Co-managed territorial use rights for fishers (TURFs) have shown promise for small-scale fisheries management. The territorial use rights help clarify access and ownership rights, while co-management arrangements create formal relationships between fishers and government. However, there is limited research into the governance processes that influence the interactions and complementarities of TURF zones that are clustered together. In a network of 16 co-managed TURFs in the Cau Hai lagoon, Vietnam, we analyzed management decentralization and the relationship between spatial and networked (social) proximity. Our findings draw attention to several broad lessons for co-managed TURFs: (1) TURFs may operate as isolated silos if co-management agreements do not address relationships among TURF leaders; (2) spatial proximity does not automatically translate to social proximity; and (3) leaders of individuals TURFs need capacity for communication and coordination with other local fisheries leaders. These findings highlight the importance of consideration to the ways that TURF design and implementation influences the relationships and collaboration between fishers, government officials, and other actors.  相似文献

This paper focusses on travel socialisation by examining the effect of immigrant origin on cycling in two distinct European cycling cultures: Denmark and the Netherlands. Based on data from both countries’ national travel surveys, the empirical analyses show that people of immigrant origin cycle less compared to natives. While in Denmark this effect is significant only for people of non-Western origin, in the Netherlands it is also true for people of Western origin, probably because they originate to a greater extent from non-European countries (e.g., Indonesia). In the Netherlands, the effect of non-Western origin is larger for women than for men, while we do not find a significant gender interaction in the Danish data. Individuals with residence in neighbourhoods with a higher share of people of non-Western origin are less likely to cycle, probably as the national norm to cycle is less salient here. The results cannot be fully explained by differences in socioeconomic status, car access, or level of urbanisation. We assume that cultural norms mediated by parents play a relevant role. The results lend support to policies focused on stimulating the use of the bicycle among immigrants and especially women of non-Western origin.

The demand for inland freight transport in Europe is mainly met by road transport, leading to unsustainable impacts such as air pollution, greenhouse gas emissions and congestion. Since rail transport has lower externalities than road transport, a modal shift from road to rail is an accepted policy goal for achieving a more sustainable and competitive transport system. However, intermodal road–rail transport is mainly competitive for long-distance transport, and as a consequence, the potential for modal shift is limited. The cost efficiency of road–rail intermodal transport is particularly sensitive to pre- and post-haulage (PPH) costs, since this activity typically has a larger cost compared with its share of the total distance in the transport chain. For intermodal transportation over shorter distances, for example, below 300 km and where there are substantial PPH activities at both ends of the chain, the competitiveness of the intermodal transport system compared with that of direct road is low. Improving the efficiency of PPH activities is, therefore, of utmost importance for the competitiveness of the intermodal transport system. This paper looks into the issue of improving the cost efficiency of an intermodal transport chain by implementing an innovative and flexible legal framework regarding the PPH activities in the chain. By extending the legal framework with exemptions for longer vehicles in PPH, the cost efficiency could be greatly improved. The purpose of such a framework is to allow and enable, for PPH exclusively, the use of 2?×?40 foot or even two semi-trailers using only one vehicle in the context of the Swedish regulatory framework. This paper develops a strategic calculation model for assessing and investigating the consequences of such a framework and investigates the framework's potential in terms of cost efficiency. The model in combination with a sensitivity analysis of input variables gives a comprehensive understanding of the effects of PPH under different circumstances. From the results, it is evident that there are substantial positive effects associated with a PPH framework of longer vehicles. Results indicate that a typical shipper may experience cost reductions of about 5–10% of the total costs of the intermodal transport chain. In summary, a more innovative and flexible legal framework regarding vehicle length in the PPH links can contribute to a greater modal shift, improved cost efficiency and more environmentally friendly transportation systems.  相似文献

During the past 40 years, mobility patterns have enduringly changed several times as a result of the occurrence of a number “substantial changes”. Examples of such substantial changes are the rapid emergence of affordable air travel, the oil crises, and profound ICT developments. To most researchers and policy-makers in transportation, it seems more than likely that the next 40 years will also witness a number of substantial changes, some of which might even have larger impacts on mobility than the ones described above. However, literature on substantial changes and their impact on mobility are difficult to access as it is spread across different research fields and suffers from ambiguous use of terminology. As a result, overview of the literature on substantial changes and their findings is missing and discussions on the impacts on future mobility of potential substantial changes are hampered. To overcome these problems, this paper (1) proposes a typology of substantial changes and (2) ties together and reviews the scholarly literature that has focused on identifying the impacts of past substantial changes on mobility patterns. In this paper, we show how the proposed typology on substantial changes can be applied to contemplate on substantial changes and on their impacts.  相似文献

Abstract

This paper analyses the feasibility of incorporating electric or hybrid vehicles in intermodal transport for the transportation of containers in the pre- and post haulage (PPH) operation. In Europe, the intermodal transport market is being strongly supported, as it is seen as one of the keystones of a sustainable mobility system policy. The introduction of environmentally friendly electric/hybrid vehicles for the pre- and post haulage operation would mean a further enhancement leading to a more complete ecological intermodal transport chain. PPH operations are usually no longer than 30 km, and, hence, could possibly be handled by electric or hybrid vehicles.

Hybrid electric vehicles (HEV) combine electric and other drive systems, such as internal combustion engines, gas turbines and fuel cells. Hybrid electric vehicles merge the zero pollution and high efficiency benefits of electric traction with the high fuel energy density benefits of an energy source or thermal engine. The use of electrically driven vehicles for goods distribution has already been successfully proven in international demonstration projects, such as ELCIDIS. Transport of intermodal units (such as ISO containers), however, requires electric/hybrid heavy-duty goods vehicles, which are not readily available on the market, but for which the technology exists.

Different possibilities are assessed as to their technical, financial, organizational and environmental feasibility and suitability. This analysis is based on a typical mission for pre-and post haulage operations, such as type of trips, distance, frequency, urban/suburban, etc.  相似文献

This study aims to establish whether or not bicycle commuting and cycling for other purposes (e.g. shopping, visiting friends) are related over time. Using previously gathered panel data (the Dutch mobility panel) these relationships are revealed by (1) a series of conditional change models and (2) a latent transition model. The conditional change models indicate that, with a lag of 1 year and controlling for a range of background characteristics, bicycle commuting and non-work cycling (in number of weekly trips) have a positive reciprocal influence on each other. The models show that work-related factors, such as the distance to work or whether a person receives a travel allowance, affect not only bicycle commuting but also non-work cycling. The latent transition model indicates that people can be clustered into four groups: non-cyclists, non-work cyclists, all-around cyclists and commuter cyclists. This model shows that people with a consistent propensity to not cycle at all (non-cyclists) or to cycle for both work and non-work purposes (all-around cyclists) are most stable in their travel behavior. Non-work cyclists and commuter cyclists are less stable in travel behavior. The model also shows that all-around cyclists are not (significantly) affected by a change in the distance to work. Studies that model the effects of land use on commuting generally use a trip-based approach or a more aggregated individual-based approach: i.e. commuting is conceptualized in terms of modal choice, distance and time per single trip, or in terms of daily commuting distance or time. However, people try to schedule activities in a daily pattern and, thus, consider tours instead of trips. Data from the 2000 to 2001 Travel Behaviour Survey in Ghent (Belgium) illustrate that car use and commuting times significantly differ between commuting trips within work-only tours and more complex tours. Therefore, this paper considers trip-related decisions simultaneously with tour-related decisions. A multiple group structural equation model (SEM) confirmed that the relationship between land use and commuting differs between work-only tours and more complex tours. Trips should be considered within tours in order to correctly understand the effect of land use scenarios such as densifying on commuting. Moreover, the use of multiple group SEM enabled us to address the issue of the complex nature of commuting. Due to interactions between various explanatory variables, land use patterns do not always have the presumed effect on commuting. Land use policy can successfully influence commuting, but only if it simultaneously accounts for the effects on car availability, car use, commuting distance and commuting time.  相似文献

Maritime transport of benzene is regulated by the International Maritime Organisation (IMO). Two important guidelines for a ship’s crew in this matter are IMO circulars 1095 and 1220. The first one describes the minimum safety standards for ships carrying liquids in bulk containing benzene while circular 1220 deals with structural guidelines for new ships carrying liquids in bulk containing benzene, but also technical developments could help in improving safety and health protection on board chemical tankers carrying benzene in bulk. The aim of the present paper is to determine the benzene concentration in the working and living environment on board a modern chemical tanker carrying benzene in bulk, where all safety, technical and operational procedures described by IMO in the above-mentioned circulars are followed. During specific cargo operations, we measured the benzene concentrations on different locations on board by means of Radiello® passive diffusive samplers. Despite all measures taken, we found an important difference in benzene concentration between operations with a benzene cargo compared to operations without benzene on board, as well as inside and outside the accommodation. Moreover, even during discharge operations, where the emission is theoretically zero, we found an important increase in the benzene concentration. In addition, we found less favourable results for the engine room.  相似文献

Coral reefs are threatened by impacts such as from scuba diving, and ongoing research is required to assess diving impacts, diver behavior and environmental knowledge. This study investigated perceived diving impacts, reef condition and norms among scuba divers at Sodwana Bay (South Africa). Divers viewed contact with coral as damaging, and perceived environmental degradation at dive sites. However, most divers saw activities such as photography as causing little or no damage to reefs. One meter or less was believed to be a safe distance from the reef or the wildlife to avoid contact or disturbance, and encounter norms were high. Age and experience influenced most perceptions, although cannot be accepted as reliable indicators of divers' perceptions or behavior, due to the heterogeneous conduct of divers of various experience and age as described in literature. The importance of human perceptions to understand what strategies need implementation in diving management is discussed.  相似文献
