids. Physical plant modification strategies identified include: optimizing for reduced ship speeds; fuel switching, blending and modifying; hydrodynamic improvements to the hull and propeller; and improving thrust. 相似文献
