Consider a radial road network such that a single ring road is the only connection between the radials. This paper shows that there is, for any fixed origin-destination distribution, a location of the ring road which minimises the impact of radial traffic flow, for almost any criterion used to assess that impact. We propose a new mathematical formulation for the problem of optimal traffic assignment in dynamic networks with multiple origins and destinations. This problem is motivated by route guidance issues that arise in an Intelligent Vehicle-Highway Systems (IVHS) environment. We assume that the network is subject to known time-varying demands for travel between its origins and destinations during a given time horizon. The objective is to assign the vehicles to links over time so as to minimize the total travel time experienced by all the vehicles using the network. We model the traffic network over the time horizon as a discrete-time dynamical system. The system state at each time instant is defined in a way that, without loss of optimality, avoids complete microscopic detail by grouping vehicles into platoons irrespective of origin node and time of entry to network. Moreover, the formulation contains no explicit path enumeration. The state transition function can model link travel times by either impedance functions, link outflow functions, or by a combination of both. Two versions (with different boundary conditions) of the problem of optimal traffic assignment are studied in the context of this model. These optimization problems are optimal control problems for nonlinear discrete-time dynamical systems, and thus they are amenable to algorithmic solutions based on dynamic programming. The computational challenges associated with the exact solution of these problems are discussed and some heuristics are proposed.  相似文献

Economic theory advocates marginal cost pricing for efficient utilisation of transport infrastructure. A growing body of literature has emerged on the issue of rail marginal infrastructure wear and tear costs, but the majority of the work is focused on costs for infrastructure maintenance. Railway track renewals are a substantial part of an infrastructure manager’s budget, but in disaggregated statistical analyses they cause problems for traditional regression models since there is a piling up of values of the dependent variable at zero. Previous econometric work has sought to circumvent the problem by aggregation in some way. In this paper we instead apply corner solution models to disaggregate (track-section) data, including the zero observations. We derive track renewal cost elasticities with respect to traffic volumes and in turn marginal renewal costs using Swedish railway renewal data over the period 1999–2009. This paper is the first attempt in the literature to apply corner solution models, and in particular the two-part model, to disaggregate renewal cost data in railways. It is also the first paper that we are aware of to report usage elasticities specifically for renewal costs and therefore adds important new evidence to the previous literature where there is a paucity of studies on renewals and considerable uncertainty over the effects of rail traffic on renewal costs. In the Swedish context, we find that the inclusion of marginal track renewal costs in the track access pricing regime, which currently only reflects marginal maintenance costs, would add substantially to the existing track access charge. EU legislation requires that access charges reflect the ‘costs directly incurred as a result of operating the train service’, which should include a marginal renewal cost component. This change would also increase the cost recovery ratio of the Swedish infrastructure manager, thus meeting a policy objective of the national government.  相似文献

Non-recurrent congestion or incidents are detrimental to the operability and efficiency of busy urban transport networks. There exist multiple automatic incident detection algorithms (AIDAs) to remotely detect the occurrence of an incident in highway or freeway scenarios; however, very little research has been performed to automatically detect incidents in signalized urban arterials. This limited research attention has mostly been focused on developing new urban arterial specific algorithms, rather than identifying alternative methods to synthesize existing freeway-based algorithms for urban conditions. The main hindrance to such synthesis is that the traffic patterns on the signalized urban arterials are significantly different from the same on highways/freeways due to the presence of traffic intersections. This article introduces a new strategy of customizing the existing AIDAs (freeway based or otherwise) to significantly improve their adaptability to signalized urban arterial transport networks. The new strategy focuses on preprocessing the traffic information before being used as input to a freeway/highway-based AIDA to lessen the effect of traffic signals and to imitate the input patterns in highway/freeway-based incident conditions. The effectiveness of this new strategy has been established with the help of four existing AIDAs. The proposed strategy is a simple solution to implement existing algorithms to signalized urban networks without any further instrumentation or operational cost.  相似文献

Abstract

This article evaluates the performance of the California Coastal Commission's inclusionary housing program by examining: (1) the scope of the housing regulations, (2) initial permit decisions on residential projects, (3) the disposition of these permits overtime, and (4) the composition of completed projects and a best‐case projection of possible project completions. Using a case study of Southern California, factors affecting program success are discussed, including the effects of the various regulations, the availability of project subsidies, local government permit policies, and housing market fluctuations. The authors conclude that such state regulatory programs cannot be expected to succeed in urbanized coastal areas without incentives for developers and augmented state agency authority, superseding local land use controls.  相似文献

Abstract

This model statute sets out a mechanism for the management of the coastal zone by the coastal states. It provides a possible state response to the Coastal Zone Management Act of 1972. The authors recognize that most states presently have some form of management or legal control over their coastal zone, and the model statute has been written with the intention that all or parts of it could be adapted to the wide variety of state regulatory schemes with the aim of providing unitary management to the valuable resource of the coastal zone.  相似文献

The paper considers, in a simple case, the interaction between Webster's Method and drivers' route-choice decisions. In the example considered the overall network capacity is severely reduced by using Webster's Method. This shows that Webster's Method does not, in general, maximize the travel capacity of a road network. The analysis of this simple case suggests a signal-setting policy which does maximize the travel capacity of a general network.  相似文献

Recent research on autonomous highway vehicles has begun to focus on lateral control strategies. The initial work has focused on vehicle control during low-g maneuvers at constant vehicle speed, typical of lane merging and normal highway driving. In this paper, and its companion paper, to follow, the lateral control of vehicles during high-g emergency maneuvers is addressed. Models of the vehicle dynamics are developed, showing the accuracy of the different models under low and high-g conditions. Specifically, body roll, tire and drive-train dynamics, tire force saturation, and tire side force lag are shown to be important effects to include in models for emergency maneuvers. Current controllers, designed for low-g maneuvers only, neglect these effects. The follow on paper demonstrates the performance of lateral controllers during high-g lateral emergency maneuvers using these vehicle models.  相似文献
